FEBRUARY 16, 2010
6:00 PM - CALL TO ORDER
The Board of Aldermen of the City of Winnsboro, Louisiana, met in regular session on Tuesday, February 16, 2010, at 6:00 PM at the Winnsboro City Court, 1308 Cornell Street, Winnsboro, Louisiana, with Mayor Pro Tem Rex McCarthy presiding.

Aldermen present: Richard Mahoney, John Dumas, Betty Johnson, Craig Gill
Absent: None
Motion by Gill, second by Dumas to approve the minutes of the regular session held on January 19, 2010. Unanimously approved.
RESOLUTION NO. 10-0201:
WHEREAS, the City of Winnsboro required sidewalks along Havard Street for pedestrian safety and enhancement of the area;
WHEREAS, grants funds for the construction of this project were provided by Louisiana Department of Transportation and Development:
NOW, THEREFORE, BE IT RESOLVED, by the Board of Aldermen of the City of Winnsboro that:
The project has been inspected in accordance with LA DOTD requirements and accepted as complete by the City of Winnsboro; and
The City of Winnsboro takes full responsibility for maintenance of the completed sidewalks and full liability for the sidewalks as constructed.
A motion to adopt the above resolution was made by Gill, seconded by Dumas, and resulted in the following vote:

RESOLUTION NO. 10-0202:
Resolved that the City of Winnsboro informs Louisiana Department of Environmental Quality that the following actions were taken by the Board of Aldermen of the City of Winnsboro, Louisiana.
1. Reviewed the Municipal Water Pollution Prevention Environmental Audit Report which is attached to this resolution
2. Set forth the following actions necessary to maintain permit requirements contained in the Louisiana Water Discharge Permit System (LWDPS) Number LA0038253.

RESOLUTION NO. 10-0203:
Resolved that the City of Winnsboro informs Louisiana Department of Environmental Quality that the following actions were taken by the Board of Aldermen of the City of Winnsboro, Louisiana.

JONATHAN FRANKLIN – 607 POLK STREET:
Jonathan Franklin, owner of a house located at 607 Polk Street, appeared before the Board to discuss the repairs to his house that had been condemned. The Board agreed to allow him 10 days for his contractor, LeRoy Scott, to obtain a building permit and 60 days to complete the construction on the house after the permit had been issued. If these have not been complied with in the time frame set by the Board, demolition will begin on this property. Motion by Johnson, second by Dumas, and unanimously approved.
PHAION THOMAS:
Phaion Thomas did not appear.
POLICE CHIEF MONTHLY REPORT:
Chief Lester Thomas did not attend and no reports were available to the Board for review.
FIRE CHIEF MONTHLY REPORT:
Chief Truman Welch was unable to attend due to training classes, but presented the board with a monthly activity report for the City of Winnsboro Fire Department. Motion by Gill, second by Mahoney to accept the report. Unanimously approved.
MONTHLY FINANCIAL REPORTS:
Motion by Mahoney, second by Dumas to accept the monthly financial reports. Unanimously approved.
ADJOURNMENT:
There being no more business to come before the board at this time, a motion was made by Gill, second by Dumas and unanimously approved that the meeting be adjourned.

CALL TO ORDER
The Board of Aldermen of the City of Winnsboro, Louisiana, met in a special called meeting on Tuesday, February 23, 2010, at 5:00 PM at Winnsboro City Hall, 3814 Front Street, Winnsboro, Louisiana, with Mayor Pro Tem Rex McCarthy presiding.

INTRODUCE ORDINANCE ON VIDEO BINGO:
A discussion was held on the proposal to amend the ordinance on video bingo revenue. Introduction of ordinance was tabled until March 15th regular meeting.
RESOLUTION NO. 10-0204:
At a special meeting of the Mayor Pro-Tempore and City Council of the City of Winnsboro, Louisiana, held on Tuesday, March 23, 2010, at which meeting a quorum was present, due notice of same having been made according to law, the following Resolution was made:
WHEREAS, the City desires to construct access management and security enhancements as well as apron improvements at the Winnsboro Municipal Airport; and
WHEREAS, the City of Winnsboro has been advised by the LaDOTD Office of Aviation that FAA funds are available of approximately $230,000 to fund such improvements;
NOW THEREFORE BE IT RESOLVED that Mayor Pro-Tempore Rex McCarthy is hereby authorized, to publicly advertise for bids for the construction of these improvements and to execute such agreements and documents as may be deemed necessary to allow the project to proceed.
This Resolution being submitted to a vote, the vote thereon was as follows:

These Public hearings will be conducted in accordance with Act 351 of the 1982 Regular Session of the Louisiana Legislature by the House and Senate Legislative Committees on Transportation, Highways and Public Works and in accordance with Acts 451 and 452 of the 1989 Regular Session of the Louisiana Legislature by the House and Senate Legislative Committees on Transportation, Highways, and Public Works.
