VILLAGE OF BASKIN
REGULAR COUNCIL MEETING
January 12, 2010
The Mayor and the Council of the Village of Baskin, met in a regular session on Tuesday, January 12, 2010 at 5:00 p.m. a the Village of Baskin Town Hall.
Present: Mayor Billy Joe Cupp and Council Members Wanda Carroll, Larry LaBorde and Mike Ballard.
Also present: Town Clerk and guests.
There being a quorum, the meeting was called to order.
The pledge of allegiance and prayer was led by Mayor Bill Joe Cupp.
The Town Clerk read minutes from the previous meeting.
Mike Ballard made a motion to accept minutes as read. Wanda Carroll seconded. 3 yeas. 0 nays. 0 absent.
NEW BUSINESS:
Mayor Cupp opened the sealed bids for the surplus property containing 1.290 acres. There being only one bid and no oppositions filed. The bid was awarded to Bob and Jean Clark. All transactions will be handled by Caroline Hemphill, Attorney at Law.
Permission was granted to pay all bills.

An Ordinance to Close Street on Surplus Property was adopted.

An LSU class will be held at the Winnsboro Fire Department on Thursday, January 14, 2020 at 6:00 p.m.
OTHER BUSINESS:
LMA Regional Mayor’s Day meeting will be held on February 10, 2010.

PROCLAMATION NO. 4 BJ 2010
SPECIAL ELECTION- POLICE JUROR -
PARISH OF FRANKLIN
WHEREAS, a vacancy exists in the office of the Police Juror, District 3, Parish of Franklin, due to the resignation of Ray Young, effective December 16, 2009; and
WHEREAS, R.S. 18:602 mandates that the Governor shall call a special election to fill the vacancy in an office where the unexpired term exceeds one (1) year, in accordance with the provisions of R.S. 18:602(E)(2)(a) and/or the dates for elections set forth in R.S. 18:402;
NOW THEREFORE, I Bobby Jindal, Governor of the State of Louisiana, by virtue of the authority vested by the Constitution and laws of the State of Louisiana, do hereby order and direct as follows:
SECTION 1: A special primary and a special general election shall be throughout the jurisdiction of District 3, parish of Franklin, for the purpose of election a Police Juror to fill a vacancy in the office.
SECTION 2: Any qualified person desiring to become a candidate for said office shall file a notice of candidacy, accompanied either by a qualifying fee or a nominating petition, as required or authorized by law, with the appropriate election official in the manner and form, and under the procedures and conditions, provided by R.S. 18:461, et seq., and all other applicable provisions of the Louisiana Election Code, R.S. 18:1, et. seq., during the period commencing on Wednesday, February 3, 2010 and ending at 5:00 p.m. on Friday, February 5, 2010.
SECTION 3: The special elections shall be held and conducted under the applicable provisions of the Louisiana Election Code, R.S. 18:1, et. seq.
SECTION 4: The primary election shall be held on Saturday, March 27, 2010, and the general election shall be held on Saturday, May 1, 2010, at the time and places, and in the manner, prescribed by law.
SECTION 5: The Secretary of State, Commissioner of Elections, Parish Board of Supervisors, Clerk of Court, Registrar of Voters, and all other persons charged with any power, function, right, duty or responsibility in conducting elections in the jurisdiction of District 3, Parish of Franklin, are hereby authorized, requested, directed and empowered to exercise every lawful function and to do every act necessary to conduct said special elections, to cause the returns thereof to be made, to canvass and promulgate the results thereof, and to perform all related and incidental functions thereto.
