The Franklin Parish School Board met for its regular scheduled meeting on Monday, August 4, 2008 at 5:30 p.m. in the Franklin Parish School Board Complex board room.
Present for the meeting were Mrs. Louise Johnson, Mr. Tim Eubanks, Mrs. Dorothy Brown, Mr. Eddie Ray Bryan, Mr. Ronnie Hatton, Mr. Jesse Young and Mr. Richard Kelly.
No board members was absent from the meeting.
President Eddie Ray Bryan called the meeting to order, Chaplain Richard Kelly led in prayer and President Bryan led in the Pledge of Allegiance.

AGRICULTURE EXTENSION OFFICE SPEAKER
Ms. Carol Pinnell-Alison gave an update on the projects and activities of the Agriculture Extension Office.
EDITH OLIVER, DAY TO DAY SUBSTITUTE TEACHER
Ms. Edith Oliver spoke to the Board on a pay increase for day to day substitute teachers. Ms. Oliver said that the day to day substitute teachers do the same work as regular teachers. The day to day substitutes are requesting more pay, sick days, benefits, etc. President Bryan asked Ms. Oliver to attend an agenda meeting to discuss this issue.

BE IT ORDAINED, ETC., that the Franklin Parish School Board approve the resolution providing for canvassing the returns and declaring the result of the special election held in Franklin Parish School District of the Parish of Franklin State of Louisiana, on Saturday, July 19, 2008, to authorize the continuation of a special tax therein.
RESOLUTION
A resolution providing for canvassing the returns and declaring the result of the special election held in Franklin Parish School District of the Parish of Franklin State of Louisiana, on Saturday, July 19, 2008, to authorize the continuation of a special tax therein.
BE IT RESOLVED by the Parish School Board of the Parish of Franklin, State of Louisiana (the “Governing Authority”), acting as the governing authority of the Parish of Franklin, State of Louisiana, that:
SECTION 1. Canvass. This Governing Authority does now proceed in open and public session to examine the official tabulations of votes cast at the special election held in the Parish of Franklin, State of Louisiana, on SATURDAY, JULY 19, 2008, to authorize the continuation of a special tax therein, and said Governing Authority does further proceed to examine and canvass the returns and declare the result of the special election.
SECTION 2. Proces Verbal. A Proces Verbal of the canvass of the returns of said election shall be made and a certified copy thereof shall be forwarded to the Secretary of State, Baton Rouge, Louisiana, who shall record the same in his office; another certified copy thereof shall be forwarded to the Clerk of Court and Ex-Officio Recorder of Mortgages in and for the Parish of Franklin, who shall record the same in the Mortgage Records of said Parish; and another copy thereof shall be retained in the archives of this Governing Authority.
SECTION 3. Promulgation of Election Result. The result of said election shall be promulgated by publication in the manner provided by law.
This resolution having been submitted to a vote, the vote thereon was as follows:

PROCES VERBAL AND PROCLAMATION OF THE CANVASS OF THE VOTES CAST AT THE SPECIAL ELECTION HELD IN THE PARISH OF FRANKLIN, STATE OF LOUISIANA, ON SATURDAY, JULY 19, 2008.
BE IT KNOWN AND REMEMBERED that on Monday, August 4, 2008, at five-thirty o’clock (5:30) p.m., at its regular meeting place, the Franklin Parish School Board Office, Winnsboro, Louisiana, the Parish School Board of the Parish of Franklin, State of Louisiana (the “Governing Authority”), acting as the governing authority of the Parish of Franklin, State of Louisiana (the “Parish”), and being the authority ordering the special election held therein on Saturday, July 19, 2008, with the following members present:

Shall Franklin Parish School District of the Parish of Franklin, State of Louisiana (the “District”), levy a special tax of four and forty-five hundredths (4.45) mills on all property subject to taxation in the District for a period of ten (10) years, beginning with the year 2009 and ending with the year 2018 (an estimated $239,940 reasonably expected at this time to be collected from the levy of the tax for an entire year) for the purpose of giving additional aid and support to the public schools of the District?

The polling places above specified being the only polling places designated at which to hold the said election, it was therefore shown that there was a total of 684 votes cast IN FAVOR OF the Proposition and a total of 435 votes cast AGAINST the Proposition, as hereinabove set forth, and that there was a majority of 249 votes cast IN FAVOR OF the Proposition as hereinabove set forth.
Therefore, the Governing Authority did declare and proclaim and does hereby declare and proclaim in open and public session that the Proposition as hereinabove set forth was duly CARRIED by a majority of the votes cast by the qualified electors voting at the said special election held in the Parish on Saturday, July 19, 2008.

