Franklin Parish Planning Pilot Grant Program (PPGP)
Plan Update and Project Scoping
The Franklin Parish has been approved for the Hazard Mitigation Planning Pilot Grant Program through the State of Louisiana’s Governorís Office of Homeland Security and Emergency Preparedness (GOHSEP). The Parish is seeking the services of a qualified consulting firm to update the existing Franklin Parish Hazard Mitigation Plan, scope potential Mitigation projects, and other services stipulated by the grant program as well as the Parish.
The procedures for selection of the firm will be in accordance with procurement requirements set forth by the Federal Government. All responses received will be evaluated in accordance with the selection criteria and corresponding point system, which is further explained in the Request for Qualifications Package. The package also identifies the scope of services to be performed by the chosen firm.
Interested parties are invited to secure a Request for Qualifications Package from the Franklin Parish Assistant OHSEP Director, 6558 Main St, Winnsboro, LA 71295; (318) 435-9429 or email at samwiggin@franklinparish.org. The package is available beginning October, 12, 2009. The response to this request must be hand delivered or mailed to Franklin Parish Police Jury at the address above in such a manner that it is received no later than 2:00 PM, October 27, 2009.

All bids must be accompanied by bid security equal to five percent (5%) of the base bid and all additive alternates, and must be in the form of a certified check, cashier’s check or bid bond written by a company licensed to do business in Louisiana, countersigned by a person who is under contract with the surety company or bond issuer as a licensed agent in this State and who is residing in this state. No Bid Bond indicating an obligation of less than five percent (5%) by any method is acceptable.
The successful Bidder will be required to furnish a performance and payment bond written by a company licensed to do business in Louisiana, and shall be countersigned by a person who is contracted with the surety company or bond issuer as agent of the company or issuer, and who is licensed as an insurance agent in this State, and who is residing in this State, in an amount equal to the 100% of the contract amount.
No bid may be withdrawn for a period of thirty (30) days after receipt of bids, except under the provisions of Act 111 of 1983.
A mandatory pre-bid conference will be Oct 22, 2009, at 10:00 A.M. at the job site of the Horace G. White Learning Center. Bids shall be accepted only from Contractors who attend the Pre-bid Conference. Subcontractors are welcome to attend. Bids shall be accepted from prime bidders who are licensed in Louisiana under the classification of Building Construction.
The Owner reserves the right to reject any and all bids.

2. Discussions focused on equipment maintenance and the replacement of a leaky water trailer.
3. The board has agreed to begin the process to sale the 1978 Ford F600 formerly used in brush fires.

The Village of Gilbert met in special called meeting on Friday, Sept. 25, 2009 at 12:00 p.m. (noon) at the Gilbert City Hall.
Those present were as follows: Mayor Mike Stephens, Clerk Diane Parker, Assistant Clerk Jo Anne Evans, Alderman Kay Dunaway, Leo Miller and Louis Ezell.
CALL TO ORDER: Mayor Mike Stephens called the special meeting to order.
PRAYER: Louis Ezell led in opening prayer.

DISCUSS HIRING PART-TIME POLICE OFFICER:
Chief Britt made a recommendation that Bradley Edwards be hired as a part-time patrol officer. Discussion was held. Motion made by Louis Ezell, to hire Bradley Edwards as a part-time patrol officer. Leo Miller seconded the motion. Motion carried.
ADJOURNMENT:
Kay Dunaway made motion to adjourn. Louis Ezell seconded the motion. Motion carried.
