Present for the meeting were Mrs. Louise Johnson, Mr. Tim Eubanks, Mrs. Dorothy Brown, Mr. Eddie Ray Bryan, Mr. Ronnie Hatton, and Mr. Jesse Young.
Mr. Richard Kelly was absent from the meeting.
President Eddie Ray Bryan called the meeting to order, Mrs. Dorothy Brown led in prayer and President Bryan led in the Pledge of Allegiance.

BE IT ORDAINED, ETC., that the Franklin Parish School Board award the bid for General Maintenance to Baskin School to Ragan Builders, 1523 Hwy 80 E. Calhoun, LA 71225 for $1,297.900.00. This covers the base bid and Alternate # 1.

MOTION TO CONSIDER FUNDS TO OLD BASKIN SCHOOL PROJECT
ORDINANCE # 2009-06-0018
BE IT ORDAINED, ETC., that the Franklin Parish School Board approve to give $14,000.00 to the old Baskin School project. This will cover putting a roof on the old Baskin School. This project is receiving a grant but needs matching funds. The matching funds needed come to $14,000.00. If grant comes in under bid the remainder of money is to be used for window replacement/weather proofing. School Board will only be responsible for $14,000.00. A roll call vote was taken.

MOTION TO DISCUSS OLD SCHOOL AT WISNER
ORDINANCE # 2009-06-0019
BE IT ORDAINED, ETC., that the Franklin Parish School Board approve to discuss the old schools and property at Wisner. Mr. Jesse Young led the discussion on the liability of old school at Wisner. This property is in need of being demolished. He would like to see if DEQ or EPA could give an exception of the asbestos removal and maybe have the National Guard to tear it down and bury on site.
Further discussion was made on this item.

MOTION TO APPROVE THE CIPA AND THE AUP FOR 2009-2010

BE IT ORDAINED, ETC., that the Franklin Parish School Board approve the CIPA (Child Internet Protection Act) and the AUP (Acceptable Use Policy) for 2009-2010.

MOTION TO APPROVE PROPERTY AND LIABILITY INSURANCE
ORDINANCE # 2009-06-0027
BE IT ORDAINED, ETC., that the Franklin Parish School Board approve the Property and Liability Insurance from RSUI Indemnity Insurance. The Board voted by a roll call vote to approve Option #3. Option #3 Limits of liability: $48,337,704 ñ per occurrence, not to exceed the values stated by building schedule submitted with a deductible of $1,000,000.00 per occurrence. The premium for this coverage is $53,000.00 per year.

BE IT ORDAINED, ETC., that the Franklin Parish School Board approve to add two items to the special meeting agenda. Item VI. Consider recommendation from Ms. Westbrook from the RSC (Recovery School District) and Item VII. Consider quote for carpet for the Franklin Parish School Board Central Office.

A discussion on the transfer and assignment of Winnsboro Elementary School teachers and/or administration by the Board occurred. Superintendent Johnson reported to the Board of the recommendations of Dr. Amy Westbrook of the Recovery School District to comply with the recommendation as stated in the MOU for Winnsboro Elementary School.
MOTION TO COMPLY WITH RECOMMENDATIONS OF THE RECOVERY SCHOOL DISTRICT FOR WINNSBORO ELEMENTARY SCHOOL MOU
ORDINANCE # 2009-06-0029
BE IT ORDAINED, ETC., that the Franklin Parish School Board approve to comply with the recommendations of the Recovery School District for Winnsboro Elementary School MOU. These recommendations call for advertising for a new administrator for Winnsboro Elementary School. The RSC will have input on the interview process and recommendation of a new administrator for Winnsboro Elementary. Also the RSC will have input on new teachers at Winnsboro Elementary.

BE IT ORDAINED, ETC., that the Franklin Parish School Board accept the low quote from Rainbow Carpet Flooring at the cost of $16,619.00 for the removal and replacement of carpet for the School Board Central Office. This is for 2802 nylon carpet.

AMENDMENT TO PROGRAM
ADDITIONAL STREET IMPROVEMENTS
The City of Winnsboro is hereby notifying its citizens that a public hearing will be held on Friday, July 24, 2009, at 3 p.m. in the Winnsboro City Hall Meeting Room, 3814 Front Street, Winnsboro, Louisiana, 71295. The purpose of the public hearing will be to inform the public on the proposed additions to the 2008/2009 LCDBG street project. The proposed amendment will add the following streets in the Eighth Street area:
Warren Street from Havard to Steele
Walsworth from Highway 15 to Warren
Second Street from Highway 15 to Roland
Ferguson Street from Roland to Gene
Gene Street from Ferguson to deadend
Those interested in submitting written comments, particularly those residents of slums and blighted areas, may do so to Roxy Fletcher, P.O. Box 250, Winnsboro, La. 71295-0250. Any negative comments received will be forwarded to the State of Louisiana, Division of Administration.

The Franklin Parish Police Jury is applying for a grant under FY 2010/2011 Louisiana Community Development Block Grant (LCDBG) Public Facilities Program. On July 9, 2009, the Police Jury held a public hearing to discuss the application process and at which time the Police Jury decided to submit a Public Facilities Application for water improvements. The Police Jury is interested in procuring the services of an administrative consulting firm to prepare the application package and to administer and implement the project if successful in being funded.
The procedures for the selection of this firm will be in accordance with the procurement requirements of the LCDBG Program. All responses received will be evaluated in accordance with the selection criteria and corresponding point system, which is identified in the Request for Proposal package. That package also identifies the scope of services to be performed by the selection firm.
The Police Jury will award the contract to the respondent obtaining the highest score in the evaluation process.
