Minutes of meeting dated Thursday, April 2, 2009, 7:30 a.m. , at Crowville Fire Station.
Board members present: Kelly Clark, Don Middleton, Colby Peppers.
Business before the Board:
1. The financial statement was read and approved without change.
2. Don Middleton presented the proposed budget for 2009; after discussion, the budget was adopted without change.
3. The Board approved the purchase of wheel chocks for fire trucks as specified in the recently adopted Driving Regulations: Standard Operating Procedure. In addition, the Board approved the purchase of Public Safety Flag Vests (2 per truck) to be worn by firefighters at a fire scene.
4. Kelly Clark discussed the desirability of keeping the 1989 Ford Car which had been considered for listing as surplus equipment and thus for sale in a previous Board meeting (minutes of meeting Feb. 2, 2009). After discussion, the Board decided to keep the vehicle for the present time under the following conditions:
A) the car must be used in a worthwhile manner.
B) The car is to kept clean, serviced and in a state of readiness for use at all times. Failing these conditions, the car may be listed for sale as surplus equipment.
5. The Board approved an in-district water hauling exercise to keep firemen ready for future required P.I.A.L assigned exercises. The CFD practice will be scheduled in the next 60 days.
6. The board approved the contract agreement for 2009 with Mary Jo Finley, CPA, as auditor.
7. The Board approved the repair of the brake dryer unit on the CFD tanker truck.
8. One of the District firemen sustained an injury (broken arm) in fighting the fire at the Alternative School in Winnsboro, La. Insurance forms were given to his family before they reported to an orthopedic clinic in Monroe, LA.

The Franklin Parish School Board is now accepting sealed bids for the sale of land and buildings of the old Ogden School Facility, 2212 La. Hwy. 135, Winnsboro, Louisiana 71295 containing 6.25 acres more or less. This property lies on the west side of Hwy. 135. The bid must be at least the amount of appraisal, $50,000. REQUEST FOR PROPOSAL FOR
“DISASTER RECOVERY UNIT APPLICATION PREPARATION AND IMPLEMENTATION PROPOSAL - ADMINISTRATIVE CONSULTANT”
The Consolidated Security Disaster Assistance and Continuing Appropriations Act of 2009 (Public Law 110-329) enacted on September 30, 2008, made available CDBG funds for Huricanes Gustav and Ike. On November 28,2008, HUD made as initial one third allocation to Louisiana of $438 million. A second allocation for the remaining two thirds will follow after January 2009. Franklin Parish’s 1st allocation will be for $2,456,946.00 and its 2nd allocation will be $2,014,756.00 for a total allocation of $4,471,702.00.
The Louisiana Recovery Authority assisted by the Office of Community Development Disaster Recovery Unit has developed an Action Plan to outline the eligible activities available to assist parishes meeting unmet housing, business, public service, public infrastructure and other needs incurred by the 2008 disasters. Parishes through its allocation will be able to hire grant administered staff and/or consultants.
The Franklin Parish Police Jury is accepting Proposals from CDBG grants consultants for management and administrative services required by the Police Jury for the preparation of Community Development Block Grant Disaster Recovery infrastructure applications and subsequent administration/implementation of the projects that are in conformance with the Louisiana Recovery Authority’s Action Plan and the Disaster Recovery Unit’s Program requirements. The projects for which funds will be requested will be from the State of Louisiana’s CDBG funds under the infrastructure allocation as set forth in the Louisiana Recovery Authority’s Action Plan funded through the Consolidated Security Disaster Assistance and Continuing Appropriations Act of 2009 ( Public Law 110-329).
The procedures for the selection of this firm will be in accordance with the procurement requirements of the CDBG Program under the Division of Administration/ Disaster Recovery Unit. All responses received will be evaluated in accordance with the selection criteria and corresponding point system, which is identified in the Request for Proposal package. That package also identifies the scope of services to be performed by the selected firm.
The Police Jury will award the contract to the respondent obtaining the highest score in the evaluation process.
Interested parties are invited to secure a statement of proposal package from Ms. Sam Wiggins, Treasurer, Franklin Parish Police Jury, 6558 Main Street, Winnsboro , La. 71295. The Police Jury’s telephone number is 318-435-9429. Packages may be obtained from the Parish upon request beginning April 16, 2009. The response to this request must be hand delivered or mailed to the above named person at the above named address in such a manner that it is received no later than 10:00 a.m. May 7, 2009.

PUBLIC NOTICE
Northeast Louisiana Workforce Centers, Inc. has been awarded a $2,000,000 Community Based Job Training Grant for advanced manufacturing. This grant is federally funded through the United States Department of Labor. Through this grant project, Building a Louisiana Delta Workforce, Northeast Louisiana Workforce Centers will focus on building an educational and skills training capacity of the Louisiana Delta Community College and will serve 250 students over the next three years, providing students with tuition-free, industry-defined, advanced manufacturing training. The project will be made available to citizens in the twelve parishes of Caldwell, East Carroll, Franklin, Jackson, Madison, Richland, Tensas, West Carroll, Ouachita, Morehouse, Union and Lincoln.
