Franklin Parish Police Jury
Regular Meeting
September 11, 2008 @ 6:00 P.M.
The Franklin Parish Police Jury met in Regular Session on this 11th day of September of 2008 at the Police Jury Meeting Room, Courthouse Building, Winnsboro, Louisiana with the following members present: Honorable Harvey Guimbellot, Jackie Johnson, Ray Young, Leroy Scott, K.W. “Buddy” Parks, and Troy Hendry.
Juror Ricky Campbell was absent from the meeting.
Juror Leroy Scott led the group in Prayer and the Pledge.
Motion by Parks and seconded by Johnson to approve the agenda. Unanimously approved
Motion by Parks and seconded by Hendry to approve the minutes of August 14, 2008 minutes. Unanimously approved
J. W. Dean, Assessor appeared before the Jury to discuss review of 2008 assessments.
Motion by Young and seconded by Scott to certify 2008 assessments for Board of Review. Unanimously approved
Motion by Young and seconded by Parks to open public hearing to adopt the millage rates for the 2008 tax year. Unanimously approved
Motion by Parks and seconded by Scott to adopt 2008 millage rates. Yeas: Guimbellot, Johnson, Young, Scott, Parks, Hendry Nays: None Absent: Ricky Campbell
Motion by Young and seconded by Parks to send letter of Appreciation and plaque to J.W. Unanimously approved
Carol Pinnell-Alison gave an update on activities for LSU extension office.
President Guimbellot said that sand bags and poly-pipe were given out at Wisner, Gilbert, Baskin, and Winnsboro police stations.
Motion by Young and seconded by Johnson to adopt resolutions through capital outlay request on the following: Looney Canal, Union Church Road improvements, Turkey Creek Dam improvements, Parish Complex/Public Works Building, and Courthouse renovations.
Kathy Wallace of Hendrix Road spoke to the Jury about some drainage and potholes concerns. Greg is to go out and check on this matter.
Motion by Young and seconded by Hendry to adopt resolution for F.D. #2 to purchase a Fire truck. Unanimously approved
Motion by Young and seconded by Scott to accept with regrets the resignation of Bill Mulkey, Director of Office of Homeland Security Emergency Preparedness. Unanimously approved
Sheriff Steve Pylant appeared before Jurors asking them to appoint Mitch Reynolds as Director.
He said that Mitch has been working with Bill closely before and during Hurricane Gustav. He asked to make the appointment immediately since Mitch is already certified.
Motion by Young and seconded by Johnson to appoint Mitch Reynolds interim Director of the Office of Homeland Security Emergency Preparedness.
Ricky Folds appeared before the Jury to discuss a Drainage Canal on Hawsey Road. He had a petition of 146 names.
Motion by Parks and seconded by Johnson to ask D.A. David Doughty to send letter to Pete Guimbellot. Unanimously approved
Juror Scott asked that the office staff would get a list of names of all disabled and elderly persons in the Franklin Parish. In case of another Hurricane the list would be used to help these persons first.
Greg Blount and Larry Walters of IBTS appeared before the Jury to address some concerns of Jurors and citizens. No citizens were here to talk to Greg or Larry about their issues. Greg said that IBTS fees were going down. They will start charging $900.00 for a house 4000 square feet and smaller. Larry Walters talked to the Jurors about what he does when he goes out to do an inspection. Representative Ellington talked to Greg and Larry about the fees also. (Discussion)
Representative Ellington and Senator Riser talked to Jurors briefly about getting Turkey Creek Dam fixed. They said that the Jury should apply for Capital Outlay funding by the end of October.
Under Superintendent Report: Greg read a request from the Village of Gilbert asking for assistance with some of their streets. President said we would help them as time permits. Greg also noted that 250 parish roads were under water, 10 culverts washed out, 20 trees were removed from roads, 6 bridges were closed and 1200 tons of sand was used for sand bagging after Hurricane Gustav. There was also a request from the State asking the Jury to send a letter of no objection to the State on burning behind the Chase barn. He also said that FEMA will be here in two or three weeks.
Under Treasurer’s Report: Larry handed out a financial statement to Jurors.
Under Personnel Committee Report: Motion by Johnson and seconded by Hendry to advertise for a Truck Driver. Unanimously approved
Motion by Hendry and seconded by Johnson to hire David Barton on Work Release as a Beaver Trapper helper at $6.55 per hour. Unanimously approved
Greg also talked about hiring contractors for emergency and permanent repairs.
There being no further business to discuss, in a motion by Young and seconded by Parks the meeting was unanimously adjourned.

Special Meeting
September 16, 2008 @ 6:00 P.M.
The Franklin Parish Police Jury met in Special session on this the 16th day of September, 2008 at 6:00 P.M. in the Police Jury Meeting Room, Courthouse Building, Winnsboro, Louisiana with the following members present: Honorable Harvey Guimbellot, Jackie Johnson, K.W. “Buddy” Parks, Ricky Campbell and Troy Hendry.
Jurors Ray Young and Leroy Scott were absent from the meeting.
Juror Jackie Johnson led the group in Prayer and the Pledge.
Motion by Campbell and seconded by Hendry to approve the agenda. Unanimously approved
Motion by Johnson and seconded by Parks to appoint Mitchell Reynolds as Director of Franklin Parish Office of Homeland Security Emergency Preparedness and member of Region 8 Board of Directors. Unanimously approved
Motion by Campbell and seconded by Parks to increase the mosquito fund by $21,000. Unanimously approved (This money is to be taken from Health Unit Fund.)
Motion by Campbell and seconded by Parks to $110,000 from Capital Improvements fund and place in Road and Bridge Budget in fuel, oil, tires, gravel , dirt hauling and Maintenance and Repair. Unanimously approved
There being no further business to discuss, on a motion by Campbell and seconded by Parks the meeting was unanimously approved adjourned.

