Juror Scott led the group in Prayer and the Pledge. Motion by Campbell and seconded by Hendry to approve the agenda. Unanimously approved Motion by Campbell and seconded by Parks to approve the minutes of June 12, 2008 meeting. Unanimously approved Public Hearing Opened to discuss closing a portion of Brooks Landing Road. Several citizens namely: Matthew Bass, Robert Bass, Vivian Lane, and Gene King addressed Jurors concerning this situation. Jimmy Pickering property owner spoke to the Jurors also citing several incidents of vandalism. Mr. Pickering said he would like to control who comes in and out of the property without putting a chain over the road. He is to bring in a lease to the property and we will give to the Parish Attorney, David Doughty. Motion by Campbell and seconded by Scott to table closing Brook’s Landing Road until David Doughty the Parish’s Attorney can look into this matter. Unanimously approved Motion by Campbell and seconded by Parks to apply for LGAP grant for $70,000.00 to purchase a sewer pump for the Able Lincoln pumping station. Butch Huff had problems with the Elam Station last month. The electricity bill had not been paid and therefore, the electricity was turned off. Willie Williams a Board member for Elam Sewer Subdivision said that he would make sure that the bill will be paid on time. Ginger Boutwell with the LSU Ag office gave a brief update on activities through the month of June. Juror Johnson introduced Hillary Scott to everyone. Hillary then informed Jurors that he has an internet site called 318TV.com. This site represents Monroe, Shreveport, and Alexandria areas. He takes data that goes on the local neighborhood such as public meetings, events, etc., and post them on the internet to keep the people informed as to what’s going on in the community. Juror Scott talked about mowing at the Ester Credit Park. He said the guy mowing had mowed around some debris that was on the grounds. President Guimbellot said that picking up paper, cans, etc., was in the Job description. Juror Young said the person mowing should not have to clean up before he mows. Discussion between Jurors as to mowers responsibility and the Parish’s responsibility. Juror Scott asked Greg to get with the mower and go over the matter with him. Motion by Scott and seconded Johnson if something (supplies or fixtures) give Larry Clark, Treasurer authority to make the decision whether or not to purchase it. Unanimously approved Gene King with the Turkey Creek Commission spoke to the Jurors about holes being cut in Cypress trees at Turkey Creek Lake. Also present were Steve Brown and Mickey Ferrington board members also. King said someone is cutting holes in Cypress trees are probably doing this to hook catfish. He said that a law is needed stating that nobody can damage the trees. King and Meeks said that between 20 to 25 trees have been cut. Juror Johnson said this matter should be researched as to the legality of cutting trees. Juror Scott said that we should with David Doughty and check in our Ordinance books to see if there is an ordinance to this effect. Discussion Motion by Young and seconded by Campbell to research the legality of cutting trees and if there is not law to this effect then we should put this into law. Unanimously approved Juror Campbell said that we should do this as soon as possible. President Guimbellot discussed the alligator population in the Parish. He said that he had talked with someone in the parish and had gone to Big Creek and saw four (4) himself. Juror Young said that we need to contact Wildlife and Fisheries and get someone from their office to come and talk with us as to what we can do about this matter. Juror Young said that he was working north of Newellton and saw a road crew putting a seal on a hard surfaced road. This is very new and expensive. He asked Greg to go over to Newellton and look at it. Juror Young said this seal is supposed to be guaranteed for ten (10) years. Discussion between Jurors about parish road that have been chip sealed. Motion by Campbell and seconded by Parks that the Family Community Learning Center install a sewer system and discharge into Ash Slough. Unanimously approved Motion by Johnson and seconded by Scott that Jackie Johnson attend Louisiana Police Jury Black Caucus meeting August 1-3, 2008. Motion failed Yeas: Johnson, Scott Nays: Campbell, Young, Parks, and Hendry Juror Young said that this is a special group and he did not think that the Jury should finance the trip. Juror Johnson said that he disagreed and that a representative from the Police Jury had been going for the last twenty (20) years. Juror Campbell said that this came up last year. Shannon Gwin our former Treasurer had contacted the Black Caucus and was told that the meeting was for blacks only. After being told this, the Jury rescinded the motion to send someone to the Black Caucus meeting. Juror Johnson said that he did not remember this. Juror Scott said at first he had some problems with the name Black Caucus also. The name is misleading and is not just for Blacks but for everyone not matter what your race is. Personnel Committee Report: Motion by Parks and seconded by Hendry to hire Kenneth Robinson, Willie D. Ainsworth, Robert E. Lemos, and Joseph McCall as Seasonal Bush Hog Operators at $8.00 per hour with no benefits. Unanimously approved Motion by Campbell and seconded by Young to send a letter of recommendation to the Judge on behalf of Perry Steven Risinger. Unanimously approved Public Works Committee Report: Hardship certification for Mary Lily was denied because she did not meet criteria of being the property owner. Motion by Campbell and seconded by Scott to approve request from the Franklin Parish School Board to remove 100 feet of covered walkway from the school. Unanimously approved Greg said that a Cooperative Agreement between the School Board and the Jury would have to be signed. Juror Scott said the post from the Horace White Learning Center could be used at Turkey Creek Lake Park for the shed. Motion by Hendry and seconded by Parks to chip seal 360 feet of road between end of Mauld Road and Curtis Traxler Road. Unanimously approved Motion by Hendry and seconded by Parks that since we are already working on Curtis Traxler Road to go ahead and do the work while we are in that location and to tie in 500 feet at a cost of $1800 to be paid by citizen. Unanimously approved Motion by Campbell and seconded by Hendry to take paperwork on drainage ditch on Lee Burns Camp Road to David Doughty to get his opinion. Unanimously approved Superintendent’s Report: Motion by Hendry and seconded by Campbell to approve work schedule as submitted by Superintendent. Unanimously approved Greg said that our Hot Mix contractor would probably be able to honor his bid for next thirty day because of high fuel cost. Also we can no longer get MC 30. This is for information only. Greg addressed Juror Campbell on Erwin Road and told him that the road was not on our priority list or asset list. Greg said has a record of the road and it is a Parish Road. Greg also said that Ken McManus is going to prioritize the road and put it where it is suppose to be on the list. Motion by Johnson and seconded by Young that the Jury would pay for materials to used to chip seal the parking lot at the VFW Hall in the amount of $1041. Unanimously approved (the VFW Hall is used as a polling place) Treasurer’s Report: Larry Clark, Treasurer said that we have $1 million guaranteed grant from FEMA. This money will be used for preventive maintenance in case of high winds and only available to emergency operation centers for ten projects. Larry said that $74 million is competitive. Drainage is high on our list and we would part of the $74 million on Looney Canal. Larry said these projects are based on need and we may not get any of the $74 million. Larry told Jurors that he opened up an account for Turkey Creek Park and the account has $8,500 in it. Unanimously approved Mayor Jack Hammons talked to the Jurors about repairing the Parish Fire Truck housed and maintained by the City of Winnsboro. He requested that the Jury pay for repairs of $16,000.00 to rebuild a pump and in the future take care of all repairs for the Parish truck. The truck is used for out of town fires covering a 7 miles radius. There was discussion between Juror’s and the Mayor. Motion by Johnson and seconded by Young that the Jury will pay $16,000.00 for repairs to rebuild a pump and after that on a case by case basics. Unanimously approved Larry Clark, Treasurer told Jurors that there is a fine for cutting holes in Cypress trees at Turkey Creek Lake. The fine is $5,000.00 or 6 months in jail. Motion by Young and seconded by Campbell that we ask the Franklin Sun to advertise a fine of $5,000.00 or jail time for cutting Cypress trees at Turkey Creek Lake. Unanimously approved President Guimbellot asked Hope to advertise that DEQ has a number to call if you see anyone littering. Judge Jimbo Stephens talked to the Jurors about office space in the Courthouse. He is looking for an office near or in the Courthouse. Paul Price has an office in his building that he will lease for 3 years for $450.00 per month with utilities paid. Discussion Motion by Young and seconded by Campbell that the Jury will accept a 2 year lease from Paul Price starting January 1, 2009 - January 1, 2010 for $450.00 per month with all utilities paid until an office is available at the Courthouse. Unanimously approved Larry Clark, Treasurer talked to Jurors about accidents happening on Parish roads. He asked the Jury to give him permission to make decisions as to whether some of the accidents reported should be paid. Larry said he felt these accidents were road hazards and the Jury should not be responsible for paying them. The Jurors unanimously agreed that Larry should handle these accidents at his discretion.
