SEPT. 8, 2009
The Mayor and Council of the Village of Baskin met in a regular session on Tuesday, September 8, 2009 at 5:00 p.m. at the Village of Baskin Town Hall.
Present: Mayor Billy Joe Cupp and Council Members Wanda Carroll, Mike Ballard and Larry LaBorde.
Also present: Town Clerk and guests.
There being a quorum, the meeting was called to order.
The pledge of allegiance and prayer was led by Mayor Billy Joe Cupp.
The Town Clerk read minutes from the previous meeting.

HARING CATFISH #1
DRAFT WATER DISCHARGE PERMIT
The LDEQ, Office of Environmental Services, is accepting written comments on a draft Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for Louisiana Pride Catfish, Inc., Haring Catfish #1, 681 Pete Haring Rd., Wisner, LA 71378. The facility is located at 681 Pete Haring Rd. in Wisner, Franklin Parish. Upon the effective date of the final permit, the LPDES permit shall replace the previously issued LPDES permit.
The principal discharge from this existing source is made into Brushy Bayou, thence into Deer Creek, waters of the state classified for secondary contact recreation, limited aquatic life and wildife use. Under the SIC Codes 2092, 5142, 2047, and 2048, the applicant proposes to discharge treated combined process wastewater, washwater, sanitary wastewater, and stormwater runoff from an existing catfish processing plant and feed mill.
During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody. As with any discharge, however, some change in existing water quality may occur.
Written comments, written requests for a public hearing or written requests for notification of the final decision regarding this permit action may be submitted to Ms. Soumaya Ghosn at LDEQ, Public Participation Group, P.O. Box 4313, Baton Rouge, LA 70821-4313. Written comments and/or written requests must be received by 12:30 p.m., Monday, October 19, 2009. Written comments will be considered prior to a final permit decision.
If LDEQ finds a significant degree of public interest, a public hearing will be held. LDEQ will send notification of the final permit decision to the applicant and to each person who has submitted written comments or a written request for notification of the final decision.

TOWN OF WISNER
REGULAR COUNCIL MEETING
AUG. 13, 2009
The Town Council of Wisner met in regular session on Tuesday, Aug. 13, 2009 at 6:30 p.m. at the Wisner Town Hall.
Present: Mayor Allyn Jean Luckett, Nettie B. Brown, Thomas Lemle, Marc McCarty, and Thomas Moore.
Absent: Bobby Blount.
Also present: Town Clerk, Police Chief and guests.
There being a quorum Mayor Luckett called the meeting proceedings to order.
The invocation was led by Roger Hilliard.
The Pledge of Allegiance was led by Marc McCarty.
Motion by Nettie B. Brown to approve minutes from previous meeting.
Thomas Lemle seconded. Minutes approved.
The financial reports and expenditures were provided for the month of July. Nettie B. Brown made a motion to approve the financial reports. Thomas Moore seconded. Permission granted to pay all bills.
NEW BUSINESS:
None.
OLD BUSINESS:
Kendall Magee gave a detailed update on the community center project.
Mayor Luckett informed council that the water system project is near its completion.
DEPARTMENT REPORTS:

FIRE DEPT.
Acting Fire Chief reported that the batteries on the fire truck is going dead, after having work done on the computer, and that he would look into getting the needed repairs.
