Franklin Parish Police Jury
Special Meeting
February 11, 2008
The Franklin Parish Police Jury met in Special Session on this 11th day of February, 2008 at 4:00 P.M. in the Police Jury Meeting Room, Courthouse Building, Winnsboro, Louisiana with the following members present: Honorable Harvey Guimbellot, Jackie Johnson, Leroy Scott, K.W. “Buddy” Parks and Troy Hendry.
Juror’s Ray Young was absent.Juror Ricky Campbell entered at 4:07 P.M.
Motion by Hendry and seconded by Parks to approve the agenda. Unanimously approved
Larry Walters discussed permit fees for Lone Cedar Baptist Church. Some members of the Church thought the fees were too high ($567.60). Larry explained that this fee was calculated by the Computer based on $.11 per square foot. This fee is Police Jury’s fee and was adopted by the Jury for commercial buildings. Most parishes adopted this fee also. He said that it was up to the Jury to exempt or change the fee.
There was lengthy discussion between Juror’s Scott and Johnson about exempting Churches and 501 3 C organizations.
Motion by Scott and seconded by Johnson to table and check with David Doughty on the correct procedures on refunding permit fees permit fees. Unanimously approved
There was also discussion on refunding permit fees for Calvary Baptist Church.
Juror Parks wanted to know if the church could get a temporary building permit. Larry Walters said that he would have to do a Plan Review before a permit could be issued.
Juror Scott rescinded his previous motion to state: Motion by Scott and seconded by Johnson to exempt churches and defer 501 3 C. Unanimously approved
Shannon asked the Jurors if they would wait and to hear from David Doughty before refunding Calvary Baptist Church permit fees.
There being no further business to discuss at this time, on a motion by Campbell and seconded by Scott to unanimously adjourn the meeting.

February 14, 2008
The Franklin Parish Police Jury met in Regular Session on this 14th day of February , 2008 at 6:00 P.M. in the Police Jury meeting room, Courthouse Building, Winnsboro, Louisiana with the following members present: Honorable Harvey Guimbellot, Jackie Johnson, Ray Young, Leroy Scott, K.W. “Buddy” Parks and Troy Hendry.
Juror Ricky Campbell was absent from this meeting.
Juror Leroy Scott led the group in Prayer and the Pledge.
President Guimbellot asked that we bow our heads for a moment of silent prayer in memory of our late Secretary Jenny Curtis who would have celebrated her birthday on today.
Motion by Hendry and seconded by Parks to approve the agenda. Unanimously approved
Motion by Hendry and seconded by Johnson to approve the minutes of January 10th and January 29th, 2008 meetings. Unanimously approved
Shannon Gwin, Treasurer spoke briefly to the Jurors telling them that she was resigning her position effective February 15, 2008. Shannon said she had accepted a job out of state. She said that she had enjoyed working for the Jury and would miss everyone.
Motion by Parks and seconded by Young to adopt a resolution that the Franklin Parish Police Jury accepts the Capital Outlay funding through the State of Louisiana in the amount of $250,000.00 for the Raspberry Bridge Repair, Planning and Construction (FP&C No. 50-J21-06-04). Unanimously approved
Motion by Young and seconded by Scott to adopt a resolution authorizing the submission of the Annual Plan for Section 8 Housing. Unanimously approved
Carol P. Alison with the LSU Ag Center gave an update on events coming up through the month of February. She also passed out a 4-H Calendar of events through July, 2008.
Dale Stevenor, new General manger with Delta Disposals introduced himself to the Juror. He said that if there are any problems such as trash pickup etc. please feel free to call the office.
Motion by Scott and seconded by Young to give Senior Citizen’s (age 60 and above) discounts at Turkey Creek Lake Park of $15.00 per stay plus tax. Unanimously approved
President Guimbellot talked about citizen’s dumping trash on bridges and various other places. He said we need to put another Ad in the Franklin Sun informing citizens anyone caught dumping trash will be fined. Juror Parks said that the Sheriff’s office had the names of five (5) persons dumping trash. Juror Johnson mentioned hiring someone to catch these persons. Juror Parks and Young said that there should be a fine for dumping trash.
Motion by Young and seconded by Parks to renew with CPA Mary Jo Finley for 2007 Audit engagement. Unanimously approved
Motion by Johnson and seconded by Young to approve the Beer Permit for J & J One Stop. Unanimously approved
Juror Leroy Scott talked about the possibility of hosting a Bass Tournament at Turkey Creek. He said that this event would be a shot in the arm for the economy of Franklin Parish. Allen Butler and Darron Enterkin also spoke to the Jurors about having a Bass Tournament. President asked the Secretary to call David Doughty and ask if it is legal for the Jury to advertise about the Tournament. There was a lengthy discussion between Butler, Enterkin, and Jurors about having a Bass Tournament. It was suggested that the Turkey Creek Lake Commission, Jurors, Allen Butler, and Darron Enterkin meet to discuss the feasibility of having a Tournament.
Juror Young talked to Jurors about Home Rule Charter. He said that there are people interested in this form of government. Jurors Young and Guimbellot are to pick a date and call a special meeting to discuss Home Rule Charter.
Under Personnel Committee Report: Motion by Parks and seconded by Hendry to hire Howard Robinson as Low Boy Operator at $9.00 per hour. Unanimously approved
Under Public Works Committee Report: Juror Young discussed using parish equipment to bush hog roads and hire temporary workers. VSMI said they would charge $42,900.00 for road side spraying.
Motion by Young and seconded by Hendry to accept Hardship Ordinance for Rose Gallagher at 4932 Hwy 135, Winnsboro, Louisiana. Unanimously approved
Motion by Hendry and seconded by Young to accept Hardship Ordinance for Roberta Stout at 460 Armstrong Road. Unanimously approved
Motion by Young and seconded by Parks to take a portion of Frank Reese Road into the system. Unanimously approved
Motion by Parks and seconded by young to approve the request from Billy J. Cupp, Mayor of Baskin to repair Killian Lane in Baskin, Louisiana. Unanimously approved
Under Superintendent’s Report: Motion by Young and seconded that the Franklin Parish Police Jury would haul 100 Tons of reclaim for the Franklin Parish School Board. Unanimously approved
Superintendent said that GOSEP approved $30,000.00 reimbursement for Project 17. There was emergency work on River Road at a cost of $3,300 to replace a collasped culvert.
Under New Business: Advertise for Treasurer’s position.
Motion by Young and seconded by Johnson to adopt a resolution that the Franklin Parish Police Jury will fund the current excess due for Raspberry Bridge Repair as well as any excess until project is completed pending approval from Ken McManus on decking and guard rails. Unanimously approved.
Motion by Young and seconded by parks to adopt a resolution to D.E.Q. stating that the Franklin Parish Police Jury will take the necessary actions to comply with permit requirements contained in the Louisiana Water Discharge Permit.
Juror Johnson talked to Jurors about employees having high school diplomas when hired. It was discussed that the employees should be encouraged to get their high school diploma or equivalency.
Motion by Johnson and seconded by Hendry that employees hired with a high school diploma or GED would be rewarded with points. Unanimously approved
There being no further business to discuss at this time, on a motion by Young and seconded by Parks the meeting was unanimously adjourned.

