All bids must be accompanied by bid security equal to five percent (5%) of the base bid and all additive alternates, and must be in the form of a certified check, cashier's check or bid bond written by a company licensed to do business in Louisiana, countersigned by a person who is under contract with the surety company or bond issuer as a licensed agent in this State and who is residing in this state. No Bid Bond indicating an obligation of less than five percent (5%) by any method is acceptable.
The successful Bidder will be required to furnish a performance and payment bond written by a company licensed to do business in Louisiana, and shall be countersigned by a person who is contracted with the surety company or bond issuer as agent of the company or issuer, and who is licensed as an insurance agent in this State, and who is residing in this State, in an amount equal to the 100% of the contract amount.
No bid may be withdrawn for a period of thirty (30) days after receipt of bids, except under the provisions of Act 111 of 1983.
A mandatory pre-bid conference will be May 13, 2008, at 10:00 A.M. at the job site at Franklin Parish High School. Bids shall be accepted only from Contractors who attend the Pre-bid Conference. Subcontractors are welcome to attend. Bids shall be accepted from prime bidders who are licensed in Louisiana under the classification of Building Construction.
The Owner reserves the right to reject any and all bids.

Regular Meeting
March 13, 2008
The Franklin Parish Police Jury met in Regular Session on this 13th day of March, 2008 at 6:00 P.M. in the Police Jury Meeting Room, Courthouse Building, Winnsboro, Louisiana with the following members present: Honorable Harvey Guimbellot, Jackie Johnson, Ray Young, Leroy Scott, K.W. “Buddy” Parks, Ricky Campbell and Troy Hendry.
Motion by Campbell and seconded by Hendry to approve the agenda.
Motion by Johnson and seconded by Campbell to approve the minutes of February 14th, February 19th, February 20th, and February 25th, 2008 meetings. Unanimously approved
Motion by Campbell and seconded by Young to hire Larry Clark as Treasurer at $15.00 per hour with a 6 month probation. Unanimously approved.
Motion by Campbell and seconded by Hendry to advertise for a Section 8 Administrator. Unanimously approved
Juror Johnson stated that Geraldine Crumpton had resigned the position. He also stated that someone needed to oversee the program. It was discussed by Jurors that Kathy Prejean would fill in until an Administrator is hired. Kathy is charging Jury $100.00 per hour.
Motion by Johnson and seconded by Campbell to approve Johnnie Wesley attending Floodplain Conference April 2, 3, 4, 2008 in Lake Charles, Louisiana. Unanimously approved
Carol Pinnel-Alison from the LSU Ag Center gave the Jury an update on activities for the month of March.
Motion by Campbell and seconded by Hendry to pay Justice of Peace and Constables travel expenses for attending Conference in Lake Charles, Louisiana. Unanimously approved
There was $3600.00 budgeted for 2008 Justice of the Peace and Constable travel expense.
Allen Butler and Darron Enterkin gave an update on the Bass Tournament for Turkey Creek with a possible date of May 10, 2008. Juror Scott said that signs were needed giving direction the the Park.
Motion by Scott and seconded by Johnson to add Anthony Walker to the Abe Lincoln Sewer District Board. Unanimously approved
Juror Scott said that by the next meeting he would discuss Saggy Pants Ordinance after checking with David Doughty, Attorney. President Guimbellot commended Scott for his efforts on working with trying to get a Saggy Pants Ordinance for the Parish.
Bobby Collins, Courthouse Supervisor appeared before the Jury to discuss installing and insulating the Courthouse windows on the third floor. The windows would cost at least $595.00 per window for 9 windows plus installation. Total cost would probably run between $7,000.00 and $8,000.00 dollars. Myles Kiper of Kiper’s Hardware also spoke to the Jurors concerning getting the windows.
Motion by Young and seconded by Scott that Bobby Collins would get the windows ordered and proceed with getting the work done. Unanimously approved
After discussion Jurors told Bobby Collins to bring final price back to them.
Also discussed was a security wall with camera for Judge McIntyre office. Collins said that the money would come out of Courthouse Maintenance and that he would talk to the Fire Marshall office. He also said that the Sheriff’s office would use the inmates for labor.
Motion by Young and seconded by Campbell that Bobbie Collins proceed with security wall for Judge McIntyre’s office. Unanimously approved
Motion by Scott and seconded by Johnson that JoAnna Hutchinson of Mary Jo Finley’s office would train Larry Clark, Treasurer if needed. Unanimously approved
Juror Young said that he would discuss Home Rule Charter at a later date.
Jackie Johnson of the Black Achievers Association appeared before the Jurorís to ask for assistance in the construction of the fence at the Girl’s Softball field at Westside Park. The City of Winnsboro will give $2,000.00 on the park.
Motion by Scott and seconded by Johnson that the Jury would give $2,000.00 to help with construction of fence at Westside Park Girl’s softball field. Unanimously approved
Motion by Campbell and seconded by Young to adopt a resolution authorizing the State of Louisiana a signatory party for the Franklin Parish Police Jury to execute documents on state Project No. 737-21001 (chip seal roads - signs and distance measurement devices) Unanimously approved
Under Public Works: Motion by Parks and seconded by Young to accept Hardship Ordinance for Dora McMurray from Mangham Home Health. Unanimously approved
Greg said that they would use 12 yards pitrun and 12 yards gravel to do the work.
Ken McManus appeared before the Jury and said that the was re-advertising for bids on repairing Raspberry Bridge. Juror Young asked Ken if he anticipated any increase of money for the project. Ken said no increase is expected.
Personnel Committee Report: Motion by Campbell and seconded by Parks to hire a temporary truck driver at $9.00 per hour with no benefits. Unanimously approved
Under Superintendent Report: Greg said that the disaster money had started to come in. President Guimbellot commended Greg and the guys at the Road Barn for many long hours and doing a good job.
There being no further business to discuss at this time, on a motion by Campbell and seconded by Johnson the meeting was unanimously approved adjourned.

The Franklin Parish Police Jury met in Special Session on this 24th day of March, 2008 at 8:00 A.M. in the Police Jury Meeting Room, Courthouse Building, Winnsboro, Louisiana with the following members present:† Honorable Harvey Guimbellot, Jackie Johnson, Ray Young, Leroy Scott, K.W. “Buddy” Parks, and Troy Hendry.
Juror Leroy Scott led the group in Prayer and the Pledge.
Motion by Young and seconded by Johnson to approve items 2,3,4, and 12 on the agenda on the agenda with remaining items to be placed on April 10, 2008 agenda. Unanimously approved
Motion by Campbell and seconded by Young to hire Shannon Gwin one week to train Larry Clark, Treasurer at $25.00 per hour for one week. Unanimously approved
Motion by Young and seconded by Parks to place Larry Clark, Treasurer on signature card on all accounts at Franklin State Bank, Group Leader at Blue Cross Blue Shield, and authorized signee on Parish Credit Card. Unanimously approved
Greg Blount with IBTS met with Jurors concerning third party inspectors. Greg said he some serious issues with them. Juror Scott asked Greg if IBTS could put guidelines on applications so homeowners can be aware of thing they need to do. Juror Parks asked if IBTS will still have to do inspections. Juror Young said to let IBTS do it all. Juror Johnson wanted to know if third party inspectors can be prevented from making inspections. There was discussion between Greg Blount and Jurors.
Motion by Young and seconded by Campbell to let IBTS do it all plan reviews plus inspections pending approval from David Doughty. All voted yes except Parks who voted no.
There being no further business to discuss at this time, on a motion by Campbell and seconded by Young the meeting was unanimously approved adjourned.

The Franklin Parish Police Jury met in Special Session on this the 2nd day of April, 2008 at 8:00 A.M. in the Police Jury meeting room, Courthouse Building, Winnsboro, Louisiana with the following members present: Honorable Harvey Guimbellot, Ray Young, K. The Town of Wisner is having their annual clean up. Large trash containers are now available to the resident of Wisner at the Old Gin and firehouse for household garbage and yard debris until May 14, 2008.
No tires, batteries, televisions, appliances or industrial chemicals are allowed in trash containers.
Mayor Luckett encourages all residents to take pride in their property my mowing and removing debris and take advantage of the trash containers.
If the town has to mow or remove debris from private property, the property owner will be billed for these services.

NOTICE TO BIDDERS
The Town of Wisner will be accepting sealed bids on the following equipment:
1997 Dodge Ram 1500 Pick-up Truck
(1) Woods 6 foot Bush Hog
(1) Case Trencher
(1) Heavy Duty Equipment Trailer
(1) Case IH 685 Tractor/Front end loader
(1) 5 ft. Finishing Deck Mower
All equipment will be bidded out separately.
Bids will be accepted until 3:00 p.m. on Thursday, May 8, 2008, and will be opened at the Town’s Council Meeting at 6:30 p.m. on May 8, 2008
The Town of Wisner reserves the right to refuse any and all bids.
