Present for the meeting were Mrs. Louise Johnson, Mr. Tim Eubanks, Mrs. Dorothy Brown, Mr. Eddie Ray Bryan, Mr. Ronnie Hatton and Mr. Jesse Young. Mr. Richard Kelly was absent from the meeting. President Eddie Ray Bryan called the meeting to order, Mr. Jesse Young led in prayer and President Bryan led in the Pledge of Allegiance. MOTION TO APPROVE MINUTES FROM JUNE 2, 5 AND 30, 2008 MEETINGS ORDINANCE # 2008-07-0003 BE IT ORDAINED, ETC., that the Franklin Parish School Board approve the minutes from the June 2, 5 and 30, 2008 meetings. JOHNNY GUICE, FRANKLIN PARISH PUBLIC LIBRARY Mr. Johnny Guice a member of the library board gave a report on the tutorial program for students in grades 3 ñ 12. This tutorial program will give students a private tutor in every subject. This program is called tutor.com is an on-line program and all the student will need is a library card. This will be available from 2:00 p.m. to 9:00 p.m. This program cost approximately $10,000.00 for a period of two years. This program will be provided to the students by Franklin Bank, Winnsboro Bank and a private benefactor. This program can only help the student if the teacher, school system and students get involved. AGRICULTURE EXTENSION OFFICE SPEAKER Mrs. Ginger Boutwell gave an update on the projects and activities of the agriculture Extension Office. PAM MCBROOM, HEAD START REPORT Mrs. Pam McBroom gave an update of the activities and projects of the Head Start Program. Side-walk covers are complete and this should help with the air conditioning. Curriculum materials have been ordered. Applications have slowed down for the summer. State and regional conference is August 10-13. Financial statement for April and May were given to Board Members. MOTION TO CONSIDER PAYMENT OF MONTHLY INVOICES ORDINANCE # 2008-07-0004 BE IT ORDAINED, ETC., that the Franklin Parish School Board approve to pay the monthly invoices. MOTION TO CONSIDER UPDATE ON ACCEPTABLE USE POLICY FOR 2008-09 ORDINANCE # 2008-07-0005 BE IT ORDAINED, ETC., that the Franklin Parish School Board approve the Acceptable Use Policy for 2008-09. MOTION TO CONSIDER UPDATE ON DEPOSITORY OF FUNDS POLICY Mrs. Whitten asked the Board to consider changing the wording in the Depository of Funds Policy. This Policy update has to lay-over for 30 days before approval. MOTION TO CONSIDER UPDATE ON PAYROLL PROCEDURE POLICY Mrs. Whitten asked to the Board to consider changes in the Payroll Procedure Policy. This Policy update has to lay-over for 30 days before approval. MOTION TO CONSIDER RETURN CHECK POLICY ORDINANCE # 2008-07-0006 BE IT ORDAINED, ETC., that the Franklin Parish School Board approve the Return Check Policy. RETURN CHECK POLICY Upon return of a check from an individual or company for insufficient funds, Franklin Parish School Board will contact the individual or company by telephone or certified mail regarding the check returned by the bank for insufficient funds. A minimum of $25.00 will be charged to the individual or company for this. This must be paid within 15 business days of notification. If the individual is employed by Franklin Parish School Board, the Board has the authority to deduct the amount of the check as well as the fee from the following paycheck. If the individual is not employed, or if it is a company check and reimbursement has not been made, the check will be turned over to the Franklin Parish Sheriffís office for collection. MOTION TO CONSIDER 2008-09 SUBSTITUTE RATES ORDINANCE # 2008-07-0008 BE IT ORDAINED, ETC., that the Franklin Parish School Board approve the 2008-09 substitute rates. This rate change is due to minimum wage increase. 2008/2009 Substitute Rates Substitute Pay Schedule for Classroom teachers Substitute- No degree $45.85/day Degreed Substitute $55.00/day Certified Teacher Substitute $65.00/day Long term degreed substitutes will be paid $80.00 for a 7 hour day ($11.42/hr) as long as proof of education credits, with passing grades are submitted to personnel office within nine weeks of employment. If passing grades are not submitted- pay will drop to $55.00 per day. An ad will be in the paper asking voters to vote. This is a renewal for the 4.45 mills for a 10 year period. This brings in an average of $250,000.00 rounded off. The Franklin Parish High School has a new principal, Pat Sartin effective July 1, 2008. PRESIDENT’S REPORT President Bryan reported on Finance Committee is meeting with Mrs. Whitten concerning the 13th check on the interest and criteria for the 13th check you receives this money.
