Public Notices Published Tuesday, August 26th, 2008PROCLAMATION NO. 50 BJ 2008 AMEND PROCLAMATION NO. 29 BJ 2008 SPECIAL ELECTION - PARISH OF FRANKLIN WHEREAS, Proclamation No. 29 BJ 2008, issued on August 4, 2008, provided for special elections throughout the jurisdiction of Justice of the Peace District 3, parish of Franklin, for the purpose of electing a justice of the peace to fill the vacancy in the office; and WHEREAS, it is necessary to modify the dates of the qualifying period and the primary and special elections specified in Proclamation No. 29 BJ 2008; NOW THEREFORE, I, BOBBY JINDAL, Governor of the state of Louisiana, by virtue of the authority vested by the Constitutional and the laws of the state of Louisiana, do hereby order and direct as follows: SECTION 1: Section 2 of Proclamation No. 29 BJ 2008, issued on August 4, 2008, is amended as follows: Any qualified person desiring to become a candidate for said office shall file a notice of candidacy, accompanied either by a qualifying fee for a nominating petition, as required or authorized by law, with the appropriate election official in the manner and form, and under the procedure and condition, provided by R.S. 18:461, et seq., and all other applicable provisions of the Louisiana Election Code, R.S. 18:1, et seq., during the period commencing on Wednesday, February 11, 2009, and ending at 5:00 p.m. on Friday, February 13, 2009. SECTION 2: Section 4 of Proclamation No. 29 BJ 2008, issued on August 4, 2008, is amended as follows: The primary election shall be held on Saturday, April 4, 2009, and the general election shall be held on Saturday, May 2, 2009, at the times and places, and in the manner, prescribed by law. SECTION 3: All other sections, subsections, paragraphs of Proclamation No. 29 BJ 2008, issued on August 4, 2008, shall remain in full force and effect. Those present were as follows: Mayor Mike Stephens, Clerk Diane Parker, Alderman Kay Dunaway, Leo Miller, and Louis Ezell. Also present were assistant clerk Joann Evans, Bill McLemore. Absent: Chief Ty Britt, and Bruce Lofton. CALL TO ORDER: Mayor Mike Stephens called the meeting to order. Leo Miller led in opening prayer. Diane Parker led in the pledge of allegiance. MINUTES: Motion made by Louis Ezell, seconded by Leo Miller to accept the minutes as presented. Motion carried. FINANCIAL DOCUMENTS: Motion made by Louis Ezell, seconded by Leo Miller to accept the financial documents as presented. Motion carried. PAY MONTHLY BILLS: Motion made by Kay Dunaway, seconded by Louis Ezell to pay the monthly bills. Motion carried. FIRE DEPARTMENT: Bill McLemore gave monthly report. POLICE DEPARTMENT: Chief Britt was absent, and Mayor Stephens gave a report that the school had been broken into, and three had been arrested. PUBLIC WORKS DEPARTMENT: Bruce Lofton was absent, and Mayor Stephens gave brief report. OLD BUSINESS: LCDBG GRANT: Oliver Schultz was present and gave an update on the progress of our LCDBG Grant. Mr. Schultz advised the town to adopt a resolution to start the process in annexing the area new sewer will be installed. Motion made by Louis Ezell, seconded by Leo Miller to adopt resolution as presented. Motion carried. NEW BUSINESS: LGAP GRANT: Discussion was held. Motion made by Louis Ezell, seconded by Leo Miller to use the LGAP grant along with matching funds to purchase a shop building joining town property owned by W.G. Arnold. Motion carried. DITCHES CLEANED BEFORE WINTER: Mayor Stephens stated that we will start cleaning some ditches out before winter to help with drainage. DISCUSS FINE INCREASE: Discussion was held to increase the fines. DISCUSS PINS: Discussion was held. Motion made by Kay Dunaway, seconded by Leo Miller to check into purchasing pins. Motion carried. DISCUSS ANY OTHER BUSINESS: Mayor Stephens informed everyone that the Village of Gilbert had received a plaque from Department of Environmental Quality for our commitment to Protect the Environment in Louisiana. Aldermen present: John Dumas, Craig Gill, Betty Johnson Absent: Rex McCarthy, Richard Mahoney CONDEMNED PROPERTY: The board discussed condemned property located at 2402 Roland Street; 1401 Green Street and 1111 Gum Street. PSYCHOLOGICAL TESTING: The Mayor informed the board of the requirement by the city’s liability insurance carrier that all police officers have to be have psychological testing. All officers employed after January 1, 2006 will be required to be tested. ECONOMIC DEVELOPMENT: A discussion was held on the city entering into a cooperative endeavor with the state to offer incentive to business or industry interested in locating in Winnsboro. Motion by Gill, second by Dumas, to offer maximum of $1500 per employee at the discretion of the board. Unanimously approved. LIABILITY INSURANCE ON CONTRACTORS: A discussion was held on the need to required contractors to provide proof of general liability insurance before obtaining and occupational license for the protection of residents hiring a contractor. PUBLIC HEARING AND ADOPTION OF ORDINANCE NO. 923: Motion by McCarthy, second by Dumas, to adopt Ordinance No. 923 an ordinance providing for the incurring of debt and issuance of not to exceed Two Hundred Thousand Dollars ($200,000) of Certificates of Indebtedness, Series 2008, of the City of Winnsboro, Parish of Franklin, State of Louisiana, prescribing the form, terms and conditions of said Certificates, designating the date, denomination and place of payment of said Certificates, providing for the payment thereof in principal and interest; and providing for other matters in connection therewith. Unanimously approved. INTRODUCTION OF ORDINANCE NO. 925: An ordinance setting the franchise fee to be paid by those entities providing cable or video service within the City’s municipal limits under a state – granted franchise authority and otherwise providing with respect thereto. INTRODUCTION OF ORDINANCE NO. 926: An ordinance requiring the payment of public, educational, governmental access programming support to the City of Winnsboro by cable or video service providers operating within the City’s municipal limits under a state-issued certificate of franchise authority and otherwise providing with respect thereto. Motion by Gill, second by Mahoney and unanimously approved. EMERGENCY REPAIR TO SEWER LINES: The Mayor and Superintendent informed the board of the emergency repair that needs to be made to sewer lines located on Steele and Young Streets. Approximate cost of $86,000 to pipe burst these two sewer lines. Motion by Johnson, second by McCarthy and unanimously approved to proceed with the repairs. POLICE CHIEF MONTHLY REPORT: Chief Lester Thomas gave a monthly activity report for the City of Winnsboro Police Department. Motion by Johnson, second by McCarthy to accept the report as given. Unanimously approved. FIRE CHIEF MONTHLY REPORT: Chief Truman Welch is still recovering from heart surgery and unable to present report at this time. MONTHLY FINANCIAL REPORTS: Motion by Dumas, second by Mahoney to accept the monthly financial reports. Unanimously approved. ADJOURNMENT: There being no more business to come before the board at this time, a motion was made by Gill, second by Mahoney and unanimously approved that the meeting be adjourned.
