The Franklin Parish School Board has the right to accept or reject any and all bids. 10/14, 10/21, 10/28 3tb mmm NOTICE Notice is hereby given, pursuant to Article IV, Section 21(D)(1) of the Louisiana Constitution, that on October 21, 2009, Entergy Louisiana, LLC (“ELL”) an electric public utility providing retail electric service to customers in forty-three (43) Parishes of the State of Louisiana, filed with the Louisiana Public Service Commission (“LPSC”), pursuant to Article IV, Section 21(D)(3) of the Louisiana Constitution and Title 45, Section 1163.1 of the Louisiana Revised Statutes, and pursuant to the uncontested settlement approved by the Louisiana Public Service Commission at its October 14, 2009 Business & Executive Session, a modified Formula Rate Plan (“FRP”) rider schedule that is intended to implement, effective the first billing cycle of November 2009 (October 29), a net $2.5 million FRP revenue increase pursuant to Section 2.B.2 of the FRP, and in conjunction with the FRP proceedings currently before the LPSC in Docket No. U-20925 (TY 2006 & TY 2007). This net increase of $2.5 million consists of a cost of service rate increase inclusive of realignment of certain environmental costs pursuant to LPSC Order No. R-29380, Subdocket A and LPSC Order No. U-25116, and offset by decreased capacity costs approved in LPSC Special Order No. 42-2009. The net increase will have the following effects upon ELL customers’ bills based upon October 2009 Fuel Adjustment and Environmental Adjustment Charges. A bill for Residential Service for 1,000 kWh would increase $0.12 from $76.69 to $76.81. A bill for Small General Service for 12,500 kWh would increase $1.81 from $1,101.09 to $1,102.90. A bill for Large General Service for 1000 kW and 500,000 kWh would increase $40.91 from $30,259.55 to $30,300.46. Luella Snyder, Board President, opened the meeting with board members, Addie Bolton, John Guice, Bill Marionneux and Jeannette Thompson present. Mr. Guice led in prayer. Ms. Snyder seconded the motion and all were in favor. Library Director, Carolyn Flint, gave the statistical reports for the their quarter of 2009. Circulation was down from July of 2008, but up for August and September. The financial report was given and the financial status of the library is good. Ms. Flint also reported on the good attendance by adults, young adults and children to library programs. Under old business Ms. Flint reported that the State Library will be able to pay part of the monthly Internet cost for the main library. This had not been decided at the last meeting. Under new business copies of the 2008 statistical report for Louisiana public libraries were given to the members of the board. Members of the Library Board were please that the Franklin Parish Library compares favorably with other libraries with similar demographics. Ms. Flint presented a proposed budget for 2010. After various lines were discussed and explained, Dr. Marionneaux moved that the proposed budget be accepted, Ms. Thompson seconded the motion and all were in favor. The budget hearing was set for noon on Dec. 2, 2009 at the library. The members discussed two new holidays for the staff. Ms. Thompson moved that the policy for holidays be amended to add Martin Luther King Jr. Day and President’s Day. Ms. Bolton seconded the motion and all were in favor. It was announced that the next meeting will be Jan. 27, 2010. There being no further business to discuss, the meeting was adjourned.
