The following resolution was offered by Campbell and seconded by Parks:
RESOLUTION
A resolution approving the holding of an election in Franklin Parish Fire Protection District No. 4, State of Louisiana, on Saturday, March 27, 2010, to authorize the levy of a special tax therein.
WHEREAS, the Board of Commissioners of Franklin Parish Fire Protection District No. 4, State of Louisiana (the “Governing Authority”), acting as the governing authority of Franklin Parish Fire Protection District No. 4, State of Louisiana (the “District”), proposes to call a special election in the District on Saturday, March 27, 2010, to authorize the levy of a special tax therein; and
WHEREAS, the governing authority of the District has requested that this Police Jury, acting as the governing authority of the Parish of Franklin, State of Louisiana, give its consent and authority for the District to hold the aforesaid election, and in the event that the election carries to levy and collect the special tax provided for therein; and
WHEREAS, as required by Article VI, Section 15 of the Constitution of the State of Louisiana of 1974, it is now the desire of this Police Jury to approve the holding of said election and in the event that the election carries, to levy and collect the special tax provided for therein;
NOW, THEREFORE, BE IT RESOLVED by the Police Jury of the Parish of Franklin, State of Louisiana, acting as the governing authority of said Parish, that:
SECTION 1. In compliance with the provisions of Article VI, Section 15 of the constitution of the State of Louisiana of 1974, and in accordance with the request of the Board of Commissioners of Franklin Parish Fire Protection District No. 2, State of Louisiana, this Police Jury hereby approves the holding of an election in the District, on Saturday, March 27, 2010, at which election there will be submitted the following proposition, to-wit:

(MILLAGE CONTINUATION)
Summary: 10 year, 10.66 mills property tax continuation for acquiring, constructing, improving, maintaining and operating fire protection facilities and equipment in and for Franklin Parish Fire Protection District No. 4, including the cost of obtaining water for fire protection purposes.
Shall Franklin Parish Fire Protection District No. 4, State of Louisiana (the “District”), levy a special tax of ten and sixty-six hundredths (10.66) mills on all property subject to taxation in the District (an estimated $57,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2010 and ending with the year 2019, for the purpose of acquiring, constructing, improving, maintaining and operating fire protection facilities and equipment in and for the District, including paying the cost of obtaining water for fire protection purposes?
SECTION 2. In the event the election carries, this Police Jury does hereby further consent to and authorize the District to levy and collect the special tax provided for therein.
This resolution having been submitted to a vote, the vote thereon was as follows:

ADMINISTRATIVE COMPLETENESS DETERMINATION

The LDEQ, Office of Environmental Services, has reviewed a air permit application from Perryville Gas Storage, LLC, Three Riverway, Suite 1350, Houston, TX 77056 for the Perryville Gas Storage Project and determined that it is administratively complete. The application was received on July 31, 2009. The facility is located on Hwy. 860, 15 miles N of Winnsboro, Franklin Parish.
Perryville Gas Storage, LLC - Perryville Gas Storage Project proposes to construct and operate a facility to compress and store natural gas in salt-dome caverns for short and long term storage.
Inquiries or requests for additional information regarding the administrative completeness review of this application should be directed to Jerri Muller, LDEQ, Environmental Assistance Division, P.O. Box 4313, Baton Rouge, LA 70821-4313 or at 225-219-3286.

Minutes of meeting dated Thursday, November 5, 2009, at 7:30 a.m., at Crowville Fire Station.
Board members present: Kelly Clark, Don Middleton and Colby Peppers.
Business before the Board:
1. The financial statement was reviewed, discussed, and approved without change.
2. The proposed budget for 2010 was presented by Don Middleton, discussed by the Board and accepted. A copy is on file at the District office.
3. Board president, Kelly Clark, stated that it is imperative that the District obtain a water trailer to replace the present one due to multiple leaks.
4. Don Middleton stated that the 1978 Ford F600 will be advertised for sale as excess equipment.

REGULAR COUNCIL MEETING
NOV. 11, 2009
The Mayor and Council of the Village of Baskin met in a regular session on Tuesday, November 11, 2009 at 5:00 p.m. at the Village of Baskin Town Hall.
Present; Mayor Billy Joe Cupp and Council Members: Wanda Carroll, Larry LaBorde and Mike Ballard.
Also present: Town Clerk and guests.
There being a quorum, the meeting was called to order.
The pledge of allegiance and prayer was led by Mayor Billy Joe Cupp.
The Town Clerk read minutes from the previous meeting.
Larry LaBorde made a motion to accept minutes as read. Wanda Carroll seconded. 3 yeas. 0 nays. 0 absent.
NEW BUSINESS:
Permission was granted to pay all bills.
Mike Ballard made a motion. Wanda Carroll seconded. 3 yeas. 0 nays. 0 absent.
Mayor Cupp adopted an Ordinance Declaring Surplus Property, and Providing for the Sale of Same.

OLD BUSINESS:
No old business was addressed.
POLICE DEPARTMENT:
The 2010 Chevrolet Impala, provided by Act 122 Appropriations, has been delivered. Chief Barber reported that his department is running smoothly.
FIRE DEPARTMENT:
An LSU class will be held at the Winnsboro Fire Department on Thursday, November 12, 1009 at 6:00 p.m.
OTHER BUSINESS:
With no further business the meeting was adjourned at 5:12 p.m.
