Those present were as follows: Mayor Mike Stephens, Clerk Diane Parker, Alderman Kay Dunaway, Leo Miller, and Louis Ezell. Also present were JoAnn Evans, Bill McLemore, Bruce Lofton, Ty Britt and citizens. CALL TO ORDER: Mayor Mike Stephens called the meeting to order. Leo Miller led in opening prayer. Diane Parker led in the pledge of allegiance. MINUTES: Motion made by Louis Ezell, seconded by Leo Miller to accept the minutes as presented. Motion carried. FINANCIAL DOCUMENTS: Motion made by Louis Ezell, seconded by Leo Miller to accept the financial documents as presented. Motion carried. PAY MONTHLY BILLS: Motion made by Kay Dunaway, seconded by Leo Miller to pay the monthly bills. Motion carried. FIRE DEPARTMENT: Bill McLemore gave monthly report. Motion carried. NEW BUSINESS: DISCUSS STREET REPAIRS (FEMA) Mayor Stephens stated that we have received the money to fix our streets that were damaged from hurricane Gustav. Motion made by Louis Ezell, seconded by Kay Dunaway to start using the money to repair the streets. Motion carried. DISCUSS WATER ENRICHMENT: Mayor Stephens stated we had received the paper work and was approved the Community Water Enrichment Fund in the amount of $25,000.00. The work will begin in the next few weeks on our water tank. DISCUSS NSF FEES: Discussion was held. Motion made by Kay Dunaway, seconded by Leo Miller to raise the NSF fees to $50.00 dollars, on all NSF checks that the Village of Gilbert receives effective July 15, 2009. Motion carried. DISCUSS ANY OTHER BUSINESS: Discussion was held on the purchase of a new computer for the assistant clerk, and also having the water program installed. Motion made by Leo Miller, seconded by Kay Dunaway to purchase new computer, and install water program. Motion carried. Diane Parker, Clerk Mike Stephens, Mayor 7/22 1tb mmm TOWN OF WISNER REGULAR COUNCIL MEETING JUNE 11, 2009 The Town Council of Wisner met in regular session on Tuesday, June 11, 2009 at 5:30 p.m. at the Wisner Town Hall. Present: Mayor Allyn Jean Luckett, Nettie B. Brown, Thomas Lemle, Bobby Blount, Marc McCarty and Thomas Moore. Also present: Town Clerk, Police Chief and guests. There being a quorum Mayor Luckett called the meeting proceedings to order. The invocation was led by Marc McCarty. The Pledge of Allegiance was led by Thomas Lemle. Motion by Thomas Lemle to approve the minutes of previous meeting. Nettie B. Brown seconded. Minutes approved. The financial reports and expenditures were provided for the month of May. Marc McCarty made a motion to approve the financial reports. Thomas Lemle seconded. Permission granted to pay all bills. OLD BUSINESS Mayor Luckett gave an update on the water system improvement project. NEW BUSINESS: An Ordinance to amend the FY 2008-2009 budget was introduced. Motion by Bobby Blount to adopt the amended budget for FY 2008-2009. Seconded by Marc McCarty. Amended budget for FY 2008-2009 adopted. Motion by Thomas Moore to adopt the Budget for the FY 2009/2010. Bobby Blount seconded. Budget for the FY 2009/2010 adopted. The adopted budget is available for public inspection at the Wisner Town Hall. Marc McCarty read aloud a Procurement Policy from USDA. Motion by Thomas Moore to adopt the Procurement Policy. Thomas Lemle seconded. Procurement Policy adopted. A Citizen Participation Policy was read aloud by Marc McCarty. Motion by Nettie B. Brown to adopt the Citizen Participation Policy. Seconded by Marc McCarty. Citizen Participation Policy adopted. An Ordinance to increase the water connection fee to $25 was introduced. The Franklin Sun was appointed the official journal for the Town of Wisner. DEPARTMENT REPORTS: POLICE DEPT. Chief Cureington informed council that one of his officers had resigned, and asked to put one of auxiliary officers as a part time officer. Motion by Thomas Moore to hire Thomas Boyd as a part time officer. Seconded by Bobby Blount. Motion carried. FIRE DEPT. Acting fire chief informed council that everything in the volunteer fire department was going smoothly. MAINTENANCE DEPT. No report WATER DEPT. NO report FURTHER BUSINESS: A local business owner asked permission to sell fireworks for the 4th of July. Council gave business owner permission to sell fireworks on a one time basis. OR If you owned property on March 28, 1972, or acquired the claims of someone who owned property on March 28, 1972, in the State of Louisiana that was affected or impacted by the impoundment of water along the Ouachita or Black Rivers or their tributaries resulting from construction of the Jonesville Lock and Dam or the Columbia Lock and Dam, YOU MAY BE ENTITLED TO MONETARY DAMAGES.
