Public Notices Published Thursday, February 25th, 2010Franklin Parish Police Jury Regular Meeting January 14, 2010 @ 6:00 P.M. The Franklin Parish Police Jury met in Regular Session on this the 14th day of January 2010 in the Police Jury Meeting Room, Courthouse Building, Winnsboro, Louisiana with the following members present: Honorable Ricky Campbell, President, K.W. “Buddy” Parks, James Harris, Leroy Scott, Jackie Johnson, Harvey Guimbellot, and Troy Hendry. Leroy Scott led the group in Prayer and the Pledge. Motion by Parks and seconded by Hendry to approve the agenda. Unanimously approved. Motion by Hendry and seconded by Guimbellot to approve the minutes of December 10th,, December 17th, 2009 and January 6, 2010 meetings. Unanimously approved Patricia Simon, Assistant Community Education Coordinator of Wellspring addressed the Jurors concerning the services available at Wellspring. Ms. Simon said the following: Wellspring offer services to victims of domestic violence in Franklin Parish. It is a network of programs working together to strengthen families and make life better. Wellspring offers services to victims of domestic violence, sexual assault, stalking and dating violence. Louisiana ranks number one (1) in domestic violence related crimes. Anyone who contacts the Wellspring office by phone or in person the focus is on: safety planning, protective orders, safe shelter, transitional housing, case management, referrals for community resources, counseling, support groups for women and children and life skill classes. Ms. Simon introduced Lawana Brown who is director of housing and supportive services program. Motion by Parks and seconded by Scott to approve beer permit for Bobtails. Unanimously approved Clint Vegas with Delta Fuel talked to Jurors concerning the recent fuel bid for material and supplies January 1, 2010 through June 30, 2010. Vegas said his bid was returned to him unopened and wanted an explanation as to why this was done. Greg advised him the Jury was advised by David Doughty, Parish Attorney to send all fuel bids backs to vendors unopened and go with State Contract. Vegas said the Parish was taking fuel business out of the Parish. It was decided by the Jury to form a committee of Jurors Jackie, Johnson and Troy Hendry and fuel vendors to see if Jury is headed in right direction. Discussion Ginger Boutwell with LSU Ag Center gave an update on current activities at the Ag Center. She also said that she was working with a new Program called Little Book Shelf. This program provides books for infants through the first year of life. A representative from Regency Gas Pipeline told Jurors that gas would be in the lines by next Tuesday or Wednesday and the Delhi extension had been shelved. They are waiting for funding. This line could bring more tax money to Franklin Parish. Dave Sturdivant appeared before Jurors to get an update on GOHSEP. Jurors said they were going to invite Mitch Reynolds, Director of Homeland Security to next meeting to give updates. Motion by Parks and seconded by Guimbellot to select McManus Consulting Engineer as Engineer to assist in the preparation of LCDBG LaStep FY2010/2011. Unanimously approved Motion by Guimbellot and seconded by Scott to select Frye Magee, LLC as Administrative Consultant to prepare the application package and to administer and implement LCDBG LaStep FY 2010/2011. Unanimously approved Motion by Scott and seconded by Johnson to adopt a resolution authorizing the Parish President to enter into the required memorandum of agreement with Louisiana Department of Natural Resources to secure funding under the renew Louisiana Energy Efficiency and Construction Block Grant Program and to authorize the Parish President to sign all documents required in the submission of the activity worksheet and required documentation and subsequent administration of the Program. Unanimously approved It was decided to let the Sheriff’s office use majority of money at the detention center. Motion by Scott and seconded by Hendry to adopt a resolution between Louisiana Department of Natural Resources and Franklin Parish Police Jury to enter into a Memorandum of Agreement for the funding received under the review Louisiana energy Efficiency and Conservation Block Grant Program. Unanimously approved Motion by Johnson and seconded by Scott to adopt a resolution of support for the Louisiana Patriots (Winnsboro’s semi professional football team). Unanimously approved Motion by Scott and seconded by Johnson to send letter of support to Louisiana Patriots. Unanimously approved Motion by Johnson and seconded by Guimbellot to adopt a