NOTICE OF SPECIAL ELECTION
Pursuant to the provisions of a resolution adopted by the Board of Commissioners of Franklin Parish Fire Protection District No. 2, State of Louisiana (the “Governing Authority”), acting as the governing authority of Franklin Parish Fire Protection District No. 2, State of Louisiana (the “District”), on December 8, 2009, NOTICE IS HEREBY GIVEN that a special election will be held within the District on SATURDAY, MARCH 27, 2010, and that at the said election there will be submitted to all registered voters in the District qualified and entitled to vote at the said election under the Constitution and Laws of the State of Louisiana and the Constitution of the United States, the following proposition, to-wit:
PROPOSITION
(MILLAGE CONTINUATION)
Summary: 5 year, 10.53 mills property tax continuation for acquiring, constructing, improving, maintaining and operating fire protection facilities and equipment for Franklin Parish Fire Protection District No. 2 and paying the cost of obtaining water for fire protection purposes.
Shall Franklin Parish Fire Protection District No. 2, State of Louisiana (the “District”), levy a tax of ten and fifty-three hundredths (10.53) mills on all property subject to taxation in the District (an estimated $69,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of five (5) years, beginning with the year 2011 and ending with the year 2015, for the purpose of acquiring, constructing, improving, maintaining and operating fire protection facilities and equipment for the District and paying the cost of obtaining water for fire protection purposes?
The said special election will be held at the following polling places situated within the District, which polls will open at six o’clock (6:00) a.m., and close at eight o’clock (8:00) p.m., in accordance with the provisions of La. R.S. 18:541, to-wit:

R.S. 18:1287, will make due returns thereof to said Governing Authority, and NOTICE IS HEREBY FURTHER GIVEN that the Governing Authority will meet at its regular meeting place, the Fort Necessity Fire Station, Fort Necessity, Louisiana, on TUESDAY, APRIL 13, 2010, at SIX-THIRTY O’CLOCK (6:30) P.M., and shall then and there in open and public session proceed to examine and canvass the returns and declare the result of the said special election. All registered voters of the District are entitled to vote at said special election and voting machines will be used.

Summary: 10 year, 7.53 mills property tax continuation for improving, maintaining and operating the public library of the Parish of Franklin, title to which shall be in the public, with the avails and proceeds of the tax to be administered by the Franklin Parish Library Board of Control.
Shall the Parish of Franklin, State of Louisiana (the “Parish”), levy a special tax of seven and fifty-three hundredths (7.53) mills tax on all the property subject to taxation in the Parish (an estimated $415,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2011 and ending with the year 2020, for the purpose of improving, maintaining and operating the public library of the Parish, title to which shall be in the public, with the avails and proceeds of the tax to be administered by the Franklin Parish Library Board of Control, in the manner required by law?

Summary: 10 year, 2.03 mills property continuation for providing funds for activities, services and facilities of the Franklin Parish Council on Aging.
Shall the Parish of Franklin, State of Louisiana (the “Parish”), levy a special tax of two and three hundredths (2.03) mills on all property subject to taxation in the Parish (an estimated $112,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years , beginning with the year 2011 and ending with the year 2020, for the purpose of providing funds for activities, services and facilities of the Franklin Parish Council on Aging?

ADMINISTRATIVE COMPLETENESS DETERMINATION
and
REQUEST FOR COVERAGE UNDER A PART 70 GENERAL AIR PERMIT
The LDEQ, Office of Environmental Service, has reviewed a General air permit application from Tennessee Gas Pipeline Company, 200 Worthey Road, West Monroe, LA 71291, for the Compressor Station No. 834 and determined that it is administratively complete. The application was received on November 9, 2009. The facility is located 552 Hwy. W, Extension, Franklin Parish.
Tennessee Gas Pipeline Company - Compressor Station No. 834 requested coverage under the General air permit.
The company proposes to renew the facility’s Title V permit.
The public may submit questions and comments to the department, regarding whether the application indicates that the facility technically qualifies for coverage under the General air permit. The General air permit was published in The Louisiana Register, on October 20, 2004, and in all major newspapers on October 14, 2004. The General air permit was issued on April 5, 2005. Written comments and/or written requests must be received by 12:30 p.m. 16, JANUARY, 2010. Insert date 10 days after the day this Public Notice shall appear in the local newspaper. Written comments or written requests for notification of the final decision regarding this permit action may be submitted to Ms. Soumaya Ghosn at LDEQ, Public Participation Group, P.O. Box 4313, Baton Rouge, LA 70821-4313. Written comments will be considered prior to a final permit decision.
Copies of the final signed permit can be obtained by request from the LDEQ Public Records Center, 602 North Fifth Street, Room 127, Baton Rouge, Louisiana. Interior finish: concrete slab (floor tile removed); drywall on wood studs, sheathing, acoustic tile on wood stripping. Some ceramic tile floor, wainscot - 2 restrooms.
Repair, replace and refinish existing (and replaced) drywall, trim-provide new doors, windows, floor tile, suspended ceiling, thermal insulation-repair, replace some ceramic tile work-new case work, school specialties, room accessories, - provide new wood truss roof structure and metal standing seam roof a-top existing structure - provide new electrical lighting and power system, safety and alarm, communications system - provide plumbing system repair, new fixtures- re-install existing (or replacement) H/C window units.
IMPORTANTLY: This structure is on a fully operational- and occupied- school campus - in use during normal school times and scheduling. All Work shall be scheduled and performed around these operations of the owner with the safety and convenience of all occupants of paramount importance.
FORM OF AGREEMENT: AIA Document #A-101, will be used in signing Contract.
General Contractors, Subcontractors, and suppliers may secure from the office of the Architect, complete sets of Contract-Construction Documents upon deposit of $50.00 for each set obtained, refundable on first set for each complete set returned within 10 days after date of Bid. Additional sets may be viewed at plan rooms in the immediate trade area. No partial sets will be issued.
No bid may be withdrawn after the scheduled closing time for receipt of bids for at least 30 days.
The Owner reserves the right to reject any or all bids and to waive any irregularity in bidding.
