The Franklin Parish Police Jury met in Special Session on this the 31st day of July 2009, in the Police Jury Meeting Room, Courthouse Building, Winnsboro, Louisiana with the following Jurors present: Honorable Harvey Guimbellot, Ray Young, K. W. “Buddy” Parks, and Troy Hendry. Juror Jackie Johnson entered at 8:05 A.M. Jurors Leroy Scott and Ricky Campbell were absent. Juror Ray Young led the group in Prayer and the Pledge. Motion by Parks and seconded by Hendry to approve the agenda. Unanimously approved Washington Subdivision Sewer System: Doyle Robinson, Director of Delta Regional Authority/Renewal Communities told Jurors he was asked to check on an application filed in 2003 to see if funding was still available. That particular application was for Gilbert and was never processed. Doyle said it was unlikely that the application would be approved through Delta Regional Authority. Delta Regional Authority dollars are tied to Economic Development. He suggested two options: (1) Residents organize a nonprofit organization Board that would be completely responsible for the system. (2) Jury form a special purpose district. Doyle suggested that the Jury consult with David Doughty, Parish Attorney and explore these options. Juror Johnson said that this project was good for the Parish. This is a needed service for the residents of Washington Subdivision. Raw sewage coming from the system could cause health problems for the residents. The Jury has the opportunity to do something good and just for that community. Juror Young said doing good for 47 people places a burden on thousands. Not in favor of Jury taking over Washington Sewer System. Bad idea. Discussion Motion by Hendry and seconded by Parks to rescind motion to purchase Washington Subdivision Sewer System and look into other options. Roll Call Vote: YEAS: Young, Parks, and Hendry NAYS: Johnson Juror Johnson said he was hurt by the decision of the Jury. He said we’re better than that. Black Caucus Summit 09: Juror Young said he had objections to Jurors Johnson and Scott attending a Black Caucus Summit in New Orleans. He said this is a special interest group meeting and he’s not in favor of using tax payer’s money to pay for expenses. Juror Johnson said he was not going to fight the issue. Motion by Parks and seconded by Young to appoint Doyle Hassell and Kathy Morris to the Workforce Investment Board.
