Sealed bids will be received for the State of Louisiana by the Division of Administration, Office of Facility Planning and Control, Claiborne Office Building, 1201 North Third Street, Conference Room 1-145 (South Entrance 1st Floor - 1st door on the right), Post Office Box 94095, Baton Rouge, Louisiana 70804-9095 until 2:00 P.M., Thursday, March 12, 2009.

upon deposit of $75.00 for each set of documents. Deposit on the first two sets are fully refundable to all bonafide prime Bidders upon return of the documents, in good condition, no later than ten (10) days after receipt of bids. Fifty percent (50%) of the deposit of all other sets of documents will be refunded upon return of documents as state above.
All bids must be accompanied by bid security equal to five percent (5%) of the sum of the base bid and all alternates, and must be in the form of a certified check, cashier’s check or Facility Planning and Control Bid Bond Form written by a surety company licensed to do business in Louisiana, signed by the surety’s agency or attorney-in-fact. Surety must be listed on the current U.S. Department of the Treasury Financial Management Service list of approved bonding companies as approved for an amount equal to or greater than the amount for which it obligates itself in the Bond, or must be a Louisiana domiciled insurance company with at least an A- rating in the latest printing of the A.M. Best’s Key Rating Guide. If surety qualifies by virtue of its Best’s listing, the amount of the Bond may not exceed ten percent (10%) of policyholders’ surplus as shown in the latest A.M. Best’s Key Rating Guide. The Bid Bond shall be in favor of the State of Louisiana, Office of Facility Planning and Control, and shall be accompanied by appropriate power of attorney. No Bid Bond indicating an obligation of less than five percent (5%) by any method is acceptable.
The successful Bidder shall be required to furnish a Performance and Payment Bond written by a company licensed to do business in Louisiana, in an amount equal to 100% of the Contract amount. Surety must be listed currently on the U.S. Department of Treasury Financial Management Service List (Treasury List) as approved for an amount equal to or greater than the contract amount, or must be an insurance company domiciled in Louisiana or owned by Louisiana residents. If surety is qualified other than by listing on the Treasury list, the contract amount may not exceed fifteen percent of policyholders’ surplus as shown by surety’s most recent financial statements filed with the Louisiana Department of Insurance and may not exceed the amount of $500,000. However, a Louisiana domiciled insurance company with at least an A- rating in the latest printing of the A.M. Best’s Key Rating Guide shall not be subject to the $500,000 limitation, provided that the contract amount does not exceed ten percent of policyholders’ surplus as shown in the latest A.M. Best’s Key Rating Guide nor fifteen percent of policyholders’ surplus as shown by surety’s most recent financial statements filed with the Louisiana Department of Insurance. The Bond shall be signed by the surety’s agent or attorney-in-fact.
A PRE-BID CONFERENCE WILL BE HELD at 2 PM on Monday, March 2, 2009 at Room 1-145, the Claiborne Building, 1201 North Third St., Baton Rouge, LA 70802.
Bids shall be accepted from Contractors who are licensed under LA. R.S. 37:2150-2192 for classification of Roofing and Sheet Metal, Siding. Bidder is required to comply with provisions and requirements of LA. R.S. 38:2212(A)(1)(c). No bid may be withdrawn for a period of thirty (30) days after receipt of bids, except under the provisions of LA. R.S. 38:2214.
The Owner reserves the right to reject any and all bids for just cause. In accordance with La. R.S. 38:2212(A)(1)(b), the provisions and requirements of this Section, those stated in the advertisement for bids, and those required on the bid form shall not be considered as informalities and shall not be waived by any public entity.
When this project is financed either partially or entirely with State Bonds, the award of this Contract is contingent upon the granting of lines of credit, or the sale of bonds by the State Bond Commission. The State shall incur no obligation to the Contractor until the Contract Between Owner and Contractor is fully executed.
Facility Planning and Control is a participant in the Small Entrepreneurship Program (the Hudson Initiative) and bidders are encouraged to consider participation. Information is available from the Office of Facility Planning and Control or on its website at www.doa.louisiana.gov/fpc/fpc.htm.