resolution opposing the state of Louisiana giving 5000 miles of roads to be divided among the Parishes. Yeas: Parks, Harris, Johnson, Guimbellot, and Hendry Nays: None Abstain: Scott Superintendent’s Report: Motion by Parks and seconded by Hendry to approve January, 2010 work schedule. Unanimously approved Greg also gave Juror’s a copy of all 1786 Franklin Parish Projects. Greg asked Jurors to form a Committee to assist him with roads that need patching, overlays, seal, etc. Treasurer’s Report: Sam passed out to Jurors copies of the financial statements and noted that everything is going well. Public Works Committee: Town of Wisner request to fix two (2) roads tabled. Discussion Juror Johnson said we should honor the Mayors request. Culvert Resolution: Motion by Guimbellot and seconded by Johnson to submit Culvert Resolution to Police Jury Association on installing culverts for new construction on private property with necessary amendments. Unanimously approved Personnel Committee Report: Motion by Hendry and seconded by Harris to accept the recommendations of the Personnel Committee approving pay raised for employees and not giving raises to employees receiving $15.00 and above. Yeas: Parks, Harris, Scott, Guimbellot, and Hendry Nays: Johnson Johnson had the following statement: “ I’m voting against it because we have people out here who haven’t had raises in 5 years and I don’t think this is a adequate raise. That’s my statement for the reason I’m voting against it.” Greg said for the record: “I would like the opportunity to raise Arthur Fletcher and Carrol White to $10.35 as soon as they produce CDL’s. Motion by Hendry and seconded to raise Arthur Fletcher and Carrol White to $10.35 per hour as soon as they get CDL’s. Unanimously approved Ronald Crum will come back to the Shop as a Mechanic with $1.00 per hour reduction in pay. The Shop Foreman position will be eliminated. The Franklin Parish Police Jury met in Special Session on this the 20th day of January 2010 in the Police Jury Meeting Room, Courthouse Building, Winnsboro, Louisiana with the following Juror’s present: Honorable Ricky Campbell, President, K.W. “Buddy” Parks, James Harris, Leroy Scott,Jackie Johnson, Harvey Guimbellot, and Troy Hendry. James Harris led the group in Prayer and the Pledge. Motion by Johnson and seconded by Hendry to approve the agenda. Unanimously approved Lawrence Roberts spoke to Jurors about the upcoming JP’s Constables Conference in February 2010. He said there are 26 ruling changes and he would like to go the conference to improve his knowledge of changes. Roberts said if the Jury approves he and other attending will not go next year. Discussion Motion by Johnson and seconded by Guimbellot approving JP and Constables interested in attending the Annual Conference in February 2010. Unanimously approved There being no further business to discuss, on a motion by Guimbellot and seconded by Hendry the meeting was unanimously approved adjourned. /s/Johnnie Wesley,Secretary /s/Ricky Campbell, President Franklin Parish Police Jury Franklin Parish Police Jury 2/24 1tb mmm TOWN OF WISNER REGULAR COUNCIL MEETING JAN. 14, 2010 The Town Council of Wisner met in regular session on Thursday, January 14, 2010 at 6:30 p.m. at the Wisner Town Hall. Present: Mayor Allyn Jean Luckett, Nettie B. Brown, Marc McCarty, Thomas Moore, Thomas Lemle, and Mike Caldwell. Also present: Town Clerk, Police Chief and guests. There being a quorum Mayor Luckett called the meeting proceedings to order. The invocation was led by Thomas Lemle. The Pledge of Allegiance was led by Mike Caldwell. Motion by Thomas Lemle to approve minutes from previous meeting. Nettie B. Brown seconded. Minutes approved. The financial reports and expenditures were provided for the month of November. Marc McCarty made a motion to approve the financial reports. Thomas Lemle seconded. Permission granted to pay all bills. Mayor Luckett gave a progress report on the water system and community center projects. NEW BUSINESS: Nettie B. Brown introduced a resolution to allow American Municipal Services to collect on outstanding warrants. Resolution adopted. DEPARTMENT REPORTS; FIRE DEPARTMENT Thomas Moore gave report for fire department and requested that Lloyd Delaughter be added to the fire department’s payroll. MAINTENANCE DEPARTMENT: Bobby Rushing reported that everything was going well. WATER DEPARTMENT: No report. POLICE DEPARTMENT: No report. Thomas Lemle was asked to open sealed bids for the police vehicles. One bid was received and awarded for the 2000 Ford Crown Victoria. With no further business Thomas Lemle made a motion to adjourn.
