A certain tract or parcel of land situated in the Village of Crowville Louisiana situated in the North Half of the Southwest Quarter (N 1/2 of SW 1/4) of Section 31 Township 15 North, Range 9 East (T15N-R9E) Franklin Parish, Louisiana, being more particularly described as follows: From the northeast corner of the Northwest Quarter of the Southwest Quarter (NW 1/4 of SW 1/4) Section 31, Township 15 North, Range 9 East (T15N-R9E), Franklin Parish, Louisiana as shown by plats A.A. Bush Addition to Crowville, Louisiana as recorded in Conveyance Book 10, Page 231 and Conveyance Book 12, Page 163 and in Plat Cabinet “A” Slide 14-B of the records of Franklin Parish, Louisiana, run thence South 37 degrees 52 minutes 54 seconds West a distance of 300.09 feet to the intersection of the northwesterly projection of the north line of that certain tract acquired by J.A. Harper from E.C. Harper as per Conveyance Book 149, Page 780 et seq.; thence run South 68 degrees 29 minutes 27 seconds East, along said northwesterly Projection, a distance of 9.50 feet to a found one half inch (1/2") iron pipe inside a four inch (4") iron pipe, thence continue South 68 degrees 29 minutes 27 seconds East, along said northwesterly projection, a distance of 0.66 feet to the northwest corner of said Harper tract on the southeast right-of-way line of Route Louisiana 17 and the POINT OF BEGINNING. Thence continue South 68 degrees 29 minutes 27 seconds East, along the north line of said Harper tract a distance of 149.26 feet to a found one and one quarter inch (1 1/4") iron pipe marking a point on the north line of said Harper tract thence run South 66 degrees 16 minutes 12 seconds East along the north line of said Harper tract a distance of 159.82 feet to a found one and one half inch (1 1/2") iron pipe marking the northeast corner of said Harper tract, thence run South 30 degrees 43 minutes 07 seconds West along the east line of said Harper tract a distance of 308.04 feet thence run North 67 degrees 02 minutes 42 seconds West, parallel with the south line of said Harper tract and parallel with the south line of that certain tract acquired by Catherine Harper from E.C. Harper as per Conveyance Book 168, Page 277 et. seq., a distance of 1.00 feet to an one half inch (1/2") iron pipe; thence continue North 67 degrees 02 minutes 42 seconds West parallel with the south line of said Harper tracts, a distance of 326.40 feet to an one half inch (1/2") iron pipe on the southeast right-of-way line of Route Louisiana 17 (State Project No. 51-02-18 State Route in Crowville); thence run northeasterly, along said southeast right-of-way line along the arc of a curve to the right, having a radius of 1175.92 (the chord of which veers North 33 degrees 13 minutes 50 seconds East-236.65 feet) and arc distance of 236.83 feet to the Point of Tangency; thence run North 37 degrees 03 minutes 19 seconds East along said southeast right-of-way lien, a distance of 72.96 feet back to the POINT OF BEGINNING. Containing 2.261 acres, more or less; subject to restrictions, servitudes, rights-of-way and outstanding mineral rights of record affecting the property.

Regular Meeting
6/11/09
The Village of Gilbert Mayor and Board of Alderman met in regular session on Thursday, June 11, 2009 at 6:30 p.m. at the Gilbert City Hall.
Those present were as follows: Mayor Mike Stephens, Clerk Diane Parker, Alderman Kay Dunaway and Leo Miller.
Also present were Joann Evans, Bill McLemore, Ty Britt and citizens.
Absent was Louis Ezell and Bruce Lofton.
CALL TO ORDER:
Mayor Mike Stephens called the meeting to order. Leo Miller led in opening prayer. Diane Parker led in the pledge of allegiance.
MINUTES:
Motion made by Leo Miller, seconded by Kay Dunaway to accept the minutes as presented. Motion carried.
FINANCIAL DOCUMENTS:
Motion made by Kay Dunaway, seconded by Leo Miller to accept the financial documents as presented. Motion carried.
PAY MONTHLY BILLS:
Motion made by Kay Dunaway, seconded by Leo Miller to pay the monthly bills. Motion carried.
FIRE DEPARTMENT:
Bill McLemore gave monthly report.
POLICE DEPARTMENT:
Chief Britt gave monthly report.

OLD BUSINESS:
LGAP GRANT UPDATE (ARNOLD PROPERTY)
Mayor Stephens stated that we are in final days of closing the paper work on purchasing of the building. Stephens stated that town attorney, Mr. Billy Coenen was taking care of all the paper work for the town and would let Stephens know when everything was complete.
NEW BUSINESS:
AMEND BUDGET 2008-2009 ORD. #310
Motion by Leo Miller, seconded by Kay Dunaway to amend the budget for 2008-2009. Motion carried.
INTRODUCE ORD. #311 ADOPT BUDGET 2009-2010
Discussion was held. Mayor introduced to adopt budget, and that a public hearing will be held on Monday, June 22, 2009 at 7:00 a.m. at the Village of Gilbert City Hall to adopt the fiscal year budget for 2009-2010.
Mayor Stephens stated that included in this budget was a pay raise for clerk, assistant clerk, public works superintendent and police officers.
DISCUSS LMA CONVENTION REGISTRATION FORM
Discussion was held. Clerk advised that registration needed to be sent in next week.
DISCUSS OFFICIAL MUNICIPAL JOURNAL
Motion made by Leo Miller, seconded by Kay Dunaway to adopt resolution making The Franklin Sun the Village of Gilbert official journal. Motion carried.
DISCUSS LMA DISTRICT “C” MEETING
Discussion was held, as sending in the paper work.

CITIZENS PARTICIPATION:
Several citizens were at meeting in regards to dogs, and cat issues around town. Also, Citizens were concerned about pellet guns being shot in the city limits. Discussion was held on all issues.
