1. Thence continue South 00 degrees 13 minutes 43 seconds East, along the east boundary of said Northeast Quarter of the Southwest Quarter (NE 1/4 of SW 1/4), a distance of 157.00 feet to a set cotton picker spindle.
2. Thence run North 88 degrees 25 minutes 41 seconds West a distance of 286.20 feet to a set five-eighths inch (5/8") rebar.
3. Thence run North 00 degrees 13 minutes 43 seconds West a distance of 157.00 feet to a set five-eighths inch (5/8") rebar.
4. Thence run South 88 degrees 25 minutes 41 seconds East a distance of 286.20 feet back to the POINT OF BEGINNING.

The Franklin Parish School Board is now accepting sealed bids for the lease of the 21st section pasture land located at Township 11, Range 7 East containing approximately 43.2 acres more or less.

The Franklin Parish School Board is now accepting sealed bids for the sale of land and buildings of the Old Ogden School Facility, 2212 La. Hwy. 135, Winnsboro, Louisiana 71295 containing 6.25 acres more or less. This property lies on the west side of Hwy. 135. The bid must be at least the amount of appraisal, $40,000.00. For inspection of this land and buildings, please contact Benton Moore at the Franklin Parish School Board 318-435-9046.

APPLICATION PREPARATION AND IMPLEMENTATION PROPOSAL - ADMINISTRATIVE CONSULTANT"
The Louisiana Recovery Authority assisted by the Office of Community Development Disaster Recovery Unit has developed the Municipalities Infrastructure Program (MIP) to make grant funds available to municipalities located within the 53 impacted parishes from Gustav and Ike. The aim of this program is to address municipalities' unmet recovery needs. Municipalities, through this program, will be able to hire grant administered staff and/or consultants.
The City of Winnsboro is accepting Proposals from CDBG grants consultants for management and administrative services required by the City for the preparation of Disaster Recovery Community Development Block Grant Municipalities Infrastructure application and subsequent administration/implementation of the project that are in conformance with the Louisiana Recovery Authority and the Disaster Recovery Unit's Program requirements. The project for which funds will be requested will be Drainage Improvements for the City of Winnsboro from the State of Louisiana's CDBG funds under the Municipalities Infrastructure Program.
The procedures for the selection of this firm will be in accordance with the procurement requirements of the CDBG Program under the Division of Administration/ Disaster Recovery Unit. All responses received will be evaluated in accordance with the selection criteria and corresponding point system, which is identified in the Request for Proposal package. That package also identifies the scope of services to be performed by the selected firm. The City of Winnsboro will award the contract to the respondent obtaining the highest score in the evaluation process.
Interested parties are invited to secure a statement of proposal package from Jackie Johnson, Mayor, City of Winnsboro, P O Box 250, Winnsboro, LA 71295-0250. The telephone number is 318-435-9087. VILLAGE OF GILBERT
REGULAR COUNCIL MEETING
JULY 8, 2010
The Village of Gilbert Mayor and Board of Alderman met in regular session on Monday, July 8, 2010 at 6:30 p.m., at the Gilbert City Hall.
Those present were as follows: Mayor Mike Stephens, Clerk Diane Parker, Alderman Kay Dunaway and Louis Ezell. Also present were Joann Evans, Bruce Lofton, Bill McLemore, Ty Britt, Brian Goodman and citizens.
Absent was Leo Miller.
CALL TO ORDER:
Mayor Mike Stephens called the meeting to order. Louis Ezell led in opening prayer. Diane Parker led in the pledge of allegiance.
MINUTES:
Motion made by Louis Ezell, seconded by Kay Dunaway to accept the minutes as presented. Motion carried.
FINANCIAL DOCUMENTS:
Motion made by Kay Dunaway, seconded by Louis Ezell to accept the financial documents as presented. Motion carried.
PAY MONTHLY BILLS:
Motion made by Louis Ezell, seconded by Kay Dunaway to pay the monthly bills. Motion carried.
FIRE DEPARTMENT:
Bill McLemore gave monthly report.
POLICE DEPARTMENT: Chief Britt gave monthly report.
PUBLIC WORKS:
Bruce Lofton gave monthly report.
QUALIFYING DATES - JULY 7-9:
Discussion was held.

Mayor Stephens stated several projects to be under way in this new fiscal year.

DISCUSS ANY OTHER BUSINESS:
Mayor Stephens stated he had been in contact with James Harris, Franklin Parish Police Jury member for District III in regards to First Street by Gilbert Jr. High School being repaired. The Village of Gilbert would enter into a cooperative endeavor agreement, which will state the Police Jury would do work and supply all materials with the Village paying the cost of material only. Motion made by Louis Ezell, seconded by Kay Dunaway, for the Mayor to sign the said document and agrees to close two-three (2-3) days for repairs. Motion carried.

Louis Ezell made motion to adjourn. Kay Dunaway seconded the motion. Motion carried.
