LEGAL MINUTES
The Town Council of Wisner met for a special called meeting on Monday, September 22, 2008 at 5:00 p.m. at the Wisner Town Hall.
Present: Mayor Allyn Jean Luckett, Thomas Lemle, Marc McCarty, Nettie B. Brown and Bobby Blount.
Absent: Thomas Moore.
Also present: Town Clerk.
There being a quorum the meeting was called to order by Mayor Luckett.
The invocation was led by Marc McCarty.
The Pledge of Allegiance was led by Thomas Lemle.
Order of Business:
Nettie B. Brown introduced a Bond Ordinance authorizing the issuance of $367,000 of Water Revenue Bonds, Series 2008 of the Town of Wisner, State of Louisiana.
Motion was made by Thomas Lemle to accept the Bond Ordinance.
Marc McCarty seconded. Motion carried.
Thomas Lemle made a motion to adjourn meeting. Marc McCarty seconded. Motion carried.

An ordinance authorizing the issuance of Three Hundred Sixty-Seven Thousand Dollars ($367,000) of Water Revenue Bonds, Series 2008, of the Town of Wisner, State of Louisiana, prescribing the form, fixing the details and providing for the payment thereof, confirming the sale thereof and entering into certain other convenants and agreements in connection with the security and payment of said Bonds; and providing for other related matters.”

Pursuant to the provisions of a resolution adopted by the Mayor and City Council of the City of Winnsboro, Parish of Franklin, State of Louisiana (the “Governing Authority”) acting as the governing authority of the City of Winnsboro, Parish of Franklin, State of Louisiana (the “City”) on July 21, 2008, NOTICE IS HEREBY GIVEN that a special election will be held within the City on TUESDAY, NOVEMBER 4, 2008, and that at the said election there will be submitted to all registered voters in the City qualified and entitled to vote at the said election under the Constitution and Laws of the State of Louisiana and the Constitution of the United States, the following proposition, to-wit:

Tax), to be dedicated and used for such lawful purposes as
determined by the Governing Authority of the City including without
limitation, support of the General Fund of the City, and for further
authority to fund a portion of the avails of the Tax into Bonds in the
manner provided by law. It is estimated (as of the date of this
proposition) that the amount reasonably expected to be collected from
the levy of the Tax for the first year will be approximately $628,000.
The said special election will be held at the following polling places situated within the City, which polls will open at six o’clock (6:00) a.m., and close at eight o’clock (8:00) p.m., in accordance with the provisions of La. R.S. 18:541, to-wit:

ADVERTISEMENT FOR BIDS
The Department of State, Secretary of State Jay Dardenne is proposing to contract for the drayage or hauling of voting machines and related election material in and for the parish of Franklin, and will receive sealed bids thereon until 2:00 p.m. Central Standard Time, November 12, 2008. All interested parties may obtain a bid package in writing to the Department of State, attention: Dennise Nastasia, P.O. Bid packages will be available beginning October 20, 2008.
The contract shall be for a primary term beginning January 1, 2009 and ending December 31, 2009, and shall contain an option to renew for an additional 12 to 24 month period at the same prices, terms and conditions.

REGULAR MEETING
Thursday, Sept. 11, 2008
The Village of Gilbert Mayor and Board of Alderman met in regular session on Thursday, September 11, 2008 at 6:30 p.m., at the Gilbert City Hall.
Those present were as follows: Mayor Mike Stephens, Clerk Diane Parker, Alderman Kay Dunaway, Leo Miller and Louis Ezell. Also present were Bruce Lofton, Brian Goodman, and Chief Ty Britt.
Absent was Asst., Clerk Joann Evans.
CALL TO ORDER:
Mayor Mike Stephens called the meeting to order. Leo Miller led in opening prayer. Diane Parker led in the pledge of allegiance.
AMEND AGENDA:
Motion made by Louis Ezell, seconded by Leo Miller to amend agenda to allow Mr. J. W. Dean and Mr. Rod Elrod with the Tax Assessor Office to discuss adopting the mileage rate for tax year 2008. Motion carried.
Motion made by Louis Ezell, seconded by Leo Miller to adopt the mileage rate resolution for the tax year 2008. Motion carried.
MINUTES:
Motion made by Kay Dunaway, seconded by Leo Miller to accept the minutes as presented. Motion carried.
FINANCIAL DOCUMENTS:
Motion made by Louis Ezell, seconded by Leo Miller to accept the financial documents as presented. Motion carried.
PAY MONTHLY BILLS:
Motion made by Kay Dunaway, seconded by Leo Miller to pay the monthly bills. Motion carried.
FIRE DEPARTMENT:
Brian Goodman gave monthly report.
PUBLIC WORKS DEPARTMENT:
Bruce Lofton gave monthly report.
POLICE DEPARTMENT:
Chief Ty Britt gave monthly report. On a recommendation from Chief Britt to purchase a copy machine for the police department, motion made by Louis Ezell, seconded by Leo Miller to purchase a copy machine. Motion carried.
OLD BUSINESS:
DISCUSS PROCEDURE BUYING W.G. ARNOLD BUILDING:
Discuss procedure in buying building from W.G. Arnold. Discussion held on purchasing shop owned by W.G. Arnold. Motion by Louis Ezell, seconded by Kay Dunaway to start procedure in purchasing. A certificate of deposit will be used as a partial payment with LGAP Grant used as final payment. Council also approved to start all legal procedure allowing Mayor Stephens to sign and begin procedures. Motion carried.
NEW BUSINESS:
INTRODUCE ORD. #305 POLICE FINES:
Discussion was held. Mayor introduced Ord. #305 to increase speeding fines. A public hearing will be held on October 9, 2008, to adopt said ordinance.
DISCUSS CLERK SCHOOL IN OCTOBER:
Discussion was held. Motion made by Louis Ezell, seconded by Leo Miller for the clerk to attend the LMA clerk school in October. Motion carried.
DISCUSS THE NEED FOR 911 NUMBERS ON HOUSES:
Mayor stated he noticed several houses in Gilbert had no 911 numbers. We want people to understand this is very important not only in disaster register but on all emergency calls. Please check to see if your 911 number is visible from streets, if not please make sure that it is.
DISCUSS PURCHASE OF A 2 WHEEL TRAILER:
Discussion was held. Motion made by Louis Ezell, seconded by Kay Dunaway for Mayor Stephens to check on prices and purchase a trailer. Motion carried.
AMEND BUDGET 2008-2009:
Motion made by Louis Ezell, seconded by Leo Miller to amend the 2008-2009 budget. Motion carried.
