JUNE 15, 2009
6:00 PM - CALL TO ORDER
The Board of Aldermen of the City of Winnsboro, Louisiana, met in regular session on Monday, June 15, 2008, at 6:00 PM at the Winnsboro City Court, 1308 Cornell Street, Winnsboro, Louisiana, with Mayor Jack Hammons presiding.

Motion by McCarthy, second by Johnson to approve the minutes of the regular session held on May 18, 2009. Unanimously approved.
NEW HORIZON:
Amy Middleton and Gary Robinson appeared before the Board with information on New Horizons Group constructing a subdivision for affordable housing.
RESOLUTION NO. 09-0607:
A RESOLUTION CERTIFYING THE NEEDS OF THE CITY OF WINNSBORO RELATIVE TO HOUSING AND IN SUPPORT OF THE DEVELOPMENT OF A SINGLE FAMILY SUBDIVISION TO BE KNOWN AS MEADOWBROOK SUBDIVISION, BY NELL STREET PARTNERS, LP.
WHEREAS, the City of Winnsboro Board of Aldermen, based on recommendations by the administration, has identified that substantial quality affordable housing deficiencies exist within the City of Winnsboro; and
BE IT RESOLVED, by the Board of Aldermen of the City of Winnsboro, Louisiana, that the Board supports the development of quality affordable housing consistent with the Code of Ordinances of the City of Winnsboro and supports the development of Meadowbrook Subdivision to the extent it is consistent with the social and economic well being of the City and its residents.
This resolution was adopted on the 15th day of June, 2009 by the following vote:

CHRISTY THOMAS:
Christy Thomas appeared before the Board with a complaint against the Police Dept. in regards to an incident that occurred at her mother’s house on Franklin Street.
RUSTY WIGGERS:
Rusty Wiggers appeared before the Board asking permission to hold a dirt bike event in the City of Winnsboro Industrial Park area. The event is part of the Louisiana Cross Country Racing Association and is a family oriented with no alcohol allowed.
PUBLIC HEARING AND ADOPTION OF ORDINANCE NO. 930:
Motion by Dumas, second by McCarthy and unanimously approved to adopt Ordinance No. 930 – An ordinance adopting the annual budget of revenue and expenditures for the fiscal year July 1, 2009 to June 30, 2010 for the City of Winnsboro.
PUBLIC HEARING AND ADOPTION OF ORDINANCE NO. 931:
Motion by Johnson, second by Mahoney and unanimously approved to adopt Ordinance No. 931 - An ordinance adding an addendum to residential parking requirements.
RESOLUTION NO. 09-0601:
Meyer, Meyer, LaCroix & Hixson, Inc. advised the Board on the progress being made with the City’s project, Renovations to the McLemore Building. The following resolution as offered by Mahoney, seconded by McCarthy.
WHEREAS, bids for this project have been received and read aloud; and
WHEREAS, the Deductive Alternate No. 2 Bid of the lowest responsible, responsive bidder, Bayou State Construction, Inc. in the amount of $449,875.00 is within the updated budget for the project; and
WHEREAS, the engineer has recommended to the City of Winnsboro that the contract be awarded contingent on the concurrence of the funding agencies.
BE IT RESOLVED, that the Mayor and Board of Aldermen of the City of Winnsboro, Louisiana, does hereby award the contract as shown below, subject to the concurrence of the funding agencies. The Mayor is hereby authorized to sign Changer Order No. 1 and all contract documents required.
Bayou State Construction, Inc. $449,875.00

RESOLUTION NO. 09-0608:
WHEREAS, the City desires to improve the parking lot for the Community Center for use associated with the Community Center; and
WHEREAS, the City of Winnsboro has received funds by Acts of the State Legislature totaling $155,000.
NOW THEREFORE BE IT RESOLVED that Mayor Jack Hammons is hereby authorized, on behalf of the City of Winnsboro, Louisiana, to publicly advertise for bids for the construction of the Community Center Parking Lot Project, subject to the receipt of written authorization from the Division of Administration.
This Resolution being submitted to a vote, the vote thereon was as follows:

RESOLUTION NO. 09-0602 – OFFICIAL JOURNAL:
BE IT RESOLVED, by the Mayor and Board of Aldermen of the City of Winnsboro, Louisiana, convened in regular session this 15th day of June 2009, that the Franklin Sun be appointed as official journal of the City of Winnsboro and that Ms. Sam Hanna be appointed as official printer for the fiscal year beginning July 1, 2009 and ending June 30, 2010.
On a motion by Johnson, second by McCarthy the above resolution was passed on this 15th day of June 2009, by the following vote:

RESOLUTION NO. 09-0603 – FISCAL AGENTS:
WHEREAS, Section 7 and 8 of Act 39 of the Legislature and all amendments thereto require that all public bodies receiving and disbursing public funds be and they are hereby required under this act to appoint a fiscal agent or depository; and
WHEREAS, at this time, the City of Winnsboro is without a fiscal agent or depository for the fiscal year beginning July 1, 2009 and ending June 30, 2010.
NOW THEREFORE BE IT RESOLVED, by the Mayor and Board of Aldermen of the City of Winnsboro, Franklin Parish, Louisiana, in regular session convened this 15th day of June, 2009, that the Franklin State Bank and Trust Company, Winnsboro State Bank and Trust Company, Progressive Bank and Citizens Progressive Bank be appointed as fiscal agents of the City of Winnsboro. That all funds handled by the City of Winnsboro be divided between said banks on a percentage of each State of Louisiana Banking department each quarter and published in the Franklin Sun. The demand and Certificates of Deposit shall be divided between the banks on the published Report of Conditions of the banks. That the investments in the Certificates of Deposit with each bank bear an interest rate equal to the U.S. Treasury Bill rate on the day of investment insofar as the interest rate paid on the Certificates of Deposit will be in compliance with the federal regulation pertaining to interest rates.
On a motion by Gill, second by Dumas the above resolution was passed this 15th day of June, 2009, by the following vote:

RESOLUTION NO. 09-0604 – SYSTEM SURVEY & COMPLIANCE QUESTIONNAIRE:
A RESOLUTION ADOPTING THE SYSTEMS SURVEY AND COMPLIANCE QUESTIONNAIRE FOR FISCAL YEAR ENDING JUNE 30, 2010.
WHEREAS, the State Legislative Auditor required the local governing body to adopt the Systems Survey and Compliance Questionnaire.
NOW BE IT THEREFORE RESOLVED, by the Board of Aldermen of the City of Winnsboro, Louisiana, in regular session convened this 15th day of June 2009, that they do hereby adopt the Systems Survey and Compliance Questionnaire required by the State Legislative Auditor.
On a motion by Gill, second by Johnson the above resolution was passed on this the 15th day of June 2009, by the following vote:

RESOLUTION NO. 09-0605:
Motion by Dumas, second by McCarthy and unanimously approved to adopt the Procurement Policy Procedures of the City of Winnsboro, relative to the LCDBG Program.
RESOLUTION NO. 09-0606:
Motion by McCarthy, second by Dumas and unanimously approved to adopt the Citizen Participation Plan of the City of Winnsboro, relative to the LCDBG Program.
RIGHT-OF-WAY:
Motion by McCarthy, second by Mahoney and unanimously approved to accept the right-of-way on culverts located on the property of the proposed site of Walgreens between Johnny’s Pizza and Huddle House contingent upon advise from engineers.
HIRING OF POLICE OFFICER:
Motion by Dumas, second by Johnson to hire Jonathan Doyle, Jr. as a police office for the City of Winnsboro Police Department as recommended by Chief Lester Thomas. Unanimously approved.
POLICE CHIEF MONTHLY REPORT:
Chief Lester Thomas gave a monthly activity report for the City of Winnsboro Police Department. Motion by Dumas, second by Mahoney to accept the report as given. Unanimously approved.
FIRE CHIEF MONTHLY REPORT:
Chief Truman Welch gave a monthly activity report for the City of Winnsboro Fire Department. Motion by McCarthy, second by Dumas to accept the report as given. Unanimously approved.
MONTHLY FINANCIAL REPORTS:
Motion by Dumas, second by McCarthy to accept the monthly financial reports. Unanimously approved.
ADJOURNMENT:
There being no more business to come before the board at this time, a motion was made by Mahoney, second by Dumas and unanimously approved that the meeting be adjourned.

ORDINANCE NO. 930
AN ORDINANCE ADOPTING THE ANNUAL BUDGET OF REVENUE AND EXPENDITURES FOR THE FISCAL YEAR JULY 1, 2009 TO JUNE 30, 2010, CITY OF WINNSBORO.
BE IT ORDAINED, by the Board of Aldermen of the City of Winnsboro, Louisiana, in general session convened that:
SECTION 1: The attached estimate of revenues as reflected in the consolidated statement, and such other fiscal exhibits and information as required by Section 1308 [D], Louisiana Local Government Budget Act, be and the same is hereby adopted to serve as the budget of expenditures for the City for fiscal year July 1, 2009 to June 30, 2010.
SECTION 2: The attached estimate of revenues as reflected in the consolidated statement, and such other fiscal exhibits and information as required by Section 1308 [D], Louisiana Local Government Budget Act, be and the same is hereby adopted to serve as the budget of expenditures.
SECTION 3: The adoption of the budget of expenditures as reflected in the attached budget containing object of expenditure classifications shall be declared to be the appropriation of the amounts set therein as established in each budget classification by object of expenditure. All salaries are hereby adopted by this section. The Mayor’s salary will be $3325.00 per month. The Police Chiefís salary will be $3283.00 per month.
SECTION 4: The amounts appropriated for all accounts shall not exceed the amount fixed therefore in the budget of expenditures. Nothing contained in this authority from amending or making an appropriation to and from contingent to be used in cases of emergency.
Any ordinances or parts of ordinances in conflict with this ordinance, to the extent of that conflict, are hereby repealed.
After a public hearing was held on the above ordinance, the title having been read and the ordinance considered, on a motion by Dumas, second by McCarthy to adopt the ordinance, a recorded vote was taken and the following result was had:

