The Franklin Parish School Board met for a special meeting on Thursday, July 16, 2009 at 12:00 noon in the Franklin Parish School Board Complex conference room.
Present for the meeting were Mrs. Louise Johnson, Mr. Tim Eubanks, Mrs. Dorothy Brown Mr. Eddie Ray Bryan, Mr. Ronnie Hatton and Mr. Jesse Young.
Mr. Richard Kelly was absent from the meeting.
President Eddie Ray Bryan called the meeting to order, Mrs. Dorothy Brown led in prayer and President Bryan led in the Pledge of Allegiance.
Dr. Johnson reported to the Board that the Franklin Parish School Board did apply for $1.5 million dollars in Qualified School Construction Bonds.

Franklin Parish Police Jury
Special Meeting
July 31, 2009 @ 8:00 A.M.
The Franklin Parish Police Jury met in Special Session on this the 31st day of July 2009, in the Police Jury Meeting Room, Courthouse Building, Winnsboro, Louisiana with the following Jurors present: Honorable Harvey Guimbellot, Ray Young, K. W. “Buddy” Parks, and Troy Hendry.
Juror Jackie Johnson entered at 8:05 A.M.
Jurors Leroy Scott and Ricky Campbell were absent.
Juror Ray Young led the group in Prayer and the Pledge.
Motion by Parks and seconded by Hendry to approve the agenda. Unanimously approved
Washington Subdivision Sewer System: Doyle Robinson, Director of Delta Regional Authority/Renewal Communities told Jurors he was asked to check on an application filed in 2003 to see if funding was still available. That particular application was for Gilbert and was never processed. Doyle said it was unlikely that the application would be approved through Delta Regional Authority. Delta Regional Authority dollars are tied to Economic Development. He suggested two options: (1) Residents organize a nonprofit organization Board that would be completely responsible for the system. (2) Jury form a special purpose district. Doyle suggested that the Jury consult with David Doughty, Parish Attorney and explore these options.
Juror Johnson said that this project was good for the Parish. This is a needed service for the residents of Washington Subdivision. Raw sewage coming from the system could cause health problems for the residents. The Jury has the opportunity to do something good and just for that community.
Juror Young said doing good for 47 people places a burden on thousands. Not in favor of Jury taking over Washington Sewer System. Bad idea.
Discussion
Motion by Hendry and seconded by Parks to rescind motion to purchase Washington Subdivision Sewer System and look into other options. Roll Call Vote:

NAYS: Johnson
Juror Johnson said he was hurt by the decision of the Jury. He said we’re better than that.
Black Caucus Summit 09: Juror Young said he had objections to Jurors Johnson and Scott attending a Black Caucus Summit in New Orleans. He said this is a special interest group meeting and he’s not in favor of using tax payer’s money to pay for expenses. Juror Johnson said he was not going to fight the issue.
Motion by Parks and seconded by Young to appoint Doyle Hassell and Kathy Morris to the Workforce Investment Board. Unanimously approved
There being no further business to discuss, on a motion by Young and seconded by Hendry the meeting was unanimously approved adjourned.

The assigned application numbers are 30293 (TCF SWD #6, proposed in Sec 8, T12N, R7E), 30294 (J. V. Williams Jr. SWD #1, proposed in Sec 7, T12N, R7E), 30295 (J. V. Subsurface disposal of saltwater is proposed to occur within an injection zone from approximately 960 feet to 4400 feet. The saltwater for disposal will be generated from the solution mining of salt in the Napoleonville salt dome.

DRAFT WATER DISCHARGE PERMIT
The LDEQ, Office of Environmental Services, is accepting written comments on a draft Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for the Louisiana Agriculture Finance Authority, Winnsboro Office, Post Office Box 3481, Baton Rouge, LA 70821. The facility is located at 150 Guice Road, in Winnsboro, Franklin Parish.
The principal discharge from this existing source is made into Turkey Creek, via local drainage, waters of the state classified for primary contact recreation, secondary contact recreation and propagation of fish and wildlife. Under the SIC Code 9641, the applicant proposes to discharge exterior vehicle and equipment washwater and treated sanitary wastewater from an existing agriculture office.
During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody. As with any discharge, however, some change in existing water quality may occur.
Written comments, written requests for a public hearing or written requests for notification of the final decision regarding this permit action may be submitted to Ms. Soumaya Ghosn at LDEQ, Public Participation Group, P.O. Box 4313, Baton Rouge, LA 70821-4313. Written comments and/or written requests must be received by 12:30 p.m., Monday, September 14, 2009. Written comments will be considered prior to a final permit decision.
