ADVERTISEMENT FOR BIDS
CITY OF WINNSBORO, LOUISIANA
OWNER
Sealed bids for construction of water system improvements will be received by City of Winnsboro at the City Hall located at 3814 Front Street, Winnsboro, La. until 2:00 p.m., local time, on November 2,2009 and then at said location publicly opened and read aloud. Bids will be received on the following contract:
Sanitary Sewer Rehabilitation, Phase 1 for
City of Winnsboro, Louisiana
If forwarded by mail, the sealed envelope containing the bid must be enclosed in another envelope addressed to the City of Winnsboro, P.O. Box 250, Winnsboro 71295.
The Bid Proposals, Plans, Specifications, Forms of Contract, and Forms of Bid Bond, Performance Bond and Payment Bond, and other contract documents may be examined at the office of the Engineer:

Copies of the plans, specifications and contract documents may be obtained from the office of the Engineer. The cost per set will be $150.00, which cost represents the cost of reproduction and is nonrefundable. Any requests for bid documents shall be accompanied by payment in full.

Bidders on this work will be required to comply with the President’s Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in the specifications.
Each bid proposal is to be accompanied by a bid bond in the amount of five (5%) percent of the base bid. Bidders may not withdraw their bid within ninety (90) days after the actual date of opening thereof. The Owner reserves the right to waive any informalities or to reject any or all bids.
Funding for this project may be through the American Recovery and Reinvestment Act of 2009 (ARRA). All contractors and subcontractors will be required to comply with the Buy American provisions and Davis-Bacon and Related Acts provisions of the ARRA.

Franklin Parish Planning Pilot Grant Program (PPGP)
Plan Update and Project Scoping
The Franklin Parish has been approved for the Hazard Mitigation Planning Pilot Grant Program through the State of Louisiana’s Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP). The Parish is seeking the services of a qualified consulting firm to update the existing Franklin Parish Hazard Mitigation Plan, scope potential Mitigation projects, and other services stipulated by the grant program as well as the Parish.
The procedures for selection of the firm will be in accordance with procurement requirements set forth by the Federal Government. All responses received will be evaluated in accordance with the selection criteria and corresponding point system, which is further explained in the Request for Qualifications Package. The package also identifies the scope of services to be performed by the chosen firm.
Interested parties are invited to secure a Request for Qualifications Package from the Franklin Parish Assistant OHSEP Director, 6558 Main St, Winnsboro, LA 71295; (318) 435-9429 or email at samwiggin@franklinparish.org. The package is available beginning October, 12, 2009. The response to this request must be hand delivered or mailed to Franklin Parish Police Jury at the address above in such a manner that it is received no later than 2:00 PM, October 27, 2009.
