The following resolution was offered by Bruce Lofton and seconded by Jeffrey Armstrong:
RESOLUTION
A resolution providing for canvassing the returns and declaring the result of the special election held in Franklin Parish Fire Protection District No. 4, State of Louisiana, on Saturday, March 27, 2010, to authorize the levy of a special tax therein.
BE IT RESOLVED by the Board of Commissioners of Franklin Parish Fire Protection District No. 4, State of Louisiana (the “Governing Authority”), acting as the governing authority of Franklin Parish Fire Protection District No. 4, State of Louisiana, that:
SECTION 1. Canvass. This Governing Authority does now proceed in open and public session to examine the official tabulations of votes cast at the special election held in Franklin Parish Fire Protection District No. 4, State of Louisiana, on SATURDAY, MARCH 27, 2010, to authorize the levy of a special tax therein, and said Governing Authority does further proceed to examine and canvass the returns and declare the result of the special election.
SECTION 2. Proces Verbal. A Proces Verbal of the canvass of the returns of said election shall be made and a certified copy thereof shall be forwarded to the Secretary of State, Baton Rouge, Louisiana, who shall record the same in his office; another certified copy thereof shall be forwarded to the Clerk of Court and Ex-Officio Recorder of Mortgages in and for the Parish of Franklin, who shall record the same in the Mortgage Records of said Parish; and another copy thereof shall be retained in the archives of this Governing Authority.
SECTION 3. Promulgation of Election Result. The result of said election shall be promulgated by publication in the manner provided by law.
This resolution having been submitted to a vote, the vote thereon was as follows:

PROCES VERBAL AND PROCLAMATION OF THE CANVASS OF THE VOTES CAST AT THE SPECIAL ELECTION HELD IN FRANKLIN PARISH FIRE PROTECTION DISTRICT NO. 4, STATE OF LOUISIANA, ON SATURDAY, MARCH 27, 2010.
BE IT KNOWN AND REMEMBERED that on Thursday, April 8, 2010, at six o’clock (6:00) p.m., at is regular meeting place, the Kendricks Ferry Fire Station, Gilbert, Louisiana, the Board of Commissioners of Franklin Parish Fire Protection District No. 4, State of Louisiana (the “Governing Authority”), acting as the governing authority of Franklin Parish Fire Protection District No. 4, State of Louisiana (the “District”). and being the authority ordering the special election held therein on Saturday, March 27, 2010, with the following members present:
Jerry Reeves, Bruce Lofton, Jeffrey Armstrong, Raymond Rush and Steve Ezell;
There being absent: None;
did, in open and public session, examine the official certified tabulations of votes cast at the said election, and did examine and canvass the returns of the said election, there having been submitted at said election the following proposition, to-wit:

(MILLAGE CONTINUATION)
Summary: 10 year, 10.66 mills property tax continuation for acquiring, constructing, improving, maintaining and operating fire protection facilities and equipment in and for Franklin Parish Fire Protection District No. 4, including the cost of obtaining water for fire protection purposes.
Shall Franklin Parish Fire Protection District No. 4, State of Louisiana (the “District”), levy a special tax of ten and sixty-six hundredths (10.66) mills on all property subject to taxation in the District (an estimated $57,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2010 and ending with the year 2019, for the purpose of acquiring, constructing, improving, maintaining and operating fire protection facilities and equipment in and for the District, including paying the cost of obtaining water for fire protection purposes?
There was found by said count and canvass that the following votes had been cast at the said special election IN FAVOR OF and AGAINST, respectively, the proposition as hereinabove set forth at the following polling places, to-wit:

The polling places above specified being the only polling places designated at which to hold the said election, it was therefore shown that there was a total of 148 votes cast IN FAVOR OF the Proposition and a total of 64 votes cast AGAINST the Proposition, as hereinabove set forth, and that there was a majority of 84 votes cast IN FAVOR OF the Proposition as hereinabove set forth.
Therefore, the Governing Authority did declare and proclaim and does hereby declare and proclaim in open and public session that the Proposition as hereinabove set forth was duly CARRIED by a majority of the votes cast by the qualified electors voting at the said special election held in the District on Saturday, March 27, 2010.

The Village of Gilbert Mayor and Board of Alderman met in regular session on Thursday, April 8, 2010 at 6:30 p.m., at the Gilbert City Hall.
Those present were as follows: Mayor Mike Stephens, Clerk Diane Parker, Alderman Kay Dunaway, Leo Miller and Louis Ezell.
Also present were Joann Evans, Bill McLemore, Ty Britt, Joann Evans and citizens.
CALL TO ORDER:
Mayor Mike Stephens called the meeting to order. Bruce Lofton led in opening prayer. Diane Parker led in the pledge of allegiance.

The Franklin Parish Police Jury announces that an application for FY 2010/2011 Louisiana Community Development Block Grant (LCDBG) LA-STEP funds will be submitted for the following:
Activity: This project is a water improvement project for the Wilderness Lane area.
Objective: To provide potable water to 14 residents and 1 business.
Location: The improvements will be located on Wilderness Lane, Reeves Road, Huggins Lane, and LA 15 (north of the Village of Gilbert).
Amount: $ 254,186.00 of LCDBG funds for the water improvement project.

REGULAR COUNCIL MEETING
APRIL 13, 2010
The Mayor and Council of the Village of Baskin met in a regular session on Tuesday, April 13, 2010, at 5 p.m. at the Village of Baskin Town Hall.
Present: Mayor Billy Joe Cupp and Council members Wanda Carroll, Larry LaBorde and Mike Ballard.
Also present: Town Clerk and guests.
There being a quorum, the meeting was called to order.
The pledge of allegiance and prayer was led by Mayor Billy Joe Cupp.
The Clerk read minutes from the previous meeting.
Mike Ballard made a motion to accept the minutes as read. Wanda Carroll seconded. Yeas: 3; Nays: 0; Absent: 0.
NEW BUSINESS:
Permission was granted to pay all bills.

The Mayor reported that the surplus police unit was sold.
The fire hydrant repair has been arranged and put on the schedule.

All bids must be accompanied by bid security equal to five percent (5%) of the base bid and all additive alternates, and must be in the form of a certified check, cashier’s check or bid bond written by a company licensed to do business in Louisiana, countersigned by a person who is under contract with the surety company or bond issuer as a licensed agent in this State and who is residing in this state. No Bid Bond indicating an obligation of less than five percent (5%) by any method is acceptable.
The successful Bidder will be required to furnish a performance and payment bond written by a company licensed to do business in Louisiana, and shall be countersigned by a person who is contracted with the surety company or bond issuer as agent of the company or issuer, and who is licensed as an insurance agent in this State, and who is residing in this State, in an amount equal to the 100% of the contract amount.
No bid may be withdrawn for a period of thirty (30) days after receipt of bids, except under the provisions of Act 111 of 1983.
A mandatory pre-bid conference will be May 6, 2010 at 10:00 A.M. at the job site of the Winnsboro Elementary School. Bids shall be accepted only from Contractors who attend the Pre-bid Conference. Subcontractors are welcome to attend. Bids shall be accepted from prime bidders who are licensed in Louisiana under the classification of Building Construction.
The Owner reserves the right to reject any and all bids.