Regular Meeting
January 8, 2009 @ 6:00 P.M.
The Franklin Parish Police Jury met in Regular Session on this the 8th day of January, 2009 at 6:00 P.M. in the Police Jury Meeting Room, Courthouse Building, Winnsboro, Louisiana with the following members present: Honorable Harvey Guimbellot, Jackie Johnson, Ray Young, Leroy Scott, K.W. “Buddy” Parks, Ricky Campbell, and Troy Hendry.
Motion by Campbell and seconded by Hendry to approve the agenda. Unanimously approved
At this time, the Jurors were asked for nominations of officers.
Young nominated Guimbellot for President, seconded by Campbell. Harvey Guimbellot was named President for year 2009. Unanimously approved
Nomination for Vice-President was called.
Scott nominated Johnson for Vice-President, seconded by Young. Jackie Johnson was named Vice-President for year 2009. Unanimously approved
Young nominated Scott for Chaplain, seconded by Parks. Leroy Scott was named as Chaplain for year 2009. Unanimously approved
Motion by Hendry and seconded by Parks to approve the minutes of December 11, 2008 and December 22, 2008 meetings. Unanimously approved
Motion by Campbell and seconded by Scott to appoint the following committee members for year 2009. Ginger Boutwell with LSU Ag Center passed out to Jurors a quarterly report from October through December, 2008 for Franklin Parish, 2004 - 2008 report for the major commodities in Franklin Parish, and a Mean Green newsletter with ending activities of 2008 and update on January and February, 2009 upcoming events.
A concerned Franklin Parish resident addressed Jurors about a problem she is having concerning a collapsed culvert that is causing flooding on another resident’s property. Greg said he is aware of the situation and is waiting for the weather to clear up so a crew can go down there.
John Lawrence once again thanked Greg and the Jury on the Bush road improvements.
Motion by Scott and seconded by Parks that the Jury will pay J.P. and Constables expense (mileage, registration, hotel, and $26.00 per day food allowance). Unanimously approved
Juror Young said the Finance Committee was not ready to talk about 4% Administrative fee to be added to sales tax proposition.
The Floodplain Manager is the Parish Secretary.
Motion by Campbell and seconded by Scott to establish a Floodplain Committee. Unanimously approved
Floodplain Committee members are: Leroy Scott, Harvey Guimbellot, and Jackie Johnson.
Motion by Scott and seconded by Parks to accept the building permit fee schedule sent in by Inspections Unlimited. Unanimously approved
Motion by Parks and seconded by Campbell to advertise for a Public Hearing on taking Jack Woods road out the system. Unanimously approved
Juror Scott turned over the discussion of the buyout program to Casey Levy, State Hazard Mitigation Officer and staff. Casey said that his office is acting as FEMA agent and that funds for this program would come through FEMA, then the state and homeowner/and or Parish. This would allow the Parish to buy the property and maintain the title to the land. Casey also said that a severe repetitive loss (four (4) times flooding) has to be cost beneficial. This would reduce risk for future claims. Insurance payments will come into play. There were questions from the audience and the Jurors. Discuss
Bob Mears, Consultant asked about the pitfalls of buyout. Mears said that the Parish would be obligated to keep property mowed, etc. Discussion
Juror Scott said that going through one flood is bad enough but two or three is very rough on the homeowner.
Mitch Reynolds, Director of Office of Homeland Security ask that anyone interested in the Buyout Program send to him their name and address or call the FPPJ office with the information. This program is volunteer participation in which the homeowner has to sign.
Motion by Scott and seconded by Johnson to pursue Buyout Program for Franklin Parish citizens if interested in participating. Unanimously approved
Sam told Jurors that it was time to renew worker’s compensation contract. Jurors unanimously approved accepting contract.
Motion by Young and seconded by Johnson to approve quotes from Comtech Computers for two (2) computers and a Server. Unanimously approved
Jurors Guimbellot and Johnson commended Sam on doing a good job getting the funds back in line. She was able to give actual totals. They said she is doing a fine job.
Motion by Parks and seconded by Young for the Police Jury to pay lab bills for Eleam Subdivision Sewer District. Unanimously approved
Under Superintendent Report: Public Works Committee to meet and discuss Chip Seal Roads.
Public Works Committee Report: Motion by Scott and seconded by Jonson to add Robert Scott to Abe Lincoln Sewer Board. Unanimously approved
Purchasing Committee Report: Discussed purchasing two (2) fertilizer trucks and converting them to sand bag trucks. The cost of the trucks will be $5,000.00. Greg is to go and look at the trucks to see if they worth the money.
Motion by Johnson and seconded by Scott to rescind motion of awarding gravel bid to TXI. Unanimously approved
Motion by Young and seconded by Campbell to award gravel bid to Blain Sand and gravel because of point of orgin. Unanimously approved
Sam will get in touch with David Doughty concerning Ward 7 City Marshall.
Motion by Campbell and seconded by Young to do Cooperative Endeavor Agreement with Franklin Parish School Board to patch potholes at Baskin School. Unanimously approved
President Guimbellot expressed appreciation to Mr. Bob Mears on working with Greg and the personnel on current projects and helping to implement the new automated program for work orders.
Juror Scott asked Greg about setting up a web page for the Jury. Greg said we should have one by the middle of February.
There being no further business to discuss, on a motion by Young and seconded by Hendry the meeting was unanimously approved adjourned.

Minutes of meeting dated Thursday, Feb. 5, 2009, 7:30 a.m., at Crowville Fire Station.
Board members present: Kelly Clark, Dewayne Hendry, Don Middleton & Colby Peppers.
Guests present: David Arnold, Roy McDuffie.
Business before the board:
1. Financial statement read and approved without change.
2. The La. Cooperative Endeavor grant of $57,000 ($60,000 less 5%) is imminent but suffers procedural delays in the La. Treasury Office.
3. Don Middleton discussed the desirability of declaring some more District equipment as surplus because it is of marginal use at best requiring storage space and insurance costs. Presently, 2 vehicles meet this criteria: 1978 Ford F600 (Vin F60DVBC1450) formerly used as a brush fire truck and a 1989 Ford car (Vin 142937). David Arnold said that the only possible use for the 1978 Ford F600 would be in a water hauling demonstration and it would probably have marginal use there since the District has a new 2009 Pumper Fire truck with a 1500 gallon capacity. The District also replaced this vehicle in 2007 with skid-unit modified flatbed brush fire truck. Roy McDuffie stated that the car is rarely used.
4. After some more discussion, Dewayne Hendry made the motion that the 1978 Ford F600 be listed as surplus equipment, seconded by Don Middleton. Motion passed with no opposition. Kelly Clark requested that the Board delay the sale of this truck until after the next water shuttle.
5. After some discussion the probable need for a 5- to 6-thousand gallon water trailer since the presently owned trailer has several leaks which might be tricky to repair. It is generally known to the Board members that the La. Dept. of Agriculture & Forestry has surplus equipment that might be of interests to the District. Board member Colby Peppers volunteered to research their web site for a water trailer.
7. The Board was notified that about 60% of the parcel fees have been paid.
