The Franklin Parish School Board met for its regular scheduled meeting on Monday, March 2, 2009 at 5:30 p.m. in the Franklin Parish School Board Complex board room.
Present for the meeting were Mrs. Louise Johnson, Mr. Tim Eubanks, Mrs. Dorothy Brown, Mr. Eddie Ray Bryan, Mr. Ronnie Hatton, and Mr. Jesse Young.
Mr. Richard Kelly was absent from the meeting.
President Eddie Ray Bryan called the meeting to order, Mrs. Dorothy Brown led in prayer and President Bryan led in the Pledge of Allegiance.

MOTION TO CONSIDER RESOLUTION FOR EEF PLAN FOR THE TOBACCO SETTLEMENT FUNDS
ORDINANCE # 2009-03-0008
BE IT ORDAINED, ETC., that the Franklin Parish School Board approve the resolution for the EEF Plan for the Tobacco Settlement Funds.
RESOLUTION
WHEREAS, the Franklin Parish School Board has approved the READ 180 Program for Franklin Parish Schools.
WHEREAS, pursuant to the School Board’s Education Excellence Fund Plan for FY 2008-2009, as filed with and approved by the Department of Education, the Senate Committee on Education, and the House of Representatives Committee on Education, State of Louisiana, as hereof, the School Board has chosen to withdraw the additional sum of $227,724.00 from its investment account in the Treasury for the purposes more fully set forth in its approved Plan.
WHEREAS, the Franklin Parish School Board will use these funds in the implementation of the READ 180 Program.
BE IT RESOLVED, that this agreement shall be effective upon approval of the parties hereto and the Office of the Attorney General of the State of Louisiana, as required by law and the original Investment Agreement, and the funds shall be withdrawn and transmitted by the Treasury to the School Board upon receipt by the Treasury of this Amendment duly evidencing such approvals.
I, Dr. Lanny Johnson, secretary of the Franklin Parish School Board, do hereby certify that the above and foregoing is a true and correct copy of resolution adopted by the Board at a lawfully held meeting and adopted on the 2nd day of March, 2009, which resolution is now part of the minutes of the meeting of said Board.

SUPERINTENDENT’S REPORT
Superintendent Lanny Johnson reported on monitors from the State Dept. of Education monitoring School Food Service. Dr. Johnson stated they were very complementary toward the Child Nutrition Program personnel. Dr. Johnson reported on the new Ethics Reform laws passed by the La. Legislature. The school board members were given a Valuation Report from Milliman that reported on the actuarial valuation of postretirement benefits under GASB 45. Dr. Johnson also mentioned that a law about state sales tax on school meals was on the books and was going back before the Legislature for review.
PRESIDENT’S REPORT
President Eddie Ray Bryan reported on problems with school lunches, but after speaking with the Child Nutrition Program personnel this matter should be resolved. The land across from Gilbert School that was being purchased for extra parking is being sold to another purchaser. The new parking lot at Franklin Parish High School is breaking up, but contractors are aware of problem. President Bryan also reported on a BETA Club event at Fort Necessity School and that the event was a great success.

VILLAGE OF GILBERT
RESOLUTION
BE IT RESOLVED, By the Mayor and Board of Alderman of the Village of Gilbert, convened in regular session on this 9th day of April, 2009, the policy regarding all baseball fields in the Village of Gilbert. This resolution hereby states the South Franklin Dixie Youth has Village of Gilbert permission to use the field at anytime, with the understanding by the president (President at present date) to maintain the field with normal maintenance and the responsibility for the electricity, concession stand, bleachers, batting cage, etc., and any additions made to the baseball field. The Village of Gilbert will maintain the grass cutting outside the fence. The policy for outside parties wanting to use the field must be approved by the South Franklin Dixie Youth along with the Board of Alderman and Mayor of the Village of Gilbert.
The Village of Gilbert reserves the right to refuse the use of this field to any and all parties and waves any information.
