Public Notices Published Thursday, January 8th, 2009Franklin Parish Library Minutes - Library Board of Control October 29, 2008 The Franklin Parish Library Board met in a regular meeting on October 29, 2008 at noon. Luella Snyder, Board President, opened the meeting with board members, Addie Bolton, Bill Marioneaux , Jeannette Thompson and John Guice present. Mr. John Guice led in prayer. Janis Smith thanked the board for their support of the military and of her service to the HHC 225th Engineering Brigade that will be deployed to Iraq. Ms. Smith will leave on November 3, 2008 for training. The board issued their sincere appreciation of her work and commended her efforts in serving our country and gave her blessings for a safe return. Ms. Snyder called the meeting to order and John Guice moved to approve the minutes of the last meeting and Ms. Addie Bolton seconded. All were in favor and the motion passed. Library Director Emily Arnold updated the board on news about E-rate funding, her continuing education, and the summer reading theme for 2009, “Once Upon A Time.” Ms. Arnold presented the statistical report for the third quarter and circulation was up from the same quarter last year. Program attendance was up as well. Ms. Arnold presented the financial report. Old business included a report on the Online Homework Help through tutor.com. Ms. Arnold informed the board that during the month of September, students logged on for 392 sessions. Ms. Arnold presented the board with an official report of the online homework help for the month of September, which included grades levels for all sessions and subject areas for sessions. Also in the report was a list of comments from students. The board contributed the success of the program to the teachers who promote the program in the schools and to Anne Holcomb of the 21st Century Learning Center who helped train after-school teachers and promoted the use of Online Homework Help in the after-school program. Ms. Arnold discussed personnel issues related to Janis Smith being on military leave and that since the leave began in September, Roxanne Erwin had been given full time status to help with work schedules and work flow. Ms. Arnold also discussed the annual and sick leave policies. Mr. John Guice moved that after six months of employment, that new full time employees be given 5 days of annual leave and six days of sick leave and after a year of employment be given another 5 days of annual leave and 6 days of sick leave. Ms. Addie Bolton seconded and all were in favor. Ms. Arnold then discussed the Strategic Planning session that was held in July and that a follow up session should be scheduled. The board agreed that a follow up session be scheduled after the new year. New Business was then discussed. Mr. John Guice presented the board with a summary of the leaks in the roof of the library and the repair that needed to be done to the front of the building. The board discussed the urgency of the leaks in the roof of the Learning Center and wanted Ms. Arnold to look into whether or not a emergency could be declared in order to have the work completed as soon as possible. Ms. Arnold would contact the state library and also the auditor to find out what would need to be done. The 2009 proposed budget was then discussed and after some revisions, the board felt it was ready to be presented and to have a budget hearing for the proposed budget on December 10, 2008 at 12 noon.