I, the undersigned President of the Parish School Board of the Parish of Franklin, State of Louisiana, the governing authority of the Parish of Franklin, State of Louisiana (the “Parish”), do hereby declare, proclaim and announce that the proposition submitted at the special election held in the Parish on Saturday, July 19, 2008, was CARRIED by a majority of the votes cast at the said special election, all as described and set out in the above Proce?s Verbal.

MOTION TO CONSIDER UPDATE ON DEPOSITORY OF FUNDS POLICY
ORDINANCE # 2008-08-0007
BE IT ORDAINED, ETC., that the Franklin Parish School Board approve the updates of Depository of Funds Policy.
DEPOSITORY OF FUNDS
The School Board shall select a depository every two years and may extend for another which shall provide the most efficient and otherwise desirable services for the Board. Selection of the official depository shall be in accordance with statutory provisions. All funds of the Board shall be deposited to the account(s) of the Board in the official depository.
All monies retained in school buildings shall be safeguarded in secure areas at all times. However, the Board shall not assume responsibility for funds lost in a school. The Board shall require that school funds be deposited within 3 days.

MOTION TO APPROVE UPDATE ON PAYROLL PROCEDURES POLICY
ORDINANCE # 2008-08-0008
BE IT ORDAINED, ETC., that the Franklin Parish School Board approve the update on Payroll Procedures Policy.
PAYROLL PROCEDURES
Salaries for professional personnel shall be paid according to the salary schedule established by the State Board of Education plus added increments established by the Board. All other employees shall be paid according to a salary schedule formulated by the Board. Such a schedule shall take into consideration skill level and years of experience.
The pay period for regular employees shall be the 1st day of each calendar month to the last day of the calendar month. The pay day for regular employees shall be the 25th day of each calendar month or the last working day of the calendar month. If the 25th of the month falls on a weekend, direct deposits will be made the Friday before the weekend. Manual checks shall be issued or mailed the following Monday. In the case of holidays, pay day will be scheduled for the last working day before the scheduled days off. Direct deposits will be that day and checks will be mailed that day.
The pay period for substitutes and other extra pay will be the 15th of each month. If the 15th of the month falls on a weekend, direct deposits shall be made the Friday before the weekend. Manual checks shall be issued or mailed the following Monday. In the case of holidays, pay day will be scheduled for the last working day before the scheduled days off. Direct deposits will be that day and checks will be mailed that day.

MOTION TO APPROVE FACILITY USE AGREEMENT POLICY

BE IT ORDAINED, ETC., that the Franklin Parish School Board approve the update on the Facility use Agreement Policy.
FACILITY USE AGREEMENT
We the undersigned, make this formal request for permission to use __(school)______ at(address)___, for the following dates: ____(dates)___.
We understand that our use of these facilities could be burdensome to the Franklin Parish School Board in the form of electrical cost, costs of cleaning-up or repair, potential property damage to school facilities, and potential liability exposure should someone be injured during our use of the said facilities and in accordance therewith, and for the use of the said facilities, we hereby agree as follows:
We will and do hereby deposit the Franklin Parish School Board the sum of $_____ which amount shall be retained by the said School Board as reimbursement for electrical costs and cleaning of facilities.
We will and do hereby deposit with the Franklin Parish School Board an additional sum of $_____ which amount shall be retained by the School Board only if the undersigned leave facility used, in as good condition as when received by the undersigned. The undersigned expressly understand that the deposit amount shall not be the extent of their liability should there be property damage to the premises which is occasioned through their use, fault, or negligence.
A certificate of insurance will be provided before use of facility and we will and do hereby agree to hold the Board, its members, and the school district free from any liability, injury or property damage of any sort that may arise while the facilities are being leased and used for the period of time and under the terms of this agreement.
Physical possession of the facilities shall be delivered to the undersigned meeting and supplying the above requisites. A the termination of the use hereof, the undersigned shall return possession to the Franklin Parish School Board, and shall be entitled to the remaining deposit under Number 2 above once the premises have been inspected and have been found in good and orderly condition.
By signing hereto, both the undersigned person desiring use of the premises and the Franklin Parish School Board do bind themselves tothe terms of this agreement.
Thus done and signed in Winnsboro, Louisiana, on this the ____ day of ______, 20__, before me, the undersigned authority, and the witnesses.

