NOTICE OF SPECIAL ELECTION

Pursuant to the provisions of a resolution adopted by the Board of Commissioners of Franklin Parish Fire Protection District No. 2, State of Louisiana (the “Governing Authority”), acting as the governing authority of Franklin Parish Fire Protection District No. 2, State of Louisiana (the “District”), on December 8, 2009, NOTICE IS HEREBY GIVEN that a special election will be held within the District on SATURDAY, MARCH 27, 2010, and that at the said election there will be submitted to all registered voters in the District qualified and entitled to vote at the said election under the Constitution and Laws of the State of Louisiana and the Constitution of the United States, the following proposition, to-wit:
PROPOSITION
(MILLAGE CONTINUATION)
Summary: 5 year, 10.53 mills property tax continuation for acquiring, constructing, improving, maintaining and operating fire protection facilities and equipment for Franklin Parish Fire Protection District No. 2 and paying the cost of obtaining water for fire protection purposes.
Shall Franklin Parish Fire Protection District No. 2, State of Louisiana (the “District”), levy a tax of ten and fifty-three hundredths (10.53) mills on all property subject to taxation in the District (an estimated $69,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of five (5) years, beginning with the year 2011 and ending with the year 2015, for the purpose of acquiring, constructing, improving, maintaining and operating fire protection facilities and equipment for the District and paying the cost of obtaining water for fire protection purposes?
The said special election will be held at the following polling places situated within the District, which polls will open at six o’clock (6:00) a.m., and close at eight o’clock (8:00) p.m., in accordance with the provisions of La. R.S. 18:541, to-wit:

The said special election will be held in accordance with the applicable provisions of Chapter 5 and Chapter 6-A of Title 18 of the Louisiana Revised Statutes of 1950, as amended, and other constitutional and statutory authority, and the officers appointed to hold the said election, as provided in this Notice of Special Election, or such substitutes therefor as may be selected and designated in accordance with La. R.S. 18:1287, will make due returns thereof to said Governing Authority, and NOTICE IS HEREBY FURTHER GIVEN that the Governing Authority will meet at its regular meeting place, the Fort Necessity Fire Station, Fort Necessity, Louisiana, on TUESDAY, APRIL 13, 2010, at SIX-THIRTY O’CLOCK (6:30) P.M., and shall then and there in open and public session proceed to examine and canvass the returns and declare the result of the said special election. All registered voters of the District are entitled to vote at said special election and voting machines will be used.

Pursuant to the provisions of a resolution adopted by the Police Jury of the Parish of Franklin, State of Louisiana (the “Governing Authority”), acting as the governing authority of the Parish of Franklin, State of Louisiana (the “Parish”), on November 12, 2009, NOTICE IS HEREBY GIVEN that a special election will be held within the Parish on SATURDAY, MARCH 27, 2010, and that at the said election there will be submitted to all registered voters in the Parish qualified and entitled to vote at the said election under the Constitution and Laws of the State of Louisiana and the Constitution of the United States, the following propositions, to-wit:
PROPOSITION NO. 1
(MILLAGE CONTINUATION)
Summary: 10 year, 3.24 mills property tax continuation for supporting, operating and maintaining a parishwide health unit for the Parish of Franklin.
Shall the Parish of Franklin, State of Louisiana (the “Parish”), levy a special tax of three and twenty-four hundredths (3.24) mills tax on all the property subject to taxation in the Parish (an estimated $179,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2011 and ending with the year 2020, exclusively for the purpose of supporting, operating and maintaining a parishwide Health Unit for the Parish?

(MILLAGE CONTINUATION)
Summary: 10 year, 7.53 mills property tax continuation for improving, maintaining and operating the public library of the Parish of Franklin, title to which shall be in the public, with the avails and proceeds of the tax to be administered by the Franklin Parish Library Board of Control.
Shall the Parish of Franklin, State of Louisiana (the “Parish”), levy a special tax of seven and fifty-three hundredths (7.53) mills tax on all the property subject to taxation in the Parish (an estimated $415,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2011 and ending with the year 2020, for the purpose of improving, maintaining and operating the public library of the Parish, title to which shall be in the public, with the avails and proceeds of the tax to be administered by the Franklin Parish Library Board of Control, in the manner required by law?

(MILLAGE CONTINUATION)
Summary: 10 year, 2.03 mills property continuation for providing funds for activities, services and facilities of the Franklin Parish Council on Aging.
Shall the Parish of Franklin, State of Louisiana (the “Parish”), levy a special tax of two and three hundredths (2.03) mills on all property subject to taxation in the Parish (an estimated $112,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years , beginning with the year 2011 and ending with the year 2020, for the purpose of providing funds for activities, services and facilities of the Franklin Parish Council on Aging?

CITY OF WINNSBORO
COUNCIL MEETING
JANUARY 19, 2010
6:00 PM - CALL TO ORDER
The Board of Aldermen of the City of Winnsboro, Louisiana, met in regular session on Tuesday, January 19, 2010, at 6:00 PM at the Winnsboro City Court, 1308 Cornell Street, Winnsboro, Louisiana, with Mayor Jack Hammons presiding.