Greg Humphries talked to Juror’s about the Resolution for Raspberry Bridge. After a brief discussion between Greg and the Juror’s the following action was taken.
Motion by Young and seconded by Campbell to adopt a resolution that the Franklin Parish Police Jury will fund the current excess due for Raspberry Bridge Repair, as well as any excess until Project is completed. Unanimously approved
Motion by Campbell and seconded by Campbell to advertise for Treasurer’s position. Unanimously approved
Motion by Campbell and seconded by Young to appoint Jackie Johnson and Huey Priest to the RC & D Board FY 2008 - FY 2009. Unanimously approved

The Board of Aldermen of the City of Winnsboro, Louisiana, met in regular session on Tuesday, February 19, 2008, at 6:00 PM at the Winnsboro City Court, 1308 Cornell Street, Winnsboro, Louisiana, with Mayor Jack Hammons presiding.

Resolved that the City of Winnsboro informs Louisiana Department of Environmental Quality that the following actions were taken by the Board of Aldermen of the City of Winnsboro, Louisiana.
1. Reviewed the Municipal Water Pollution Prevention Environmental Audit Report which is attached to this resolution
2. Set forth the following actions necessary to maintain permit requirements contained in the Louisiana Water Discharge Permit System (LWDPS) Number LA0020281.

Motion by Dumas, second by Gill, and unanimously approved.

RESOLUTION NO. 08-0203:
WHEREAS, the City of Winnsboro and Ron’s Warehouse Furniture, Inc. have a loan agreement with the Louisiana Department of Economic Development; and
WHEREAS, this agreement is to purchase property during the term of lease, March 11, 2003 through February 28, 2013; and
WHEREAS, Ron’s Warehouse Furniture, Inc. wishes to amend this agreement for the outstanding mortgage indebtedness to the Louisiana Department of Economic Development and the amount owed to the City of Winnsboro as set forth in the agreement.
NOW THEREFORE BE IT RESOLVED, by the Board of Aldermen of the City of Winnsboro, Louisiana, that Mayor Jack Hammons is hereby authorized to sign the required documents for the Amendment and Recapture Agreement with the City of Winnsboro, Ron’s Furniture Warehouse, Inc. and the Louisiana Department of Economic Development.
On a motion by Dumas, second by Mahoney, this resolution was adopted on February 19, 2008 by the following vote:

FRANKLIN PARISH BLACK ACHIEVERS:
Representatives from the Franklin Parish Black Achievers Association appeared before the Board to thank the Mayor, Board of Aldermen and City of Winnsboro Crew for their contributions to the Black History Extravaganza Parade.
LGAP:
The Local Government Assistance Program Grant that the City of Winnsboro applied for in the amount of $50,000.00, has been reduced to $26,547.00. This grant application was to purchase 3 vehicles, but the City has submitted a letter requesting a change in the grant to include the purchase of 2 vehicles. The grant will be used to purchase a vehicle for the Superintendent and a vehicle for the Public Works Supervisor. The third vehicle for the Sewer Department will be lease purchased through the Utility System Fund.
A motion was made by Mahoney, second by Johnson and unanimously approved.
POLICE CHIEF MONTHLY REPORT:
Chief Lester Thomas gave a monthly activity report for the City of Winnsboro Police Department. Motion by Gill, second by Johnson to accept the report as given. Unanimously approved.
FIRE CHIEF MONTHLY REPORT:
Chief Truman Welch gave a monthly activity report for the City of Winnsboro Fire Department. Motion by Gill, second by Dumas to accept the report as given. Unanimously approved.
MONTHLY FINANCIAL REPORTS:
Motion by Mahoney, second by Johnson to accept the monthly financial reports. Unanimously approved.
ADJOURNMENT:
There being no more business to come before the board at this time, a motion was made by Gill, second by Johnson and unanimously approved that the meeting be adjourned.

VILLAGE OF GILBERT
The Village of Gilbert Mayor and Board of Alderman met in Regular Session on Thursday, March 13, 2008 at 6:30 p.m., at the Gilbert City Hall. Those present were as follows: Mayor Mike Stephens, Clerk Diane Parker, Alderman Kay Dunaway, Leo Miller and Louis Ezell, Also present were Ty Britt, Bruce Lofton, Joann Evans, Bill McLemore and citizens.

PAY MONTHLY BILLS:

FIRE DEPARTMENT:
Bill McLemore gave monthly report for the fire department. Motion was made by Louis Ezell, seconded by Leo Miller, to purchase electric motor for the fire truck, and also get the fire trucks ready for testing. Motion carried.
POLICE DEPARTMENT:
Chief Britt gave monthly report for the police department.
PUBLIC WORKS DEPARTMENT:
Bruce Lofton gave monthly report for the public works department.
OLD BUSINESS:

Discussion was held, to table till next month meeting.
HOSPITAL INSURANCE:
Kay gave report on hospitalization insurance and discussion was held to table till we review our upcoming fiscal year budget.
COMMUNITY CENTER RENOVATIONS:
Discussion was held.
POLICE DEPARTMENT PURCHASE TASER:
Discussion was held. Motion was made by Louis Ezell, seconded by Leo Miller to purchase one taser for the police department. Motion carried.
DISCUSS DEPUTY WAGES:
Discussion was held. Motion was made by Louis Ezell, seconded by Kay Dunaway to give our two part-time officers a raise effective March 7, 2008. Motion carried.
DISCUSS SPRING CLEAN-UP:
Discussion was held. Motion was made by Leo Miller, seconded by Louis Ezell to get a dumpster delivered on April 30, 2008; also to run in The Franklin Sun, our clean-up dates are April 30 thru May 21. Motion carried.
FRANKLIN PARISH ECONOMIC DEVELOPMENT MEETING:
Discussion was held.
DISCUSS ANNEXATION:
Discussion was held, tabled till next month meeting.
DISCUSS LEGISLATIVE SESSION — POLICE FUNDS:
Discussion was held that a letter be written and sent.
DISCUSS NEW WATER WORKS PROGRAM.
Discussion was held due to the fact that the water program crashed on both computers. Motion was made by Louis Ezell, seconded by Kay Dunaway to purchase new water works program. Motion carried.
DISCUSS ANY OTHER BUSINESS:
Mayor Stephens asked for thoughts on the proceeds raised from the fair? Discussion was held.

Notice is hereby given that, in accordance with L.R.S. 3:1609 and LAC 7:XV.314(A), the Louisiana Department of Agriculture & Forestry, Louisiana Boll Weevil Eradication Commission, has established a boll weevil eradication zone, the Louisiana Eradication Zone, consisting of all the territory within the state of Louisiana.
Notice is further given that all producers of commercial cotton in Louisiana are required to participate in the boll weevil eradication program, including cost sharing, in accordance with the Boll Weevil Eradication Law and Rules and Regulations. This includes, but is not limited to, reporting of cotton acreage and paying of assessments by July 15 of each crop year, and destruction of cotton plants and stalks by December 31 of each crop year. The Franklin Parish Police Jury announces that an application for FY 2008/09 Louisiana Community Development Block Grant (LCDBG) funds will be submitted for the following:
Activity: LCDBG funds through the LASTEP program will be used to install a potable water system on Dobber Glass Road.
Objective: To provide adequate potable water on Dobber Glass Road.
Location: The target area consists of the entire Dobber Glass Road.
Amount: $37,995 for 1,580 LF of 3" PVC water main, connection lines, engineering and administration.
