The Franklin Parish Police Jury met in regular session on this the 12th day of March, 2009 in the Police Jury Meeting Room, Courthouse Building, Winnsboro, Louisiana with the following members present: Honorable Harvey R. Guimbellot, Jackie Johnson, Ray Young, Leroy Scott, K.W. “Buddy” Parks, Ricky Campbell, and Troy Hendry. Juror Scott led the group in Prayer and the Pledge. Motion by Campbell and seconded by Jonson to approve the agenda. Unanimously approved Motion by Hendry and seconded by Parks to approve the minutes of February 12, 2009 meeting. Unanimously approved Carol Pinnel-Alison of LSU Ag Department gave an update on activities for March and April. She also advised the Jury that they were having a 60% budget cut. Juror Johnson said he and Marion Collier went to Mangham and talked with Robert Sander, Board member about combining Elam’s water and sewer bill. Johnson also talked about doing a Cooperative Endeavor Agreement using the same plan that North Franklin Water Works workís under. Motion by Scott and seconded by Parks to proceed in getting Cooperative Endeavor Agreement putting water and sewer bill if Board agrees. Unanimously approved Juror Parks discussed Danny Warner donating land to the Jury. The Jury will do a Cooperative Endeavor Agreement with Danny to get the dirt on the land (50,000 yards). The land is being donated for tax purposes and if property is sold in the future the agreement will state that the Jury will be able to get the dirt at no cost to the Jury. Parks also discussed the Jury getting a sand bagger. Parks said the Sheriff would furnish the labor and the Jury will buy materials at a cost of approximately $800.00 to $1,000.00. Motion by Campbell and seconded by Young to build a sand bagger with Sheriff’s office furnishing labor and the Jury purchasing the materials with the National Guard’s assistance. Unanimously approved The Resolution of support for Northeast Louisiana Economic Alliance was tabled. Cleon Rawles of Arvel Linder Road spoke to the Jurors about his road. He said he had a good road and wants to keep it that way. During harvest season farm equipment is rutting up the road and causing it to deteriorate. Juror Scott said the road was not built for hauling. Juror Young said we should stop chip sealing and go back and reseal roads that have already been chip sealed. Ken McManus said the roads should be resealed about every five (5) years. Discussion between Jurors on continuing to chip seal new roads or go back and reseal ones that were previously sealed. Juror Hendry said that McElwee Loop was prepared and ready to be chip sealed. Juror Parks said that people were expecting their roads to be chip sealed. He also said this list was set up 3 years ago and the agreement was not to jump a road in front of someone else road. Juror Scott said these were not normal circumstances. Juror Young said stop and fix the roads we have already sealed. Discussion Motion by Scott and seconded by Johnson to stop chip sealing roads on the Chip Seal list and go back and reseal roads that were first chip sealed in order to help maintain them and to chip seal McElwee Loop since it was already prepared and ready to be chip sealed and contact the National Guard for assistance using their people and equipment. Vote by show of hands Yeas: Johnson, Young, Scott, Guimbellot Nays: Parks, Campbell, and Hendry Motion passed Motion by Campbell and seconded by Scott to adopt a resolution stating the Police Jury will take the necessary action to comply with permit requirements contained in the Louisiana Water Discharge permit. Unanimously approved Ronnie Stillwagon with FEMA spoke to Jurors about the Louisiana Recovery Resource Fair to be held April 2, 2009 from 8:00 A.M. through 5:00 P.M. at the Monroe Civic Center and invited them to come. During the Fair there will be representatives from federal and state agencies telling of available programs and funding opportunities. Marion Collier of North Franklin Water Works appeared before the Jury to ask for assistance with an application to Community Water Grant for $100,000.00 to drill three (3) water wells in the Northern part of the Parish. Collier said their main concern is to provide and keep safe drinking water. Juror Johnson said the he supported Colliers efforts in obtaining funding for this grant. Motion by Johnson and seconded by Scott to support the efforts of Marion collier of North Franklin Water Works to obtain funding through the Community Water Grant. Unanimously approved Motion by Parks and seconded by Johnson to approve waiver for Tami Haring, 1125 Johnson Road, Wisner, Louisiana to discharge sewer into Johnson Road ditch. Unanimously approved Jurors Johnson and Scott recognized Coaches Wystee Kerry and Dramian Crockett and the Franklin Parish Basketball team on having a very good season with a 27-8 record. Johnson presented the Coaches and Team with a plaque. Both Coaches expressed appreciation to the Jury for recognizing them and the team. President Guimbellot said the Recreation Committee will meet on Monday to discuss monthly rates at Turkey Creek Lake Park. Juror Young stated that Roy Cureington was interested in managing the Park. President Guimbellot also said he had received several call on wild hogs and coyotes. He suggested that Public Works Committee meet with hunters and farmers. Foy Gadberry of Inspections Unlimited talked to Jurors about inspecting Mobile Homes. he said that this state law. Mobile homes should be inspected for electrical and plumbing