NOTICE OF SPECIAL ELECTION
Pursuant of the provisions of a resolution adopted by the Police Jury of the Parish of Franklin, State of Louisiana (the “Governing Authority”), acting as the governing authority of the Parish of Franklin, State of Louisiana (the “Parish”), on June 12, 2008, NOTICE IS HEREBY GIVEN that a special election will be held within the Parish on SATURDAY, OCTOBER 4, 2008, and that at the said election there will be submitted to all registered voters in the Parish qualified and entitled to vote at the said election under the Constitution and Laws of the State of Louisiana and the Constitution of the United States, the following proposition, to-wit:
PROPOSITION
(SALES AND USE TAX CONTINUATION)
SUMMARY: 5 YEAR, 1/2% SALES AND USE TAX CONTINUATION FOR SOLID WASTE COLLECTION AND DISPOSAL.
Shall the Parish of Franklin, State of Louisiana (the “Parish”), under the provisions of Article VI, Section 29 of the Constitution of the State of Louisiana of 1974, and other constitutional and statutory authority, be authorized to continue to levy and collect, a tax of one-half of one percent (1/2%) (the “Tax”) (an estimated $1,050,000 reasonably expected at this time to be collected from the levy of the tax for an entire year) upon the sale at retail, the use, the lease or rental, the consumption, and the storage for use or consumption, of tangible personal property and on sales of services in the Parish, all as defined by law, for an additional period of five (5) years from and after December 1, 2008, with the proceeds of the Tax (after paying the reasonable and necessary expenses of collecting and administering the Tax), to be dedicated and used for the purpose of solid waste collection and disposal?
The said special election will be held at the following polling places situated within the Parish, which polls will open at six o’clock (6:00) a.m., and close at eight o’clock (8:00) p.m., in accordance with the provisions of La. R.S. 18:541, to-wit:

The polling places set forth above are hereby designated as the polling places at which to hold the said election, and the Commissioners-in-Charge and Commissioners, respectively, shall be those persons designated according to law.
The said special election will be held in accordance with the applicable provisions of Chapter 5, Chapter 6-A, and Chapter 6-B of Title 18 of the Louisiana Revised Statutes of 1950, as amended, and other constitutional and statutory authority, and the officers appointed to hold the said election, as provided in this Notice of Special Election, or such substitutes therefore as may be selected and designated in accordance with La. R.S. 18:1287, will make due returns thereof to said Governing Authority, and NOTICE IS HEREBY FURTHER GIVEN that the Governing Authority will meet at its regular meeting place, the Police Jury Room of the Franklin Parish Courthouse, Winnsboro, Louisiana, on THURSDAY, OCTOBER 9, 2008, at SIX O’CLOCK (6:00) P.M., and shall then and there in open and public session proceed to examine and canvass the returns and declare the result of the said special election. All registered voters of the Parish are entitled to vote at said special election and voting machines will be used.

Minutes of meeting dated Thursday, August 7, 2008, 7:30 a.m., at Crowville Fire Station.
Board members present: Kelly Clark, Don Middleton and Colby Peppers.
Business before the Board:
1. Financial statement reviewed and accepted.
2. Don Middleton stated that Ferrara Fire Apparatus was ready to construct the new Fire truck as soon as the new truck chassis is received in August. Mr. Shane Dulany representative of Ferrara, stated that the new truck would be delivered by mid-October 2008 and possibly sooner.
3. A survey and water shuttle was conducted by Mr. Randy Loe of Properties Insurance Association of La. on June 17, 2008. On July 9, 2008, the District received a written report from Mr. Loe listing several deficiencies requiring a plan to be submitted by the District within 30 days to correct said deficiencies.
4. Special call meetings, devoted to replying to Mr. Loe’s criticisms, were held on July 16, 2008 and July 23, 2008 by the District Board.
5. A plan to correct the listed deficiencies was presented to the Board by Don Middleton on July 23, 2008, which summarized previous discussions at Board meetings. Colby Peppers brought the motion to adopt the plan, seconded by Don Middleton, approved by all members present. The Plan in the form of a letter (copy filed with minutes) was sent to Mr. Loe by certified mail on 07-23-2008. No reply has been received from Mr. Loe as of August 8, 2008.
6. If the Plan of Correction is not accepted by P.I.A.L., the District will regress from a class 6 to class 7 fire rating resulting in increased fire insurance premiums.
7. Manpower shortage is the major weakness encountered in the P.I.A.L. SURVEY. Recruitment of additional personnel (men and women) will be attempted by advertisements in The Franklin Sun, local radio announcements on KMAR and discussions at social gatherings including church fellowships.

SCHOOL FOOD SERVICE SECTION
The Franklin Parish Schools today announced its policy for free and reduced price meals served under the National School Lunch and/or School Breakfast Program(s). All schools and the central office have a copy of the policy, which may be reviewed by any interested party.
The following family size and annual income criteria will be used for determining eligibility:

Children from families whose income levels is at or below the levels show are eligible for free or reduced price meals. Application forms are being sent to all homes, along with a letter to households. To apply for free or reduced price meals, households should fill out one application for the household and return it to the school. Additional copies are available at the principal’s office in each school. Applications may be submitted at any time during the year. The information provided by the household is confidential; it will be used for the purpose of determining eligibility. Information may be verified at any time during the school year by school or other program officials.
For the school officials to determine eligibility, each household that is now receiving Food Stamps or that is on the Family Independence Temporary Assistance Program (FITAP) must provide its Food Stamp case number or FITAP number as well as the signature of an adult household member. All other households must provide the following information on the application: names of all household members; the social security number of either the parent/guardian who is the primary wage earner, or the adult household member who signs the application, or a statement that the household member does no possess one; the amount of income (before deductions of taxes, Social Security, etc.) each household member receives; how often the person received the income; where it is from, such as wages, retirement, or welfare; and the signature of an adult household member certifying that the information provided is correct.
If a household member becomes unemployed or if the household size increases, the household should contact the school. Such changes may make the children of the household eligible for meal benefits.
Foster children who are the legal responsibility of a welfare agency or court may be eligible for benefits. If a household has foster children and wishes to apply for such meals for them, the household should contact the school for more information.
Households that receive Food Stamps or FITAP benefits are not required to complete an application. School officials will determine eligibility for free meals based on documentation obtained directly from the Food Stamp/FITAP office, which will certify that a child is a member of a household currently receiving Food Stamps or an assistance unit receiving FITAP benefits. School officials will notify households of their eligibility. Households who are notified of their eligibility but do not want their children to receive free meals must contact the school. Food Stamp and FITAP households should complete an application if they are not notified of their eligibility by August 29, 2008.
Under the provisions of the free and reduced price policy, Toni Marzell (Determining Official) will review applications and determine eligibility. If a parent or guardian is dissatisfied with the ruling of the official, he may wish to discuss the decision with the determining official on an informal basis. If the parent wishes to make a formal appeal, he may make either an oral or written response to the following:
