Those present were as follows: Mayor Mike Stephens, Clerk Diane Parker; Alderman Kay Dunaway, Leo Miller and Louis Ezell. Also present were Joann Evans, Bruce Lofton, Bill McLemore and citizens. WATER TANK MAINTENANCE GRANT: Mayor Stephens had three quotes for a generator for our water tank maintenance grant. Mayor Stephens stated that the money from the grant is not enough to purchase generator. Motion was made by Louis Ezell, seconded by Kay Dunaway to withdrawn the motion to purchase a generator, and to reconsider another item. Motion carried. WATER REPLACEMENT VALUES: Discussion was held. Motion was by Leo Miller, seconded by Kay Dunaway to use the water tank maintenance grant money to purchase two values and have installed. Motion carried. The Franklin Parish Police Jury met in regular session on the 9th day of October, 2008 at 6:00 P.M. in the Police Jury Meeting Room, Courthouse Building, Winnsboro, Louisiana with the following Jurors present: Honorable Harvey Guimbellot, Jackie Johnson, Ray Young, K.W. “Buddy” Parks, Ricky Campbell, and Troy Hendry. Juror Leroy Scott was absent from the meeting. Juror Ray Young led the group in Prayer and the Pledge. Motion by Parks and seconded by Hendry to approve the agenda. Unanimously approved Motion by Campbell and seconded by Parks to approve the minutes of September 9th, September 11th, September 16th, September 19th, and September 25th, 2008 meetings. Unanimously approved Motion by Young and seconded by Campbell and to adopt a resolution of Annual Certification of Compliance for Off-System Bridge Program. Unanimously approved Motion by Young and seconded by Hendry to adopt the established load limit for Parish Bridges to comply with Federal Bridge Program. Unanimously approved Motion by Campbell and seconded by Parks to advertise for a Public Hearing on changing Powers Lane from a public road to a private road. Unanimously approved Ginger Boutwell with LSU Ag Center Extension Office gave an update on what’s activities going on at LSU Ag Center. Horace Robinson talked to Jurors about debris dumpster from Hurricane Gustav. President said if Mr. Robinson would call when the dumpster is full, he will ask someone to come and pick it up. Leodis Norman talked to Jurors about the culverts being replaced in his subdivision with Asphalt. He said the asphalt lowers the value on the homes in the subdivision and asked that the Jury would concrete which was originally put there. Greg is check with FEMA to see if we could get help from them. Motion by Parks and seconded by Young to adopt a resolution providing for canvassing the returns and declaring the result of the special election held in the Parish of Franklin, State of Louisiana on Saturday, October 4, 2008, to authorize the levy of a Sales and Use tax therein. Unanimously approved Motion by Campbell and seconded by Johnson to adopt an ordinance providing for the continued levy within the Parish of Franklin, State of Louisiana of a one-half of one percent (1/2%) Sales and use tax at a special election held in the Parish on October 4, 2008. Unanimously approved Motion by Hendry and seconded by Parks to notify IBTS that their contract is under review and that it may or may not be renewed. Discussion between Jurors Juror Young said IBTS is performing a service that we need and we should keep them under contract. Jurors decided that the Personnel Committee would meet Friday, October 10, 2008 to discuss salary for Mitch Reynolds, Director of Office of Homeland Security. Motion by Campbell and seconded by Young to accept resignation of Ricky Robert on Fire District No. 2 Board and replace him with Johnny Trahern. Unanimously approved Motion by Young and seconded by Parks to advertise for Material and supplies for 2009. Unanimously approved Motion by Campbell and seconded by Young promulagating the returns of October 4, 2008 election. Unanimously approved Dale Stevenor with Delta Disposals told Jurors that Delta would donate 250 lids, wheels and axles to City of Winnsboro. Juror Johnson said that this was good gesture coming from Delta. Motion by Johnson and seconded by Parks to accept the gesture coming from Dale Stevenor with Delta Disposals donating 250 lids, wheels, and axles to the City of Winnsboro. Unanimously approved The Cooler for Franklin Parish CDC office will be discussed at the next meeting. Mosquito spraying has gone back to two (2) nights per week since the weather changed so no additional funding will be needed. Gene Grant with Wisner-Gilbert Community Center asked the Jury for assistance on filing in potholes at the Center. The center is located on the campus of the old Wisner-Gilbert School campus. Greg is to go to the Center and look at the potholes. Motion by Campbell and seconded by Johnson to approve Beer Permit for Braker’s Mini-Mart (Erwin J. Dilley new owner). All paperwork turned in . Unanimously approved Motion by Campbell and seconded by Hendry to re-appoint Don Brown, Myles Kiper, and Preston Mingo to the Franklin Parish Communication District for a four year term. Unanimously approved President Guimbellot talked to Jurors about the stealing 911 signs and setting a reward . Discussion Motion by Campbell and seconded by parks to offer a $500.00 reward for stealing 911 signs if arrested and convicted. Unanimously approved Under Superintendent Report: Greg reported to on damages from Hurricane Gustav. Five bridges were damaged at an estimated cost of $109,757.50. Road damage: 31 large drainage culverts at a cost of $93,339.00. Two hundred five roads were damaged at an estimated cost of $2,050,000.00 at this time. He also stated that damage reports were still coming in. Greg read a letter from