hook-up. Gadberry advised the Jury that Inspections Unlimited would perform this service for $200.00. Juror Johnson had questions about Mobile Homes in subdivisions. Jimmy Dale Robbins of Wilderness Lane asked Jurors to help he and other residents in securing a Grant for Water on this road. Ken McManus told him that he would talk to Kendal Magee about this. Ken said that they were already working on a grant for residents on Dobber Glass Road and Jasper Wilson Road and he would see what he could do. Juror Ray Young said Mike Ewing of Wildlife and Fisheries talked to him about putting a Boat Ramp at Tensas River Bridge on the Franklin Parish side. Juror Young said that the Jury would request the Boat Ramp but would not be obligate the Jury. Motion by Campbell and seconded by Hendry to make a request to Wildlife and Fisheries to build a boat ramp at Tensas River Bridge on the Franklin Parish side without obligating the Jury and getting permission from property owners. Unanimously approved Motion by Scott and seconded by Johnson to adopt a resolution to assist North Franklin Water Works in constructing three (3) small water wells and related work in the amount of $100,000.00 to the office of Community Development, Community Water Enrichment Fund, FY 2008-09. Unanimously approved Motion by Young and seconded by Johnson in supporting Atmos Pipeline in participating in the benefits of Louisiana Enterprise Zone Program. Unanimously approved Motion by Campbell and seconded by Johnson to reappoint Jeanette Thompson for a five (5) year term to the Franklin Parish Library Board of Control. Unanimously approved Under Superintendent’s Report: Motion by Scott and seconded by Johnson to chip seal McElwee Loop Road since it was already prepared and ready to be chip sealed and it was number one (1) on the list. Unanimously approved Greg gave Jurors a FEMA update on 1786 projects and cost Road Construction Cost Estimate. Motion by Johnson and seconded by Scott approving Bob Means attending Police Jury Convention in New Orleans. Unanimously approved Under Treasurer’s Report: Sam passed out to Jurors the Financial reports to Jurors. Everything is looking good. All bills were paid for the month. Public Works Committee Report: Motion by Parks and seconded by Hendry to approve request from Village of Baskin to make repairs on Dunaway Lane. Unanimously approved Motion by Hendry and seconded by Johnson to approve Hardship Certification for Patsy Dupuy at 153 Amery Road, Winnsboro, Louisiana. Unanimously approved Juror Scott asked Greg to add Guice Road to Capital Improvement list. Under Personnel Committee Report: The following are recommendations from the Personnel Committee: Motion by Hendry and seconded by Johnson to advertise for a Lowboy Operator at $9.00 per hour - $10.50 per hour full-time with benefits salary depending on experience; Mechanic $10.28 per hour to $11.28 per hour; and adjust Andrew Mullican and Carl Evans salary to $9.00 per hour. Unanimously approved Keith Walley with Blue Cross Blue Shield spoke to Jurors about an insurance plan that could save the Jury $28,134 yearly. He passed out information showing them the savings. The Co-pay will go from $30.00 to $40.00 and we will have an increase in deductible from $500.00 to $1000.00 per year. Motion by Johnson and seconded by Hendry to approve the plan as presented by Keith Walley of blue Cross Blue Shield. The Franklin Parish Police Jury met in Special Session on this the 24th day of March, 2009 at 8:00 A.M. in the Police Jury meeting room, Courthouse Building, Winnsboro, Louisiana with the following Jurorís present: Honorable Harvey R. Guimbellot, Jackie Johnson, Leroy Scott, K.W. “Buddy” Parks, Ricky Campbell, and Troy Hendry. Juror Ray Young was absent from the meeting. Juror Johnson led the group in prayer and the pledge. Motion by Parks and seconded by Campbell to approve the agenda. Unanimously approved Motion by Hendry and seconded by Campbell to accept the bid of Diamond B Construction for repairs to Union Church Road. Unanimously approved Sam discussed mowing of the Parish owned Parks. Turkey Creek will come out of the Turkey Creek fund and mowing for the other parks will come out the $5,000.00 in General Fund allocated for Turkey Creek. Park Supervisor’s salary will be paid out of General Fund already appropriated. After March 31, 2009 Rusty Roberts will no longer be Park Supervisor. Juror Scott suggested pouring a concrete slab to build a Gazebo at Turkey Creek. He said he would take $1,000.00 from Rollins Park and $1,000.00 from Ester Credit Park to do this project. Motion by Scott and seconded by Campbell to use $2,000.00 from Rollins and Ester Credit Parks to pour concrete slab at Turkey Creek Park for Gazebo. Unanimously approved Juror Johnson said the Park Supervisor should have a receipt book and all receipts should be signed. Juror Scott ask that a letter of thanks be sent to Rusty Roberts for his service. Juror Scott suggested contacting Franklin Parish High School Art Department to see if a student could do a painting of the Park. He says we would be networking with the school. Motion by Scott and seconded by Johnson to contact the Principal at Franklin Parish High School to select a student to draw a painting of Turkey Creek Parks. Unanimously approved Jurors said Turkey Creek Park should be advertised and also need some signs saying (1) No loud music, (2) no littering, (3) not throwing trash in water. Sam to look into advertising. Sam read off a list of fees for Turkey Creek Lake Park.
