The Mayor and Council of the Village of Baskin met in a special session on Thursday, October 23, 2008 at 6:30 p.m. at the Village of Baskin Town Hall.
Present: Mayor Billy Joe Cupp and Council Members Wanda Carroll, Larry LaBorde and Mike Ballard.

There being a quorum the meeting was called to order.
Pledge of Allegiance and prayer were led by Mayor Billy Joe Cupp.

Appoint Chief of Police to serve until Special Election.
Mayor Billy Joe Cupp announced the decision to appoint Danny Barber as the Chief of Police for Baskin Police Department until the special election. Larry LaBorde made a motion. Wanda Carroll seconded. 2 yeas 1 nay. 0 absent.

VILLAGE OF BASKIN
PROCLAMATION
WHEREAS, the Village of Baskin has received official notification from the Louisiana Secretary of State of the resignation of the Chief of Police of the Village of Baskin, effective October 14, 2008.
WHEREAS, the resignation has created a vacancy in the Village of Baskin and the unexpired term of office in which the said vacancy exists will end on December 31, 2010 and exceeds one year.
NOW THEREFORE, the Village of Baskin does hereby issue this Proclamation pursuant to LSA-R.S. 18:692(E)(2) ordering a special election to fill the said vacancy in the Village of Baskin for the remainder of the unexpired term as follows:
(1) The Special Primary Election shall be held on Saturday, April 4, 2009;
and
(2) The Special General Election shall be held on Saturday, May 2, 2009.
The dates for qualifying for the candidates in the Special Election shall be February 11th, 12th, and 13th, 2009.
This Proclamation shall be published in the official journal of the Village of Baskin and a copy thereof shall be sent by certified or registered mail to the Louisiana Secretary of State as required by law.

Is applying to the injection and Mining Division of the Office of Conservation for a permit to dispose of produced fluids generated from brine mining operations by means of 7 saltwater disposal wells, which are identified as TCF SWD Well No 1, 2, 4, 5 and J.W. SWD 1, 2, 3 with the injection interval at an approximate depth of 1,200 ft to 4,300 ft. The well locations are in Section 7 (1 Well), Section 8 (2 wells), Section 19 (3 Wells), and Section 20 (1 Well), Township 12N, Range 7E, Turkey Creek West Field, Franklin Parish, Louisiana.
All interested parties are hereby given an opportunity to submit written comments no later than fifteen (15) days from the day of publication. Identify the well(s) when corresponding. Direct comments to