Motion by Dumas, second by Johnson to approve the minutes of the regular session held on December 21, 2009. Unanimously approved.
MACON RIDGE RESEARCH STATION:
A discussion was held on the request by the Macon Ridge Research Station to connect to the City of Winnsboro Sewer System. Wink Alison, Research Coordinator, appeared before the Board to answer questions on the options that the research station has presented to the city concerning the connection to the sewer system. The Board agreed that further information was needed before a final decision could be made.
AUDIT FOR YEAR ENDING JUNE 30, 2009:
Motion by Dumas, second by McCarthy and unanimously approved to accept the audit report for the fiscal year July 1, 2008 - June 30, 2009 as prepared by Doyle Hassell of Marcus, Robinson & Hassell, Certified Public Accountants.
UPDATE ON PROJECTS:
Heath McGuffee with Meyer, Meyer, LaCroix & Hixson gave an update on the City’s current projects.
POLICE CHIEF MONTHLY REPORT:
Chief Lester Thomas was not present and George Wilhite gave a monthly activity report for the City of Winnsboro Police Department. Motion by McCarthy, second by Johnson to accept the report as given. Unanimously approved.
FIRE CHIEF MONTHLY REPORT:
Chief Truman Welch was not present , but a monthly activity report was available for review for the City of Winnsboro Fire Department. Motion by Johnson, second by Dumas to accept the report as given. Unanimously approved.
MONTHLY FINANCIAL REPORTS:
Motion by McCarthy, second by Dumas to accept the monthly financial reports. Unanimously approved.
ADJOURNMENT:
There being no more business to come before the board at this time, a motion was made by McCarthy, second by Dumas and unanimously approved that the meeting be adjourned.

VILLAGE OF GILBERT
Regular Meeting
January 14, 2010
The Village of Gilbert Mayor and Board of Alderman met in regular session on Thursday, January 14, 2010, at 6:30 p.m., at the Gilbert City Hall.
Those present were as follows: Mayor Mike Stephens, Clerk Diane Parker, Alderman Kay Dunaway, Leo Miller, and Louis Ezell. Also present were JoAnn Evans, Bill McLemore, Ty Britt and citizens.
CALL TO ORDER:
Mayor Mike Stephens called the meeting to order. Louis Ezell led in opening prayer. Diane Parker led in the pledge of allegiance.
MINUTES:
Motion made by Louis Ezell, seconded by Leo Miller to accept the minutes as presented. Motion carried.
FINANCIAL DOCUMENTS:
Motion made by Leo Miller, seconded by Kay Dunaway to accept the financial documents as presented. Motion carried.
PAY MONTHLY BILLS:
Motion made by Louis Ezell, seconded by Kay Dunaway to pay the monthly bills. Motion carried.
FIRE DEPARTMENT:
Bill McLemore gave monthly report.
POLICE DEPARTMENT:
Chief Britt gave monthly report.
PUBLIC WORKS:
Mayor Stephens gave monthly report due to the absence of Bruce Lofton. Stephens stated that due to the cold weather we had some water leaks around town, everything is fixed now.
NEW BUSINESS:
INTRODUCE ORD. #312 SALE OF PROPERTY:
Clerk read ordinance #312 introducing the sale of property to Calvin McFarland et ux and to Donald W. Shipley. A public hearing will be held February 11, 2010 at city hall at 6:30 p.m. to consider the adoption of said ordinance.
LMA MAYOR’S DAY MEETING: (FEB. 10th)
Discussion was held on the mayor’s day meeting and who would be attending.
DISCUSS PURCHASE ORDER TICKETS:
Mayor Stephens stated that some vendors have upgraded new technology and anyone who signs an invoice to please bring the invoice to the clerk for audit purposes.
DISCUSS LMA CONVENTION: (AUG.)
Discussion was held on the convention being held in August.
DISCUSSION COLLECTION OF BENCH WARRANTS:
Discussion was held. Motion made by Louis Ezell, second by Kay Dunaway to pursue with American Municipal Services in the collection of outstanding bench warrant list. Motion carried.
DISCUSS CHIEF OF POLICE SALARY:
Motion made by Louis Ezell, seconded by Leo Miller, to move to executive session. Mayor asked that clerk set in executive session. Motion carried.
Motion made by Louis Ezell, seconded by Leo Miller to close executive session. Motion carried.
INTRODUCE ORD. 313 CHIEF’S SALARY:
Discussion was held. Stephens stated ordinance #313 increasing the salary of the chief of police for the Village of Gilbert from sixteen hundred dollars ($1600.00) per month to two thousand ($2,000.00) per month. A public hearing would be held to consider adoption of ordinance #313 would be held at the next month meeting which would be February 11, 2010.
OLD BUSINESS:
FAIR COMING FEBRUARY 11-14, 2010:
Stephens stated that arrangements had been made for the fair to come to town February 11-14, 2010. The fair would be at the same location.

PUBLIC NOTICE
NOTICE TO EXTEND BID PROCESS
The Franklin Parish Fire Protection District #2 is extending the deadline for submission of bid proposals for the purchase of one (1) water tender fire apparatus to Friday, Feb. 5, 2010, at 5:00 p.m. These will be submitted to the Franklin Parish Police Jury as stated in bid specification package at 6558 Main Street, Winnsboro, LA 71295.
Bids will be opened at 6558 Main Street, Winnsboro, LA 71295, on Thursday, Feb. 11, 2010, at 10:00 a.m.
