The Board of Aldermen of the City of Winnsboro, Louisiana, met in regular session on Tuesday, February 17, 2009, at 6:00 PM at the Winnsboro City Court, 1308 Cornell Street, Winnsboro, Louisiana, with Mayor Jack Hammons presiding.

Motion by Gill, second by Johnson to approve the minutes of the regular session held on January 20, 2009. Unanimously approved.
RESOLUTION NO. 09-0201:
Resolved that the City of Winnsboro informs Louisiana Department of Environmental Quality that the following actions were taken by the Board of Aldermen of the City of Winnsboro, Louisiana.
1. Reviewed the Municipal Water Pollution Prevention Environmental Audit Report which is attached to this resolution
2. Set forth the following actions necessary to maintain permit requirements contained in the Louisiana Water Discharge Permit System (LWDPS) Number LA0038253.

RESOLUTION NO. 09-0202:
Resolved that the City of Winnsboro informs Louisiana Department of Environmental Quality that the following actions were taken by the Board of Aldermen of the City of Winnsboro, Louisiana.

RESOLUTION NO. 9-0203:
WHEREAS, the Community Water Enrichment Fund (CWEF) was established in the 2008 Louisiana regular legislative session by way of HB 926 (Act 513); and
WHEREAS, its intent is to provide a source of funding to aid units of local government solely for the purpose of rehabilitation, improvement, and construction projects for community water systems to provide safe and clean drinking water; and
WHEREAS, the City of Winnsboro is eligible to apply for grant amounts up to $50,000; and
WHEREAS, the City needs to replace a water main that services residents from Eighth Street to Hwy 15.
NOW THEREFORE BE IT RESOLVED, by the Board of Aldermen of the City of Winnsboro, Louisiana, that Mayor Jack Hammons is hereby authorized to proceed with the Community Water Enrichment Fund Grant Application and submit the necessary documents as required in this application.
A motion was made by Gill, seconded by Mahoney, and adopted on February 17, 2009 by the following vote:

RESOLUTION NO. 09-0204:
WHEREAS the City of Winnsboro is in need of replacing old concrete sewer lines; and
WHEREAS loans and/or grants for this project may be available through the State Revolving Fund loan program operated by the Louisiana Department of Environmental Quality:
NOW, THEREFORE, BE IT RESOLVED, by the Board of Aldermen of the City of Winnsboro that:
Section 1. Mayor Jack Hammons is hereby authorized to submit a pre-application to the Department of Environmental Quality on behalf of the City of Winnsboro for the purpose of placing this project on the Project Priority List for funding through the State Revolving Fund loan program; and
Section 2. Mayor Jack Hammons is further authorized to furnish such additional information as may reasonably be requested in connection with the pre-application; and
Section 3. Mayor Jack Hammons is hereby designated as the Official Project Representative for the City of Winnsboro for any project that may result from the submission of the pre-application.
A motion to adopt the above resolution was made by Dumas, seconded by McCarthy, and resulted in the following vote:

RESOLUTION NO. 09-0205:
At a meeting of the Mayor and City Council of the City of Winnsboro, Louisiana, held on Tuesday, February 17, 2009, at which meeting a quorum was present, due notice of same having been made according to law, the following Resolution was made:
WHEREAS, the City desires to improve the City’s water distribution system by replacing the water main along Jackson Street and relocating the service connections along Maple Street; and
WHEREAS, the United States Department of Agriculture, Rural Utilities Service has committed funding to the City of Winnsboro for the proposed improvements. The available funds are adequate to complete the project at the Engineer’s construction cost estimate of $43,565; and
WHEREAS, the project has been reviewed and approved by the Department of Health and Hospitals, Office of Public Health.
NOW THEREFORE BE IT RESOLVED that Mayor Jack Hammons is hereby authorized, on behalf of the City, to publicly advertise for bids for the Jackson Street and Maple Street Water System Improvement Project, with bids being received at the appropriate time and date in accordance with the Louisiana Public Bid Laws, subject to the approval by USDA Rural Utilities Service.
This Resolution being submitted to a vote, the vote thereon was as follows:

RESOLUTION NO. 09-0206:
Glenn Turner, P.E., with Meyer, Meyer, LaCroix & Hixson, Inc. advised the Council on the progress being made with the City’s project, Eighth Street Water System Improvements. The following Resolution was offered by Johnson and seconded by McCarthy.
WHEREAS, bids for the Eighth Street Water System Improvements project have been received and read aloud,
BE IT RESOLVED that the Mayor and City Council of the City of Winnsboro, Louisiana does hereby accept the low bid offered for the construction of this project by:
G.D. Womack Trenching, Inc. for the Total Base Bid in the amount of $104,545.50
BE IT FURTHER RESOLVED that said bids are accepted subject to confirmation by the City’s project engineers, Meyer, Meyer, LaCroix & Hixson, Inc. as to accuracy of said bids, and the availability of funds.
BE IT FURTHER RESOLVED that the Mayor is hereby authorized to sign all contract documents required. This Resolution being submitted to a vote, the vote thereon was as follows:

And the Resolution was declared adopted on this, the 17th day of February, 2009.

TERMINATION OF POLICE OFFICER:
At this time Police Chief Lester Thomas recommended the termination of Police Officer Phaion Thomas. Officer Thomas was not able to qualify for the firearm requirements.
Officer Thomas addressed the board on several issues he had with the Winnsboro Police Department and Chief Thomas. Motion by Gill, second by Dumas and the termination was made effective immediately by the following vote:

Abstaining: Johnson, McCarthy
POLICE CHIEF MONTHLY REPORT:
Chief Lester Thomas gave a monthly activity report for the City of Winnsboro Police Department. Motion by McCarthy, second by Dumas to accept the report as given. Unanimously approved.
FIRE CHIEF MONTHLY REPORT:
Chief Truman Welch was unable to attend, but presented the board with a monthly activity report for the City of Winnsboro Fire Department. Motion by Mahoney, second by Johnson to accept the report as given. Unanimously approved.
MONTHLY FINANCIAL REPORTS:
Motion by Gill, second by Dumas to accept the monthly financial reports. Unanimously approved.
ADJOURNMENT:
There being no more business to come before the board at this time, a motion was made by Gill, second by Johnson and unanimously approved that the meeting be adjourned.

Notice is hereby given that, in accordance with L.R.S. 3:1609 and LAC 7:XV.314(A), the Louisiana Department of Agriculture & Forestry, Louisiana Boll Weevil Eradication Commission, has established a boll weevil eradication zone, the Louisiana Eradication Zone, consisting of all the territory within the state of Louisiana.
Notice is further given that all producers of commercial cotton in Louisiana are required to participate in the boll weevil eradication program, including cost sharing, in accordance with the Boll Weevil Eradication Law and Rules and Regulations. This includes, but is not limited to, reporting of cotton acreage and paying of assessments by July 15 of each crop year, and destruction of cotton plants and stalks by December 31 of each crop year. A copy of the law and rules and regulations may be obtained from the Boll Weevil Eradication Commission, P.O. Box 3596, Baton Rouge, LA 70821-3596, telephone number (225) 952-8105.

The Holt-Bryant Zone was fully defined in Office of Conservation Order No. 96-G-4, effective May 1, 1975.