ORDINANCE NO. 931
AN ORDINANCE ADDING AN ADDENDUM TO RESIDENTIAL PARKING REQUIREMENTS.
BE IT ORDAINED, by the Mayor and Board of Aldermen of the City of Winnsboro, Louisiana, to add the following addendum to the City of Winnsboro Code of Ordinances:
- Residential Parking Requirements
All mobile homes on private lots and all one (1) and two (2) family dwellings shall have a minimum of two (2) improved off street vehicle parking spaces, either hard surface, gravel or other aggregate type surface, with an entrance from a city street.
BE IT FURTHER ORDAINED, that this ordinance shall become effective immediately upon publication in the official journal of the City of Winnsboro.
After a public hearing was held on the above ordinance, the title having been read and the ordinance considered, a motion was made by Johnson, second by Mahoney, to adopt Ordinance No. 931, a recorded vote was taken and the following result was had:

The Village of Gilbert met in special called meeting on Monday, June 22, 2009 at 7:00 a.m. at the Gilbert City Hall.
Those present were as follows: Mayor Mike Stephens, Clerk Diane Parker, Assistant Clerk Jo Ann Evans, Alderman Kay Dunaway, Leo Miller, Absent was Louis Ezell.
CALL TO ORDER:
Mayor Mike Stephens called the special meeting to order.
PRAYER: Leo Miller led in opening prayer.
PLEDGE OF ALLEGIANCE: Diane Parker led in the pledge of allegiance.
ADOPT ORD. #311 BUDGET FOR FY 2009-2010:
Motion made by Leo Miller, seconded by Kay Dunaway to open public hearing for discussion on 2009-2010 budget. Motion carried. Discussion was held. Motion made by Kay Dunaway, seconded by Leo Miller to close public hearing. Motion carried. Motion made by Leo Miller, seconded by Kay Dunaway to adopt ordinance #311 budget for fiscal year 2009-2010. Motion carried.

VILLAGE OF GILBERT, LOUISIANA
ORDINANCE NO. 311
AN ORDINANCE TO ADOPT THE ANNUAL BUDGET OF REVENUE AND EXPENDITURES FOR THE FISCAL YEAR OF JULY 1, 2009 TO JUNE 30, 2010 FOR THE VILLAGE OF GILBERT.
BE IT ORDAINED, by the Board of Aldermen of the Village of Gilbert, Louisiana, in regular session convened on June 11, 2009 to adopt the following:
SECTION 1: Attached estimate of revenue as reflected in the consolidated statement, and such other fiscal exhibits and information as required by Section 1308 (D), Louisiana Local Government Budget Act, be and the same is hereby adopted to serve as the adopted budget of expenditures for the Village of Gilbert for the fiscal year July 1, 2009 to June 30, 2010, to wit:
General Fund Revenue: $272,000.00. Enterprise Fund Revenue: $124,360.00. Sales Tax Fund Revenue: $40,180.00.
SECTION 2: Attached estimate of expenditures as reflected in the consolidated statement, and such other fiscal exhibits and information as required by Section 1308 (D), Louisiana Local Government Budget Act, be and the same is hereby adopted to serve as the adopted budget of expenditures, to-wit: General Fund Expenditures: $259,705.00. Enterprise Fund Expenditures: $121,040.00. Sales Tax Fund Expenditures: $37,350.00.
SECTION 3: The adoption of the budget of expenditures as reflected in the attached adopted budget containing object of expenditures classification shall be declared to be the appropriation of the amounts set therein as established in each budget classification by object of expenditure. All salaries are hereby adopted by this section.
SECTION 4: The amounts appropriated for all accounts shall not exceed the amount fixed therefore in the budget of expenditures. Nothing contained herein shall prohibit this authority from adopting this budget or making an appropriation to and from contingent to be used in cases of emergency.
Any ordinances or parts of ordinance in conflict with this ordinance, to the extent of that conflict, are hereby repealed.
Said Ordinance been introduced on the 11th day of June, 2009, notice of public hearing having been published, and said public hearing have been held. The title having been read and the ordinance considered, on a motion by Leo Miller and seconded by Kay Dunaway, to adopt the ordinance on 22nd day of June, 2009. A recorded vote was taken and the following result was had:

LEGAL NOTICE
The Franklin Parish Consortium of Service Delivery Area 83 is submitting a Master Plan for One Stop Activities of the Workforce Investment Act within Service Delivery Area 83 for Program Years 2009 and 2010. The Plan being submitted to the Louisiana Workforce Commission incorporates program plans for Title I Adult funds, Youth Funds and Dislocated Worker Funds. The amount of the funds are as follows: Adults: $454,206; Youth $402,638; and Dislocated Workers $203,612. These funds will be used to provide One-Stop Services to the participants of Service Delivery Area 83. IN addition to PY/FY funds, PY08 ARRA funds will be available; Adult $260,965; Youth $575,153; and Dislocated Worker $335,047. State FY 09 funds in the amount of $16,700 have been allocated to purchase a one year unlimited use license of KeyTrain’s CareerReady101 tool.
