The financial statement was read, discussed and approved without change. 2. Gene Freeman was hired by the Board to mow the grounds of the 4 fire stations in the Fire District with no change in cost from the previous contractor. 3. The Board continues to be interested in acquiring a tanker trailer for water hauling. Title VII of the Civil Rights Act of 1968, as amended, makes discrimination based on race, color, religion, sex, handicap, family status or national origin illegal in connection with the sale or rental of most housing and any vacant land offered for residential construction or use. You can do something about housing discrimination. The Village of Gilbert has passed a Fair Housing Ordinance. Pledge led by Mayor Jack Hammons Prayer led by John Dumas Aldermen present: Richard Mahoney, John Dumas, Betty Johnson, Craig Gill Absent: Rex McCarthy Motion by Gill, second by Dumas to approve the minutes of the regular session held on March 17, 2009 and special called meetings on April 3, 2009 and April 8, 2009. Unanimously approved. DONNA REMEDIES: Donna Remedies with USDA/RC&D gave an update on the Franklin Parish Activity Center. POOLS: Mayor Hammons informed the Board of notification he had received from the City’s liability insurance company regarding a new law requiring all public pools to have covers installed over the drains. Mayor Hammons has contacted a company that will give the City a cost estimate and time frame for completion. INTRODUCE ORDINANCE: Mayor Hammons asked the Board to introduce an ordinance to consider reducing the delinquent fee to $30.00 for water bills not paid before the 20th day of each month. Motion by Dumas, second by Johnson to introduce this ordinance. Unanimously approved. UPDATE ON PROJECTS: Tony DeMarco with Meyer, Meyer, LaCroix & Hixson gave an update on all of the City of Winnsboro’s ongoing projects. JOHN DUMAS: Asked the Board to consider changing the ordinance requirements on driveways on all homes. Mr. Dumas also asked the Board to consider a program to include in the annual budget money to begin installing culverts in ditches in the city. Motion by Dumas, second by Mahoney and unanimously approved to include this in the annual budget. POLICE CHIEF MONTHLY REPORT: George Wilhite presented the monthly activity report for the City of Winnsboro Police Department. Motion by Mahoney, second by Johnson and unanimously approved to accept the police report. FIRE CHIEF MONTHLY REPORT: Chief Truman Welch gave a monthly activity report for the City of Winnsboro Fire Department. Motion by Gill, second by Mahoney to accept the report as given. Unanimously approved. FINANCIAL STATEMENTS: Motion by Dumas, second by Mahoney to accept the financial statements as presented. Unanimously approved. ADJOURNMENT: There being no more business to come before the board at this time, a motion was made by Gill, second by Mahoney and unanimously approved that the meeting be adjourned.