The Village of Gilbert Mayor and Board of Alderman met in regular session on Thursday, March 12, 2009 at 6:30 p.m., at the Gilbert City Hall.
Those present were as follows: Mayor Mike Stephens, Clerk Diane Parker, Alderman Kay Dunaway, Louis Ezell, and Leo Miller. Also present were JoAnn Evans, Bill McLemore, Bruce Lofton and citizens.
CALL TO ORDER:
Mayor Mike Stephens called the meeting to order. Leo Miller led in opening prayer. Diane Parker led in the pledge of allegiance.
MINUTES:
Motion made by Louis Ezell, seconded by Leo Miller to accept the minutes as presented. Motion carried.
FINANCIAL DOCUMENTS:
Motion made by Kay Dunaway, seconded by Louis Ezell to accept the financial documents as presented. Motion carried.
PAY MONTHLY BILLS:
Motion made by Louis Ezell, seconded by Kay Dunaway to pay the monthly bills. Motion carried.
FIRE DEPARTMENT:
Bill McLemore gave monthly report.
POLICE DEPARTMENT:
No report.
PUBLIC WORKS:
Bruce Lofton stated that the town truck had to have some work done to truck, but that it was still under warranty. Motion made by Kay Dunaway, seconded by Louis Ezell to purchase an electric brake box. Motion carried.
OLD BUSINESS:
DISCUSS LANDSCAPING RIGHT OF WAY:
Heather Carroll was present to discuss the landscaping the right of way. Carroll and Mayor Stephens met with the DOTD to discuss what needed to be done as far as getting a permit, and to find out what can be planted in the right of way. Discussion was held. Motion was made by Louis Ezell, seconded by Leo Miller to submit paper work into the DOTD needed for a permit, and to plant knock out roses. Motion carried.
ADOPT RESOLUTION/COMMUNITY WATER ENRICHMENT FUND/DRA FEDERAL GRANT PROGRAM
Motion made by Louis Ezell, seconded by Leo Miller to adopt resolution on the Community Water Enrichment Fund to use the funds to get water to surrounding new customers. Motion carried.
Motion made by Kay Dunaway, seconded by Louis Ezell to adopt resolution on the DRA federal grant program to use the funds to make repairs on the two water tanks.
LGAP GRANT UPDATE (ARNOLD PROPERTY):
Mayor Stephens stated that he had talked with Mr. Arnold, and that he was waiting on attorney. Stephens stated on other grants the Act 19 line appropriation grant has been received. This is to repair water values on water tower and to buy must needed equipment and supplies. Amount received was $9500.00. Mayor also stated that we received 90% of the cleanup money from FEMA and we will receive other 10% from state soon.
NEW BUSINESS:
DISCUSS UPDATING WATER APPLICATIONS:
Discussion was held.
DISCUSS DEAD TREE AT BALL PARK:
Discussion held. Motion made by Leo Miller, seconded by Kay Dunaway to pay half the expense of removing dead tree with the South Franklin Dixie Youth. Also remove limb at Community center at town expense. Motion carried.
DISCUSS ANY OTHER BUSINESS:
Stephens stated that a trailer would be parked beside the fire station. Sewer, water, and electricity will be provided for a monthly fee of $300.00. This trailer will be used by project inspector. Also Mayor stated that the project will be starting March 17, on sewer addition to the north end of town.

A Mandatory pre-bid meeting will be conducted on this project at the jobsite on Wednesday, April 22, 2009 at 10:00 A.M. Attendance is required in order to submit a bid proposal. A jobsite visit is mandatory.
Bid security must be attached (insurance company, bank money order, certified check or cashier’s check) in the sum of five percent (5%) of the amount bid (including base bid and additive alternates, if any) and shall become the property of the owner in the event the contract and bond are not executed within the time set forth above. If bid bond is used, it shall be written by a surety or insurance company currently on the U.S. Department of the Treasury Financial Management service list of approved bonding companies which is published annually in the Federal Register, or by a Louisiana domiciled insurance company with at least an A- rating in the latest printing of the A.M. Best’s Key Rating Guide to write individual bonds up to ten percent of policyholders’ surplus as shown in the A.M. Best’s Key Rating Guide, or by an insurance company that is either domiciled in Louisiana or owned by Louisiana residents and is licensed to write surety bonds. In addition, the bond shall be written by a surety or insurance company that is currently licensed to do business in the State of Louisiana.
Bids shall be accepted only from Contractors who are licensed under La. R.S. 37:2150-2163 for the classification(s), Building Construction. No bid may be withdrawn for a period of thirty (30) days after receipt of bids.
When this project is financed either partially or entirely with State Bonds, the award of this Contract is contingent upon the sale of bonds by the State Bond Commission. The State shall incur no obligation to the Contractor until the Contract Between Owner and Contractor is fully executed.
