Public Notices Published Wednesday, February 25th, 2009TOWN OF WISNER REGULAR COUNCIL MEETING JAN. 8, 2009 LEGAL MINUTES The Town Council of Wisner met in regular session on Thursday, January 8, 2009 at 6:30 p.m. at the Wisner Town Hall. Present: Mayor Allyn Jean Luckett, Bobby Blount, Thomas Moore, Nettie B. Brown, Thomas Lemle, and Marc McCarty. Also present: Town Clerk, Police Chief and guests. There being a quorum Mayor Luckett called the meeting proceedings to order. The invocation was led by Nettie B. Brown. The Pledge of Allegiance was led by Marc McCarty. Motion by Marc McCarty to approve the minutes from previous meeting. Thomas Lemle seconded. Minutes approved. The financial reports and expenditures were provided for the month of December. Bobby Blount made a motion to approve the financial reports and pay all bills. Marc McCarty seconded. Motion carried. Permission was granted to pay bills. DEPARTMENT REPORTS: POLICE DEPT.: Chief Cureington reported that there had been a few break-ins in town and that his department is investigating several leads. Chief Cureington also reported that there were a number of stray dogs running around. The clerk was instructed to run the ordinance for stray dogs. There were concerns about the speed limit. Marc McCarty made a motion to reduce the speed limit to 15 mph on all side streets. Seconded by Nettie B. Brown. Motion carried. MAINTENANCE DEPT. No report given. WATER DEPT. No report given. FIRE DEPT. Thomas Moore reported that he is in need of more volunteers for the fire department. OLD BUSINESS: Mayor Luckett reported that Glen Womack had been contacted about the water project and she was told that the work will begin in a couple of weeks. Council was informed that a letter was received from the auditor and the audit would be completed by January 31, 2009. NEW BUSINESS: A guest complained about a horse that lived in town and wanted to find out if there was an ordinance. With no further business motion by Marc McCarty to adjourn. Seconded by Nettie B. All new alcohol applications must be filled out in the presence of the Police Chief or a representative of the Winnsboro Police Department to meet the necessary interview requirements including fingerprinting. As of this meeting the completed application was returned to City Hall, but the applicants and/or manager had not met with Chief Lester Thomas. ADD RESOLUTION NO. 09-0101 TO AGENDA: Motion by Mahoney, second by Dumas to add Resolution No. 09-0101 to the agenda. Unanimously approved. RESOLUTION NO. 09-0101: At a regular meeting of the Mayor and City Council of the City of Winnsboro, Louisiana, held on Tuesday, January 20, 2009, at which meeting a quorum was present, due notice of same having been made according to law, the following Resolution was made: WHEREAS, the City desires to improve the City’s streets; and WHEREAS, the City of Winnsboro has received funds in the form of a Community Development Block Grant appropriation of $600,000 from the Division of Administration, State of Louisiana to hep fund this project along with available City funds in the amount of $477,027, which covers the Engineer’s cost estimate; and WHEREAS, the Division of Administration has authorized the City to advertise for bids. NOW THEREFORE BE IT RESOLVED that Mayor Jack Hammons is hereby authorized, on behalf of the City, to publicly advertise for bids for the FY 2008/2009 LCDBG Street Improvement Project, with bids being received at the appropriate time and date in accordance with the Louisiana Public Bid Laws.