Special Meeting
September 19, 2008 @ 6:00 P.M.
The Franklin Parish Police Jury met in Special session on this 19th day of September, 2008 at 6:00 P.M. in the Police Jury meeting room, Courthouse Building, Winnsboro, Louisiana with the following members present: Honorable Harvey Guimbellot, Jackie Johnson, Ray Young, and Leroy Scott.
Juror K.W. “Buddy” Parks entered at 6:10 P.M.
Jurors Ricky Campbell and Troy Hendry were absent from the meeting.
Juror Leroy Scott led group in Prayer and Pledge.
Motion by Johnson and seconded by Young to approve the agenda. Unanimously approved
Greg talked to Cole Church of Ouachita Parish about the Mosquito Abatement Program. Church suggested spraying over the heavily populated areas in Baskin, Crowville, Gilbert, Winnsboro, and Wisner which would be approximately 18,000 acres at $1.79 per acre. There was discussion among the Jurors as to how beneficial this one time spraying would be. Juror Johnson said he would take $1700.00 from Park Fund and Juror Scott would take $4000 from his Park fund to use with aerial spraying. More discussion from Jurors.
Motion by Scott to pursue Abatement Program as Greg presented from Cole Church of Ouachita Parish and add Fort Necessity, Liddieville areas. Motion died from lack of second
It was determined that aerial spraying would be very costly.
Motion by Young and seconded by Parks to continue to do what we are doing now and check into adding more trucks. Yays: Young, Parks, Johnson Nays: Scott
Juror Scott said he was not opposing mosquito spraying we should attack spraying by airplane (aerial spraying) as stated and continue our road service maintenance by spraying with the trucks in the past and air attack.
Greg presented Jurors with three (3) quotes from area dealers on truck for James Killian. Juror Scott said that Greg should go back and get another quote from Sam’s Used Cars and Trucks on some later model trucks. Juror Young said if you let Sam’s give another quote then you should get new quotes from other dealers also. Discussion among Jurors.
Motion by Scott and seconded by Johnson to go back and let Sam’s used Cars and Trucks and get a later model truck
Yea’s: Scott, Johnson Nays: Young, Parks Motion failed
Jurors then asked Greg for his recommendation. Greg recommended buying 2005 Ford F-350 4 x 4 for $13,500. He said that James Killian liked the truck also.
Motion by Young and seconded by Scott to take Greg’s recommendation on buying 2005 Ford F-350 4 x 4 from White Ford for $13,500. Unanimously approved
On a motion by Young and seconded by Guimbellot the meeting was unanimously approved adjourned.

September 25, 2008 @ 6:30 P.M.
The Franklin Parish Police Jury met in Special Session on this 25th day of September , 2008 at 6:30 P.M. in the Police Jury Meeting Room, Courthouse Building, Winnsboro, Louisiana with the following members present: Honorable Harvey Guimbellot, Jackie Johnson, Ray Young, Leroy Scott, and Troy Hendry.
Jurors K.W. “Buddy” Parks and Ricky Campbell were absent from this meeting.
Juror Scott led the group in Prayer and the Pledge.
Motion by Hendry and seconded by Young to approve the agenda. Unanimously approved
Larry Clark, Treasurer talked to Jurors about amending road and bridge budget. There was discussion among Jurors about taking the funds from Capital Improvement. Greg said that there were three (3) roads on Chip Seal List Curtis Traxler, Bush Road, and McElwee Loop and to leave enough money to do these roads.
Motion by Young and seconded by Hendry to take $49,412.00 from Contract Labor and $50,000.00 from Capital Improvement to purchase gravel.
There being no further business to discuss on a motion by Young and seconded by Hendry the meeting was unanimously adjourned.

BID NOTICE
Sealed bids shall be received at the office of the Board of Commissioners of the Tensas Basin Levee District, P.O. Box 68, Rayville, La. 71295 and 708 Julia Street, Suite 101B, Courthouse Building, Rayville, La., until 4:00 p.m., November 10, 2008 and 505 District Drive, Monroe, La. 71202-6862 until 9:30 a.m., November 11, 2008, at which time bids shall be publicly opened and read aloud for surface leasing for a period commencing November 11, 2008 and ending April 01, 2013 for hunting rights on the following described property:
FRANKLIN PARISH, LOUISIANA, Tract #9
N 1/2 of NW 1/4, Section 31, Township 13 North, Range 9 East
Containing 80 acres more or less.
Ten percent (10%) term consideration must accompany each bid in the form of a Cashier’s Check or Money Order and will be subject to forfeiture for failure to comply with bid. Neither cash nor personal check will be accepted. A MINIMUM BID OF $10.00 PER ACRE IS REQUIRED. ALL BIDS OF A LESSER AMOUNT SHALL BE REJECTED.
