Public Notices Published Monday, May 19th, 2008NOTICE OF SPECIAL ELECTION Pursuant to the provisions of a resolution adopted by the Parish School Board of the Parish of Franklin, State of Louisiana (the “Governing Authority”), acting as the governing authority of the Parish of Franklin, State of Louisiana (the “Parish”), on April 7, 2008, NOTICE IS HEREBY GIVEN that a special election will be held within the Parish on SATURDAY, JULY 19, 2008, and that at the said election there will be submitted to all registered voters in the Parish qualified and entitled to vote at the said election under the Constitution and Laws of the State of Louisiana and the Constitution of the United States, the following proposition, to-wit: PROPOSITION (MILLAGE CONTINUATION) SUMMARY: 10 YEAR, 4.45 MILLS PROPERTY TAX CONTINUATION FOR GIVING ADDITIONAL AID AND SUPPORT TO THE PUBLIC SCHOOLS OF THE DISTRICT. Shall Franklin Parish School District of the Parish of Franklin, State of Louisiana (the “District”), levy a special tax of four and forty-five hundredths (4.45) mills on all property subject to taxation in the District for a period of ten (10) years, beginning with the year 2009 and ending with the year 2018 (an estimated $239,940 reasonably expected at this time to be collected from the levy of the tax for an entire year) for the purpose of giving additional aid and support to the public schools of the District? As water travels over the surface of land or through the ground, it dissolves naturally-occurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or from human activity. Contaminants that may be present in source water include: Microbial Contaminants - such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife. Inorganic Contaminants - such as salts and metals, which can be naturally-occurring or result from urban stormwater runoff, industrial, or domestic wastewater discharges, oil and gas production, mining or farming. Pesticides and Herbicides - which may come from a variety of sources such as agriculture, urban stormwater runoff, and residential uses. Organic Chemical Contaminants - including synthetic and volatile organic chemicals which are by-products of industrial processes and petroleum production, and can also come from gas stations, urban stormwater runoff, and septic systems. Radioactive Contaminants - which can be naturally-occurring or be the result of oil and gas production and mining activities. A Source Water Assessment Plan (SWAP) is now available from our office. This plan is an assessment of a delineated area around our listed sources through which contaminants, if present, could migrate and reach our source water. It also includes an inventory of potential sources of contamination within the delineated area, and a determination of the water supply’s susceptibility to contamination by the identified potential sources. According to the Source Water Assessment Plan, our water system had a susceptibility rating of high. If you would like to review the Source Water Assessment Plan, please feel free to contact our office at the number provided in the following paragraph. In order to ensure that tap water is safe to drink, EPA prescribes regulations which limit the amount of certain contaminants in water provided by public water system. Food and Drug Administration regulations establish limits for contaminants in bottled water which must provide the same protection for public health. The Louisiana Department of Health and Hospitals - Office of Public Health routinely monitors for constituents in your drinking water according to Federal and State laws. Parts per quadrillion (ppQ) or Picograms per liter (pg/L) - one part per quadrillion corresponds to one minute in 2,000,000,000 years or one penny in $10,000,000,000,000. Picocuries per liter (pCi/L) - picocuries per liter is a measure of the radioactivity in water. Millirems per year (mrem/yr) - measure of radiation absorbed by the body. Million fibers per liter (MFL) - million fibers per liter is a measure of the presence of asbestos fibers that are longer than 10 micrometers. Nephelometric Turbidity Unit (NTU) - nephelometric turbidity unit is a measure of the clarity of water. Turbidity in excess of 5 NTU is just noticeable to the average person. Variances & Exemptions (V & E) - State or EPA permission not to meet MCL or a treatment technique under certain conditions. Action level (AL) - the concentration of a contaminant that, if exceeded, triggers treatment or other requirements that a water system must follow. Treatment technique (TT) - a treatment technique is a required process intended to reduce the level of a contaminant in drinking water. Maximum contaminant level (MCL) - the “Maximum Allowed” MCL is the highest level of a contaminant that is allowed in drinking water. MCL’s are set as close to the MCLG’s as feasible using the best available treatment technology. Maximum contaminant level goal (MCLG) - the “Goal” is the level of a contaminant in drinking water below which there is no known or expected risk to human health. MCLG’s allow for a margin of safety. Maximum residual disinfectant level (MRDL) - The highest level of a disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants. Maximum residual disinfectant level goal (MRDLG) - The level of a drinking water disinfectant below which there is no known or expected risk to health. MRDLGs do not reflect the benefits of the use of disinfectants to control microbial contaminants. DISCUSSION WEST WINNSBORO WATER ASSISTANCE: Mayor asked permission to send letter to West Winnsboro asking their assistance in adding citizens to Gilbert Water System. These citizens need water and Village of Gilbert is the closest system to help. Motion made by Leo Miller, seconded by Kay Dunaway to send letter asking for assistance. Motion carried. DISCUSS FHA NOTE: Discussion on loan has been on books for about 30 years. We have enough in reserve to pay off. Mayor asked permission to pay loan off we will have to use $1322.23, out of enterprise account in order to pay off. USDA will approve in writing the procedure in doing so. Motion made by Leo Miller, seconded by Kay Dunaway to pay off loan with $1,322.23 out of enterprise account. Motion carried.
