The Village of Gilbert (herein referred to as the “Owner”)
Sealed bids marked “Sealed Bids” — Village of Gilbert Community Development Block Grant Project for Fiscal Year 2008 to be financed by the State of Louisiana CDBG Program will be received by the Owner for the construction of the project as follows:
LCDBG SEWER SYSTEM IMPROVEMENTS
Proposals shall be addressed to the Village of Gilbert, and delivered here to the Town Hall, located at 7564 Gilbert St., Gilbert, LA 71336, not later than 10:00 o’clock a.m. (local time) on February 3, 2009. Proposals shall be designated as “Sealed Bid” — LCDBG-Sewer System Improvements, Louisiana Community Development Block Grant Project for Fiscal Year 2008 to be financed by the State of Louisiana CDBG program. All bids must be submitted on the proper bid form. The contractor shall display his contractor’s license number prominently on the outside of the envelope. Any bids received after the specified time and date will not be considered. The sealed bids will be publicly opened and read aloud at 10:00 o’clock a.m., on February 3, 2009, in the Town Hall located at 7564 Gilbert St., Gilbert, LA 71336 located in Gilbert, LA. The Information for Bidders, Form of Bid Proposal, Form of Contract, Specifications, Forms of Bid Bond and other contract documents may be examined at the office of the Engineer, located at the 114 Venable Lane, Monroe, Louisiana 71203.
Copies may be obtained at the office of Denmon Engineering located at 114 Venable Lane, Monroe, Louisiana 71203, upon deposit of $100.00 for each set. Please mail all requests and deposits for plans to the mailing address, P.O. Box 8460, Monroe, Louisiana 71211. Deposits on the first set of documents furnished to bona fide prime bidders will be fully refunded upon return of the bid documents, if returned in good condition and not later than 10 days after receipt of bids. On other sets of documents furnished to bidders, the deposit less the actual cost of reproduction ($25.00) will be refunded upon return of the bid documents, if returned in good condition, and no later that 10 days after receipt of bids.
The owner reserves the right to reject any or all bids. The Owner shall not waiver the signing of: 1) the bid; 2) certificate of corporate principal and surety; 3) any addenda issued; and 4) bid bond which always must accompany the bid in the correct amount.
A corporate resolution authorizing a representative of the corporation to sign the bid must accompany the bid, if the bidder is a corporation. Such activities will be in accordance with Title 38 of the Louisiana Revised Statues.
Each Bidder must deposit with his/her bid, security in the amount, form and subject to the conditions provided in the Information for Bidders. Sureties used for obtaining bonds must appear as acceptable on the Department of Treasury Circular 570.
Attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3, Segregated Facilities, Section 109, Executive Order 11246, and all applicable laws and regulations of the Federal government and State of Louisiana and bonding and insurance requirements.
No Bidders may withdraw his/her bid within Sixty (60) days after the actual date of the opening thereof.
The Contractor shall begin mobilization and procurement of materials within ten (10) working days of the receipt of the Notice to Proceed.
The successful bidder will be required to execute the Owner’s Standard Form of Agreement/Contract for construction together with the Performance and Payment Bond within ten (10) working days after normal award of contract.

Minutes - Library Board of Control
July 30, 2008
The Franklin Parish Library Board met in a regular meeting on Wednesday, July 30, 2008 at noon. Luella Snyder, Board President, opened the meeting with board members, Addie Bolton, Bill Marioneaux, Jeannette Thompson and John Guice present. Ms. Addie Bolton led in prayer. The meeting opened with a presentation from Curtis Hilbun concerning the Imagination Library. After the presentation, John Guice moved that the library support this literacy effort in Franklin Parish. Ms. Addie Bolton seconded and all were in favor. Jeanette Thompson moved that the minutes from the last meeting be approved and Dr. Bill Marionneaux seconded and all were in favor. Ms. Arnold gave the statistical report for the second quarter and reported that circulation was up from the same quarter last year. Ms. Arnold then gave the financial statement for the quarter. While discussing the financial report for the quarter Ms. Arnold noted that additional funds in the materials budget would be needed to order new library cards for students using tutor.com. Mr. John Guice moved that $2,500 be moved to the materials budget from the personnel budget to accommodate the purchase of new cards and materials for the online tutoring program. Ms. Jeannette Thompson seconded and all were in favor. Ms. Addie Bolton moved that Mary J. Finley be hired again for the 2008-09 year. Ms. Jeanette Thompson seconded the motion and all were in favor. Mr. John Guice moved that Emily Arnold be put on the bank signature card and authorized to open and close accounts on behalf of the library as well as well named to the restricted list of users for the library credit card. Ms. Addie Bolton seconded and all were in favor. Ms. Arnold then discussed that State Aid for the 2008 year would total $26,634.78.
Ms. Arnold discussed other reports such as the Summer Reading Program which was a huge success. Ms. Arnold contributed the success to the Learning Center and to the hired performers. Ms. Arnold informed the board that the library would receive an Early Learning Station from the State Library. The Early Learning Station is a computer with over 200 educational games for children ages three to five. Ms. Arnold also reported to the board that she had been accepted into the Texas Woman’s University School of Library Science’s master’s degree program and would begin classes in the fall. Ms. Arnold also informed the board that the library would be receiving a visit from the Mid South Initiatives Program Representative on behalf of the Kellogg Foundation. The representative will observe library programs and the collection to report back to the foundation. The foundation will then disperse funds to improve library collections and programs.
Personnel issues were discussed under old business. Ms. Addie Bolton moved to clarify the board’s decision on additional leave time for years worked that was passed on April 25, 2007 to state that the same amount of carry over leave is still the same as before the April 25, 2007 decision. Mr. John Guice seconded the motion and all were in favor. Mr. John Guice moved that the board annul the attendance policy passed at the last meeting and replaced with the following policy: “Effective August 1, 2008, any employee receiving five or more tardies during one month, will receive a day of suspended pay.” Ms. Jeanette Thompson seconded and all were in favor. Mr. John Guice then summarized the Strategic Planning Session held on July 19, 2008 and moved that the policy regarding compensatory payment of wages be waived for the July 19, 2008 planning session. Ms. Jeannette Thompson seconded and all were in favor. Dr. Bill Marionneaux moved that the travel policy reflect the police jury policy of mileage reimbursement. The policy jury reimburses fifty-point- five cents per mile. Mr. John Guice seconded and all were in favor.
Under new business, a computer program for conducting an inventory of books and materials was discussed. Ms. Jeannette Thompson moved that the board not purchase a special software program for inventory management and use the Ecel spreadsheet program already on staff computers. Ms. Addie Bolton seconded and all were in favor. Ms. Arnold then discussed the live homework help program and the plans on promoting the program to the schools. Visits to each principal would be made and followed up with visits to pass out the special library cards. Also, plans for publicity were also discussed. Ms. Arnold then discussed policies regarding the Learning Center. Mr. John Guice moved that performers and authors be allowed to sell CD’s, books, and DVD’s at library sponsored programs as long as all transactions are conducted by the performer or author and not library staff. Dr. Bill Marionneaux seconded and all were in favor.
Ms. Arnold wrapped up the meeting with upcoming programs scheduled for the fall. There being no further business to discuss the meeting was adjourned. The next scheduled meeting will be October 29, 2008 at noon.
