All bids must be accompanied by bid security equal to five percent (5%) of the base bid and all additive alternates, and must be in the form of a certified check, cashier’s check or bid bond written by a company licensed to do business in Louisiana, countersigned by a person who is under contract with the surety company or bond issuer as a licensed agent in this State and who is residing in this state. No Bid Bond indicating an obligation of less than five percent (5%) by any method is acceptable.
The successful Bidder will be required to furnish a performance and payment bond written by a company licensed to do business in Louisiana, and shall be countersigned by a person who is contracted with the surety company or bond issuer as agent of the company or issuer, and who is licensed as an insurance agent in this State, and who is residing in this State, in an amount equal to the 100% of the contract amount.
No bid may be withdrawn for a period of thirty (30) days after receipt of bids, except under the provisions of Act 111 of 1983.
A mandatory pre-bid conference will be July 8, 2008, at 10:00 A.M. at the job site at Crowville School. Bids shall be accepted only from Contractors who attend the Pre-bid Conference. Subcontractors are welcome to attend. Bids shall be accepted from prime bidders who are licensed in Louisiana under the classification of Building Construction.
The Owner reserves the right to reject any and all bids.

VILLAGE OF GILBERT
Regular Meeting
June 12, 2008
The Village of Gilbert Mayor and Board of Alderman met in regular session on Thursday, June 12, 2008 at 6:30 p.m., at the Gilbert City Hall.
Those present were as follows: Mayor Mike Stephens, Diane Parker, Clerk; Assistant Clerk Joann Evans, Alderman Kay Dunaway, Leo Miller and Louis Ezell.
Also present were Brian Goodman, Chief Ty Britt and citizens.
CALL TO ORDER:
Mayor Mike Stephens called the meeting to order. Leo Miller led in opening prayer. Diane Parker led in the pledge of allegiance.
AMEND AGENDA: Motion made by Louis Ezell, seconded by Leo Miller to amend agenda to allow Mr. Bill Mulkey to speak on behalf of Risk Management and grant for emergency and storm up date to town hall. Motion carried.
MINUTES:
Motion made by Louis Ezell, seconded by Kay Dunaway, to accept the minutes as presented. Motion carried.
FINANCIAL DOCUMENTS:
Motion made by Louis Ezell, seconded by Kay Dunaway to accept the financial documents as presented. Motion carried.
PAY MONTHLY BILLS:
Motion made by Louis Ezell, seconded by Kay Dunaway to pay the monthly bills. Motion carried.
FIRE DEPARTMENT:
Brian Goodman gave monthly report.
POLICE DEPARTMENT:
Chief Britt gave monthly report.
PUBLIC WORKS DEPARTMENT:
Bruce Lofton gave monthly report.
OLD BUSINESS:
AMEND ANNUAL BUDGET: ORD #302 7/1/07-6/30/08
Public hearing called. Motion made by Louis Ezell, seconded by Leo Miller to amend 7/1/07-6/30/08 annual budget, ordinance adopted. Motion carried.
ADOPT ANNUAL BUDGET: ORD. #303 7/1/08-6/30/09
Public hearing called. Motion made by Leo Miller, seconded by Louis Ezell to adopt 7/1/08-6/30/09 annual budget, ordinance adopted. Motion carried.
DISCUSS ORDERING FLAGS:
Motion made by Louis Ezell, seconded by Leo Miller to purchase twenty-four flags, twelve poles. Motion carried.
NEW BUSINESS:
OPEN SEALED BIDS FOR TOWN TRUCK:
Sealed bids were opened by clerk. Motion made by Louis Ezell, seconded by Leo Miller to accept the highest bid of $720.00 from Mr. Pete Barlow. Motion carried.
DISCUSS HEALTH INSURANCE:
Discussion was held, tabled to later date.
DISCUSS MEMORANDUM OF AGREEMENT WITH FEMA:
Motion made by Louis Ezell, seconded by Kay Dunaway to adopt resolution on the agreement with Federal Emergency Management Agency. Motion carried.
DISCUSS LMA MEETING IN JULY:
Discussion was held on who would be attending.
DISCUSS INTRODUCE ORD. #304 BODY ART, ETC.
Discussion was held introducing an ordinance on body art, tattoo, and etc. A public hearing was held introducing an ordinance on body art, tattoo, and etc. A public hearing will be held July 10, at Gilbert City Hall at 6:30 p.m. to consider adopting this ordinance.
DISCUSS: MOBILE HOMES:
Discussion was held.
DISCUSS CPA & AUDITOR:
Discussion was held.
DISCUSS EMPLOYEE COST OF LIVING:
Motion by Louis Ezell, seconded by Leo Miller to give the fire department, police department a cost of living raise, to begin July 1, 2008. Motion carried.
DISCUSS ANY OTHER BUSINESS:
Discussion was held on paying Risk Management. Motion made by Kay Dunaway, seconded by Louis Ezell, to pay Risk Management on monthly installments till paid in full. Bruce Lofton asked to check into prices for a utility trailer. Brian Goodman asked for a refrigerator to be put in the fire department.
ADJOURNMENT:
Louis Ezell made a motion to adjourn. Kay Dunaway seconded the motion. Motion carried.

VILLAGE OF GILBERT, LOUISIANA
ORDINANCE NO. 303
AN ORDINANCE TO ADOPT THE ANNUAL BUDGET OF REVENUE AND EXPENDITURES FOR THE FISCAL YEAR OF JULY 1, 2008 TO JUNE 30, 2009 FOR THE VILLAGE OF GILBERT.
BE IT ORDAINED, by the Board of Aldermen of the Village of Gilbert, Louisiana, in regular session convened on June 12th, 2008, to adopt the following:
SECTION 1: Attached estimate of revenue as reflected in the consolidated statement, and such other fiscal exhibits and information as required by Section 1308 (D), Louisiana Local Government Budget Act, be and the same is hereby adopted to serve as the adopted budget of expenditures for the Village of Gilbert for the fiscal year July 1, 2008 to June 30, 2009, to wit: General Fund Revenue: $261,350.00, Enterprise Fund Revenue: $133,450.00; Sales Tax Fund Revenue: $40,150.
SECTION 2: Attached estimate of expenditures as reflected in the consolidated statement, and such other fiscal exhibits and information as required by Section 1308 (D), Louisiana Local Government Budget Act, be and the same is hereby adopted to serve as the adopted budget of expenditures, to wit: General Fund Expenditures: $251,950.00; Enterprise Fund Expenditures: $120,250.00; Sales Tax Fund Expenditures: $35,000.
SECTION 3: The adoption of the budget of expenditures as reflected in the attached adopted budget containing object of expenditures classification shall be declared to be the appropriation of the amounts set therein as established in each budget classification by object of expenditure. All salaries are hereby adopted by this section.
SECTION 4: The amounts appropriated for all accounts shall not exceed the amount fixed therefore in the budget of expenditures. Nothing contained herein shall prohibit this authority from adopting this budget or making an appropriation to and from contingent to be used in cases of emergency.
Any ordinances or parts or ordinances in conflict with this ordinance, to the extent of that conflict, are hereby repealed.
Said Ordinance been introduced on the 8th day of May, 2008, notice of public hearing having been published, and said public hearing having been held. The title having been read and the ordinance considered, on a motion by Leo Miller, and seconded by Louis Ezell, to adopt the ordinance on June 12th, 2008. A recorded vote was taken and the following result was had:
