A resolution providing for canvassing the returns and declaring the result of the special election held in Fire Protection District No. 3 of the Parish of Franklin, State of Louisiana, on Saturday, February 9, 2008, to authorize the levy of a special tax therein.
BE IT RESOLVED by the Board of Commissioners of Fire Protection District No. 3 of the Parish of Franklin, State of Louisiana (the “Governing Authority”), acting as the governing authority of Fire Protection District No. 3 of the Parish of Franklin, State of Louisiana, that:
SECTION 1. Canvass. This Governing Authority does now proceed in open and public session to examine the official tabulations of votes cast at the special election held in Fire Protection District No. 3 of the Parish of Franklin, State of Louisiana, on SATURDAY, FEBRUARY 9, 2008, to authorize the levy of a special tax therein, and said Governing Authority does further proceed to examine and canvass the returns and declare the result of the special election.
SECTION 2. Proces Verbal. A Proces Verbal of the canvas of the returns of said election shall be made and a certified copy thereof shall be forwarded to the Secretary of State, Baton Rouge, Louisiana, who shall record the same in his office; another certified copy thereof shall be forwarded to the Clerk of Court and Ex-Officio Recorder of Mortgages in and for the Parish of Franklin, who shall record the same in the Mortgage Records of said Parish; and another copy thereof shall be retained in the archives of this Governing Authority.
SECTION 3. Promulgation of Election Result. The result of said election shall be promulgated by publication in the manner provided by law.
This resolution having been submitted to a vote, the vote thereon was as follows:

PROCES VERBAL AND PROCLAMATION OF THE CANVASS OF THE VOTES CAST AT THE SPECIAL ELECTION HELD IN FIRE PROTECTION DISTRICT NO. 3 OF THE PARISH OF FRANKLIN, STATE OF LOUISIANA, ON SATURDAY, FEBRUARY 9, 2008.
BE IT KNOWN AND REMEMBERED that on Tuesday, March 4, 2008, at six o’clock (6:00) p.m., at its regular meeting place, the Friendship Fire Station, Baskin, Louisiana, the Board of Commissioners of Fire Protection District No. 3 of the Parish of Franklin, State of Louisiana (the “Governing Authority”), acting as the governing authority of Fire Protection District No. 3 of the Parish of Franklin, State of Louisiana (the “District”), and being the authority ordering the special election held therein on Saturday, February 9, 2008, with the following members present:

There being absent: Lloyd Torrey and Howard Robinson
did, in open and public session, examine the official certified tabulations of votes cast at the said election, and did examine and canvass the returns of the said election, there having been submitted at said election the following proposition, to wit:
PROPOSITION
SUMMARY: 10 YEAR, 15 MILLS PROPERTY TAX OF FIRE PROTECTION DISTRICT NO. 3 FOR ACQUIRING, CONSTRUCTING, IMPROVING, MAINTAINING AND OPERATING FIRE PROTECTION FACILITIES AND EQUIPMENT OF AND FOR THE DISTRICT, INCLUDING PURCHASING FIRE TRUCKS AND OTHER FIRE FIGHTING EQUIPMENT AND PAYING THE COST OF OBTAINING WATER FOR FIRE PROTECTION PURPOSES.
Shall Fire Protection District No. 3 of the Parish of Franklin, State of Louisiana (the “District”), levy a fifteen (15) mills tax on all the property subject to taxation in the District for a period of ten (10) years beginning with the year 2008 and ending with the 2017 (an estimated $24,500 reasonably expected at this time to be collected from the levy of the tax for an entire year), for the purpose of acquiring, constructing, improving, maintaining and operating fire protection facilities and equipment of and for the District, including purchasing fire trucks and other fire fighting equipment and paying the cost of obtaining water for fire protection purposes?
There was found by said count and canvass that the following votes had been cast at the said special election IN FAVOR OF and AGAINST, respectively, the proposition as hereinabove set forth at the following polling places, to-wit:

Therefore, the Governing Authority did declare and proclaim and does hereby declare and proclaim in open and public session that the Proposition as hereinabove set forth was duly CARRIED by a majority of the votes cast by the qualified electors voting at the said special election held in the District on Saturday, February 9, 2008.

The Mayor and Council of the Village of Baskin met in a special session on Tuesday, April 1, 2008 at 2:00 p.m. at the Village of Baskin Town Hall.
Present: Mayor Billy Joe Cupp and Council members Larry LaBorde and Mike Ballard.
Also present: Town Clerk and guests.
There being a quorum the meeting was called to order. Pledge of Allegiance and prayer were led by Mayor Billy Joe Cupp.
ORDER OF BUSINESS:
To appoint Tamara Bozeman as Alderman to serve until Primary Election on Saturday, October 4, 2008.
Mayor Billy Joe Cupp read the Resolution. Alderman Mike Ballard made a motion to adopt the resolution. Alderman Larry LaBorde seconded. 2 yeas. 0 nays. 0 absent.
Mayor Billy Joe Cupp read the Proclamation.
Mayor Billy Joe Cupp announced the decision to appoint Tamara Bozeman as the new alderman for the Village of Baskin.

RESOLUTION
WHEREAS, Theo Martin has submitted his resignation as Alderman of the Village of Baskin, Parish of Franklin, State of Louisiana, effective March 11, 2008, and it has been accepted by the Board of Aldermen; and
WHEREAS, his resignation has caused a vacancy in office and an election must be ordered and called to fill the unexpired term of office exceeding one year; and
WHEREAS, the governing authority of the Village of Baskin, Louisiana, is given the authority and responsibility under the provisions of La. R.S. 18:602 to appoint a person to fill the vacancy who meets the qualifications of the office, and to call a special election to fill the vacancy.
NOW, THEREFORE, We, the Board of Aldermen of the Village of Baskin, Louisiana, at a special called meeting, convened, resolved that Tamara Bozemen be appointed to fill the Alderman position until a special election can be held to fill the vacancy.
BE IT FURTHER RESOLVED, that a special election be called and held with the special Primary election date set for October 4, 2008 and the special General election date set for November 4, 2008, with qualifying dates set for July 9th, 10th, and 11th until 5:00 p.m. of 2008.
By motion of Alderman Michael Ballard, duly seconded by Alderman Larry LaBorde the above resolution was adopted by the following vote on this 1st day of April, 2008.

VILLAGE OF BASKIN
PROCLAMATION
WHEREAS, the Village of Baskin has received official notification from the Louisiana Secretary of State of the resignation of Alderman of the Village of Baskin, effective March 11, 2008.
WHEREAS, the resignation has created a vacancy in the Village of Baskin and the unexpired term of office in which the said vacancy exists will end on December 31, 2010 and exceeds one year.
NOW THEREFORE, the Village of Baskin does hereby issue this Proclamation pursuant to LSA-R.S. 18:692(E)(2) ordering a special election to fill the vacancy in the Village of Baskin for the remainder of the unexpired term as follows:
(1) The Special Primary Election shall be held on Saturday, October 4, 2008;
and
(2) The Special General Election shall be held on Tuesday, November 4, 2008.
The dates for qualifying for the candidates in the Special Election shall be July 9th, 10th, and 11th, 2008.
This Proclamation shall be published in the official journal of the Village of Baskin and a copy thereof shall be sent by certified or registered mail to the Louisiana Secretary of State as required by law.

The Police Jury committed to $2,000.00, and Sheriff Steve Pylant would donate inmate labor for assistance with the removal and construction of new fence on the girl’s softball field at West Side Park. Motion by McCarthy, second by Dumas and unanimously approved to proceed with this project.
RESOLUTION NO. 08-0301:
A RESOLUTION DECLARING THE FOLLOWING EQUIPMENT AS SURPLUS AND AUTHORIZING THE CITY OF WINNSBORO MAYOR JACK HAMMONS TO SELL THE SAME.
