Shall Franklin Parish Fire Protection District No. 2, State of Louisiana (the “District”), levy a tax of ten and fifty-three hundredths (10.53) mills on all property subject to taxation in the District (an estimated $69,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of five (5) years, beginning with the year 2011 and ending with the year 2015, for the purpose of acquiring, constructing, improving, maintaining and operating fire protection facilities and equipment for the District and paying the cost of obtaining water for fire protection purposes? PROPOSITION NO. 3 (MILLAGE CONTINUATION) Summary: 10 year, 2.03 mills property continuation for providing funds for activities, services and facilities of the Franklin Parish Council on Aging. Motion by Dumas, second by Mahoney and unanimously approved to grant a variance to allow Ms. Baker to operate her retail sales business at 1504 Hunter Street. If this business closes or changes ownership this variance is void. JESSE SMITH: Mr. Jesse Smith appeared before the Board to discuss the drainage issue behind his residence located at 3110 Holly Drive. After the discussion the Superintendent advised the Board that this is actually a parish and state problem. However, the Superintendent will request a meeting of all parties to resolve this issue. ADDITION TO AGENDA: Motion by Dumas, second by Johnson to add Rev. Stubbs to the agenda. REV. PAUL STUBBS: Rev. Paul Stubbs appeared before the Board to discuss the residency of the District 1 Alderman. City Attorney, Tab Singer, advised Rev. Stubbs that this is not an issue for the Board of Aldermen to address. POLICE CHIEF MONTHLY REPORT: Chief Lester Thomas gave a monthly activity report for the City of Winnsboro Police Department. Motion by Johnson, second by Dumas to accept the report as given. Unanimously approved. FIRE CHIEF MONTHLY REPORT: Chief Truman Welch gave a monthly activity report for the City of Winnsboro Fire Department. Motion by Mahoney, second by Dumas to accept the report as given. Unanimously approved. EXECUTIVE SESSION: Motion by Mahoney, second by Dumas and unanimously approved to enter into executive session. Mayor requested the City Clerk and Joe Walters to be present in the executive session. REGULAR SESSION: Motion by Dumas, second by Mahoney and unanimously approved to return to regular session. The Board of Aldermen concurs with Franklin Parish Sales Tax Collector, Joe Walters, to hire Bob Raines as special legal council on a sales tax issue. Motion by Mahoney, second by Dumas and unanimously approved to hire Bob Raines and also allow Mr. Walters to escrow taxes until a decision has been made.