McManus Engineering. Diamond B asking to be let out of their contract. Motion by Campbell and seconded by Hendry to authorize Greg to hire more contractors once the project officers from FEMA get here. Unanimously approved Treasurer’s Report: None Juror Johnson said “for the record this is no time to be without a Treasurer Report. There is too much going on right now for this Jury to be able to operate without a Treasurer report.” Personnel Committee Report: Motion by Campbell and seconded by Parks that Robert Lemos and Percy Green employee status would be changed from temporary to permanent employees with benefits and increase their salaries to $9.00 per hour. Unanimously approved Motion by Hendry and seconded by Parks that Perry S. Risinger who is on Work Release Program hourly rate will be increased to $10.00 per hour (Operator’s Pay). Unanimously approved Motion by Campbell and seconded by Johnson that Roberto Lopez would be hired as regular full time employee at $9.00 per hour with benefits with a 6 month probationary period. Unanimously approved. Old Business: Motion by Campbell and seconded by Parks to appoint Brenton Woods to Fire District No. 3 Board. Unanimously approved New Business: Jurors Johnson and Hendry met with Doyle Robinson, Director of Delta Regional Authority/Renewal Communities and talked about getting a Parish meeting facility. Doyle said if the Jury could come up with any capital, he will try to get matching funds ($450,000.00 Capital Outlay funds). The Franklin Parish Police Jury met in special session on this 16th day of October, 2008 at 6:00 P.M. in the Police Jury meeting room, Courthouse Building, Winnsboro, Louisiana with the following members present: Honorable Harvey Guimbellot, Jackie Johnson, Ray Young, Leroy Scott, K.W. ‘Buddy” Parks, and Troy Hendry. Juror Scott led the group in Prayer and the Pledge. Motion by Campbell and sectioned by Parks to approve the agenda. Unanimously approved Mitch Reynolds spoke to Jurors concerning his salary. He said there is a grant for $46,875 of which he is asking for $40,040 per year @ $19.25 per hour. There is $890.00 is in kind matching. The Sheriff’s office is matching this by providing him with an office, telephone, internet, and furniture. He also has a truck (with insurance and maintenance taken care of). There is also a grant for $34,840 which fuel is paid for. Mitch also gave Jurors an update on FEMA - Public Assistance. FEMA has 1248 claims in Public Assistance with calls still coming in. He is to notify the media that FEMA is coming back to Winnsboro October 20-24, 2008. Motion by Johnson and seconded by Campbell that Mitch Reynolds, Director of Office of Homeland Security salary will be $40,040 per year at $19.25 per hour at no cost to the Franklin Parish Police Jury and salary should start from September 11, 2008 the date of hire. Unanimously approved Juror Hendry as member of Personnel Committee addressed the Jurors concerning the situation with the Treasurer. He said the Treasurer needed to have a better knowledge of his job and also of the budget. Juror Hendry said the Auditor was available to help him. Juror Johnson said he had some areas of concern also. He said the books are in bad shape and the bank statements have not been reconciled since April. We don’t know where we stand financially. Discussion - Question asked if Auditor was called in to work with Treasurer. Jurors Young and Scott said there was not enough information for them to make a decision. Motion by Young and seconded by Scott to extend probation period three (3) months and ask Auditor to come in and work with Treasurer and if this doesnít work to take the next step. Yeas: Young, Scott, and Campbell Nays: Johnson, Parks, Hendry, and Guimbellot Motion failed. Juror Johnson offered a substitute motion: Motion by Johnson and seconded by Hendry not to extend six (6) months probation period. Yeas: Johnson, Parks, Hendy, and Guimbellot Nays: Young, Scott, and Campbell Motion passed. The Franklin Parish Police Jury met in special session on this 21st day of October, 2008 at 7:00 P.M. in the Police Jury Meeting room, Courthouse Building, Winnsboro, Louisiana with the following Jurors present: Honorable Harvey Guimbellot, Jackie Jackson, Leroy Scott, K.W. “Buddy” Parks, and Troy Hendry. Jurors Ray Young and Ricky Campbell were absent. Juror Leroy Scott led the group in Prayer and the Pledge. Motion by Parks and seconded by Hendry to approve the agenda. President Guimbellot said that JoAnna Hutchinson, Auditor said that we could go back to the previous applicants who had applied for Treasurer’s position since this was under probation period. Juror Johnson said at the meeting of October 2008, the motion stated to advertise for Treasurer position and not extend probation period. Juror Johnson said the Treasurer actually was not terminated. Juror Hendry said Sam Wiggins was a finalist when the last Treasurer was hired. Hendry said the recommendation of the Personnel Committee is to hire Sam Wiggins. Juror Scott said “for the record due to the situation and circumstances, time is of the essence for record keeping and financial matters. Juror Hendry said we need someone now. Motion by Johnson and seconded by Parks to waive advertising of Treasurer position and terminate Larry Clark, Treasurer. Unanimously approved Motion by Hendry and seconded by Scott to hire Sam Wiggins as Treasurer at $15.00 per hour with a six (6) month probationary period. Unanimously approved Juror Scott said “when we hire a new employee we should not put pressure on the employee and expect the employee to solve all of our problems overnight. He said the employee should be in a relaxed atmosphere.
