Public Notices Published Thursday, August 5th, 2010PUBLIC NOTICE LOUISIANA DEPARTMENT OF ENVIRONMENTAL QUALITY (LDEQ) LSU AGRICULTURAL CENTER / SWEET POTATO RESEARCH STATION DRAFT WATER DISCHARGE PERMIT The LDEQ, Office of Environmental Services, is accepting written comments on a draft Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for LSU Agricultural Center, Sweet Potato Research Station, P.O. Box 25203, Baton Rouge, LA 70894-5203. The facility is located at 130 Sweet Potato Road in Chase, Franklin Parish. The principal discharge from this existing source is made into a highway ditch, thence into local drainage, thence into Turkey Creek (Outfalls 001 and 003) and local drainage, thence into Turkey Creek (Outfalls 002 and 004), waters of the state classified for primary contact recreation, secondary contact recreation and propagation of fish and wildlife. Under the SIC Code8733, the applicant proposes to FORMTEXT discharge treated sanitary wastewater and equipment washwater from an agricultural research farm. During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody. As with any discharge, however, some change in existing water quality may occur. Written comments, written requests for a public hearing or written requests for notification of the final decision regarding this permit action may be submitted to Ms. Soumaya Ghosn at LDEQ, Public Participation Group, P.O. Hemphill at 318-439-0122. 8/4 1tb mmm FRANKLIN PARISH HEAD START ANNUAL REPORT FISCAL YEAR 2009-2010 The regular annual budget for Franklin Parish Head Start for the fiscal year beginning July 1, 2009, and ending June 30, 2010, was $951,556 federal funds and $237,889 as non-federal share for a total of $1,189,445. The program also received $68,084 in stimulus funds guaranteed for a period of two years and $38,994 in one-time program improvement funds. The majority of the regular budget supported the salaries and benefits of the 25 full-time employees of the program. Other features of the budget included student transportation, supplies, and staff development. Franklin Parish School Board supplies the majority of the non-federal share through the use of facility space for classrooms, cafeteria, and playground areas. The stimulus funds were used to enhance salaries of personnel in addition to employing one full-time floating assistant and two part-time tutors. Program improvement funds were used in the health and safety areas to purchase child harnesses for the buses that did not already have them, an intercom system for the classrooms, and a van to be used for transporting children/families to doctor and dental appointments and for staff travel to continuing education classes. A total of 136 children and families were served during the year and there were approximately 20 children on the waiting list who did not get admitted due to the cap on the enrollment of 136 children. The actual enrollment for each month during the year remained at a constant 136 as when one child left the program, another was admitted from the waiting list. Average monthly student attendance hovered around 90%. The most recent audit report by the independent state auditors revealed no areas of concern. In March, 2010, the federal triennial review of the program was conducted. There were three areas in which corrections were indicated. Two were in the mental health area dealing with the mental health consultant’s schedule and contract. The other had to do with child-initiated verses teacher-directed activities in the classroom. Though an improvement plan does not have to be submitted to the Regional Office, one was drafted to address the issues. Actions include scheduling more frequent visits from the mental health consultant, obtaining a contract with the mental health consultant’s supervisor, and teaching training in the area of child-initiated activities. A return visit from the monitors is scheduled for October, 2010, to access progress toward alleviating the areas of weakness. Medical and dental screenings were received by all 136 children as was any needed follow-up treatment. Speech services were received by those children needing them as were special services for those children identified as having some type of disability. The same curriculum used by the parish preschool programs is utilized in the Head Start classrooms. Familiar routines and learning experiences will help to ensure success for the Head Start children when they arrive in kindergarten. Parents are encouraged to visit and share unique talents in the classrooms and take a major part in their child’s education. Parent meetings are scheduled monthly with community speakers on topics such as parenting skills, domestic violence, child abuse/neglect, nutrition, and health/mental health issues. Parent conferences are scheduled twice yearly, more often if necessary, and classroom staff is required to make at least 2 home visits yearly. Newsletters are sent home regularly informing parents of opportunities and activities involving parents including Grandparents’ Day, Fathers’ Day Out, and Family Picnic Day. Parents are welcome in the Center at any time. Please find the approved budget for the fiscal year 2010-2011. The base annual grant award has remained the same as the original grant award eight years ago when Franklin Parish Head Start was first funded with the exception of minimal COLA (cost of living adjustment) funds that have been awarded from time to time.