MOTION TO CONSIDER GETTING APPRAISAL FOR SALE OF OGDEN SCHOOL
Motion was made my Mrs. Louise Johnson and seconded by Mr. Jesse Young. This Motion was discussed at length. Dr. Johnson said we would check the minute book to see how the original property reverts back to the original land owner.

BE IT ORDAINED, ETC., that the Franklin Parish School Board table the motion until next meeting about the sale of Ogden School.

SUPERINTENDENT’S REPORT
Dr. Lanny Johnson reported on the progress of renovations at Franklin Parish High School. Principals will be picking out colors for the restroom renovations. Crowville School renovations will be starting soon. Dr. Johnson said he was impressed with the contractors and the work they are doing. Contract has been signed for Crowville School work, construction should be starting in a couple of weeks.
PRESIDENT’S REPORT
President Bryan reported on transfer students that are majority to minority are providing their own transportation and he is requesting looking at the possibility of bus transportation for these students. President Bryan asked about health code in the restroom renovations.
Mr. Jesse Young made the motion and seconded by Mr. Richard Kelly to approve personnel matters. Mrs. Louise Johnson wanted to take instructional and support matters separately. Mr. Jesse Young withdrew his motion.

The Franklin Parish School Board met for its regular scheduled agenda meeting on Monday, August 25, 2008 at 6:10 p.m. in the Franklin Parish School Board Complex conference room.
Present for the meeting were Mr. Tim Eubanks, Mrs. Dorothy Brown, Mr. Eddie Ray Bryan, Mr. Ronnie Hatton, and Mr. Jesse Young.

EXECUTIVE ORDER NO. BJ 08 - 85
Postponement of Primary and Proposition Elections for Certain Parishes
WHEREAS, “in order to ensure maximum citizen participation in the electoral process and provide a safe and orderly procedure for persons seeking to qualify or exercise their right to vote, to minimize to whatever degree possible a person’s exposure to danger during declared states of emergency, and to protect the integrity of the electoral process,” the Louisiana Legislature enacted R.S. 18:401.1 to provide “a procedure for the emergency suspension or delay and rescheduling of qualifying, early voting, and elections”; and
WHEREAS, on September 2,2008, pursuant to the provisions of R.S. 18:401.1 (B), the Secretary of State certified to the Governor that as a result of Hurricane Gustava state of emergency exists in the parishes of Allen, Avoyelles, Beauregard, Bienville, Bossier, Caddo, Caldwell, Catahoula, Claiborne, Concordia, DeSoto, East Carroll, Evangeline, Franklin, Grant, Iberville, Jackson, Jefferson, LaSalle, Lincoln, Madison, Morehouse, Natchitoches, Orleans, Ouachita, Pointe Coupee, Rapides, Red River, Richland, Sabine, St. Charles, St. Landry, St. Tammany, Tangipahoa, Tensas, Union, Vernon, Washington, Webster, West Carroll, and Winn, and recommends that the primary and proposition elections to be held on Saturday, September 6, 2008, be delayed until such time as may be rescheduled in those parishes;
NOW THEREFORE I, Bobby Jindal, Governor of the state of Louisiana, by virtue of the authority vested by the Constitution and laws of the state of Louisiana, do hereby order and direct as follows:
SECTION I: Under the authority of R.S. I 8:401.1(B), and based on the September 2, 2008 certification from the Secretary of State that a state of emergency exists in the above mentioned parishes, and the recommendation that the elections for U.S. Representative, 1st Congressional District- Democratic Party in the Parishes of Jefferson, Orleans, St. Charles, St. Tammany, Tangipahoa, and Washington; U.S. Representative, 2nd Congressional District - Democratic Party in the Parishes of Jefferson and Orleans; U.S. Representative, 4th Congressional District - Democratic Party and U.S. Representative, 4th Congressional District - Republican Party in the Parishes of Allen, Beauregard, Bienville, Bossier, Caddo, Claiborne, DeSoto, Grant, Natchitoches, Red River, Sabine, Vernon, and Webster; U.S. Representative, 5th Congressional District - Republican Party in the Parishes of Allen, Avoyelles, Caldwell, Catahoula, Concordia, East Carroll, Evangeline, Franklin, Iberville, Jackson, LaSalle, Lincoln, Madison, Morehouse, Ouachita, Pointe Coupee, Rapides, Richland, Tensas, Union, West Carroll, and Winn; Ivan Fire Protection District No. 3 in the Parish of Bossier; and Prairie Bass Gravity Drainage District in the Parish of St. Landry, all scheduled for September 6, 2008, are hereby postponed indefinitely and shall be rescheduled as soon as practicable.
SECTION 2: This Order is effective upon signature.
