Franklin Parish Police Jury
Regular Meeting/Public Hearing
November 13, 2008
The Franklin Parish Police Jury met in Regular Session following a Public Hearing on November 13, 2008 at 6:00 P.M. in the Police Jury Meeting Room, Courthouse Building, Winnsboro, Louisiana with the following Juror’s present: Honorable Harvey Guimbellot, Jackie Johnson, Ray Young, K.W. “Buddy” Parks, Ricky Campbell, and Troy Hendry.
Juror Leroy Scott was absent from the meeting.
Juror Johnson led the group in Prayer and the Pledge.
Motion by Campbell and seconded by Parks to approve the agenda. Unanimously approved
Motion by Campbell and seconded by Hendry to approve the minutes of October 9th, October 16th, October 21st, and October 31st, 2008 meetings. Unanimously approved
Public Hearing opened to hear any comments and or protest changing Powers Lane from a public to a private road. Dr. Gowan owns land adjacent to Powers Lane asked that the road be left public since this is how he can gain access to his land.
Motion by Parks and seconded by Young that Powers Land will continue to be a Public road. Unanimously approved
Motion by Campbell and seconded by Hendry approving the issuance, sale, and delivery of $86,042 of certificate of indebtedness series 2008 of Franklin Parish Fire Protection No., state of Louisiana. Unanimously approved
Carol P. Allison of the LSU Ag Extension Office gave Juror’s an update on crops in Franklin Parish and activities going on at the LSU Office.
Othelle Beard talked to Juror’s about a road problem. She asked the Jury if they would grade it. She was told by Greg that the road meet all the criteria and to talk to the other land owners about getting right-of-ways. Mr. John Parker, Right-of-Way Agent will go the land owners and ask them to sign the papers.
Horace Robinson thanked the Jury for their assistance in picking up debris from his residence from Hurricane Gustav.
Sharon McCall, Senior Counsel, Trainer, & Researcher of Resources and Fund Development L.L.C. for the State of Louisiana talked to Jurors about the children and Youth Planning Board.
She asked the Jury if they could set up an advisory board. Juror Johnson said he would like to would like to work with her on this Board.
Motion by Campbell and seconded by parks to appoint Jackie Johnson and Hugh Priest to serve on the RC & D Full Council for 2009. Unanimously approved
Discussion of Hospital Board members and having a Physician on the Board will be discussed at next meeting.
Motion by Young and seconded by Parks to adopt a resolution designating Guimbellot to act on half of Franklin Parish concerning Union Church Road project in all matters, including certifying request for state disbursement. Unanimously approved
Juror Johnson reported to the Jury the Cooler purchased by the Jury for the Franklin CDC Office is in use.
Motion by Parks and seconded by Campbell to increase Mary Smith’s salary to $8.58 per hour with no benefits. Unanimously approved
President Guimbellot talked about Buyout Program through the state for homes who have flooded more than two (2) years.
Motion by Johnson and seconded by Parks authorizing Mitch Reynolds, Director of Office of Homeland Security to handle mitigation for State Buyout Program. Unanimously approved
Motion by Johnson and seconded by Campbell to write letter of appreciation to Department of Wildlife and Fisheries thanking them for their help with litter/dumping problem in the Parish. Unanimously approved
President Guimbellot said that Scott Watson with Wildlife and Fisheries had issued several tickets to persons dumping.
Tammy Morgan talked to Juror’s about abandonment of property in the Ponderosa Subdivision.
Discussion
Motion by Campbell and seconded by Parks to advertise for a Public Hearing to the abandonment of Canyon Drive between lots 92 and 93 of the Ponderosa Subdivision. Unanimously approved
Superintendent Report: Motion by Parks and seconded by Campbell to participate in the Public Assistance Pilot Program through FEMA. Unanimously approved
Motion by Campbell and seconded by Hendry to place Union Church Road on Capital Improvement Program. Unanimously approved
Motion by Campbell and seconded by Hendry to approve October/November work schedule. Unanimously approved
Greg passed out to Juror’s a Project Worksheet Formulation Sheet for information purposes only and a letter from Stanley Notestine with FEMA.
Greg also discussed hiring workers for the road barn through the Workforce Office.
Treasurer Report: Sam talked to Juror’s about Computer system for the Assessor’s Office. The Assessor is asking the Jury to budget another $20,000 ($20,000 was already budget but was not used) for a total of $40,000.00 to upgrade the computer system in the office.
Motion by Campbell and seconded by Parks that Sam Wiggins, Treasurer will be group leader for Blue Cross Blue Shield of Louisiana. Unanimously approved
There being no further business to discuss, on a motion by Campbell and seconded by Johnson the meeting was unanimously adjourned.
