Public Notices Published Wednesday, March 12th, 2008Winnsboro, Louisiana February 4, 2008 The Franklin Parish School Board met for its regular scheduled meeting on Monday, February 4, 2008 at 5:30 p.m. in the Franklin Parish School Board Complex board room. Present for the meeting were Mrs. Louise Johnson, Mrs. Dorothy Brown, Mr. Eddie Ray Bryan, Mr. Ronnie Hatton, Mr. Jesse Young and Mr. Richard Kelly. Absent from the meeting was Mr. Tim Eubanks. President Eddie Ray Bryan called the meeting to order, Chaplain Richard Kelly led in prayer and President Bryan led in the Pledge of Allegiance. MOTION TO ADD AND DELETE ITEMS TO AGENDA ORDINANCE # 2008-02-0001 BE IT ORDAINED, ETC., that the Franklin Parish School Board approve to add and delete items to agenda. Deletions: Item IV.C. Consider 2007-2008 General Fund Budget revision. Additions: Item IV.G. Consider approving Testing Security Policy Item IV.H. Consider approval to advertise for bids for Franklin Parish High School, Crowville School and restrooms in selected schools. Item VII.B. MOTION TO APPROVE MINUTES FROM JANUARY 10 & 28, 2008 MEETING ORDINANCE # 2008-02-0003 BE IT ORDAINED, ETC., that the Franklin Parish School Board approve the minutes from the January 10 and 28, 2008 meetings. MOTION: Mrs. Dorothy Brown SECOND: Mrs. Louise Johnson All members present approved. AGRICULTURE EXTENSION OFFICE SPEAKER Ms. Carol Pinnell-Alison gave an update on the projects and activities of the Agriculture Extension Office. Mrs. Alison invited board members to Louisiana 4-H Centennial Celebration Tuesday, February 12, 2008 at the Extension Office. PAM MCBROOM, HEAD START REPORT Mrs. Pam McBroom gave an update of the activities and projects of the Head Start Program, Mrs. McBroom gave each board member a financial report for November and December, 2007. MOTION TO APPROVE MONTHLY INVOICES ORDINANCE # 2008-02-0004 BE IT ORDAINED, ETC., that the Franklin Parish School Board approve to pay the monthly invoices. MOTION: Mrs. Dorothy Brown SECOND: Mrs. Louise Johnson All members present approved. MOTION TO APPROVE PARISH OWNED SCHOOL BUS USAGE ORDINANCE # 2008-02-0005 BE IT ORDAINED, ETC., that the Franklin Parish School Board approve the policy for parish-owned school bus usage by contract drivers. Parish Bus Usage Policy Franklin Parish School Board will loan out its parish owned buses to Franklin Parish School Board contracted bus drivers in emergency situations. This loan out of parish-owned buses will be for a period not to exceed 14 consecutive days and bus must be returned in same condition and same amount of fuel in which it was picked up. The use of parish-owned bus must be pre-approved by Franklin Parish Transportation Manager. MOTION: Mrs. Louise Johnson SECOND: Mrs. Dorothy Brown All members present approved. MOTION TO DISCUSS 403’B FOR PAYROLL DEDUCTION Mrs. Louise Johnson made the motion and Mr. Jesse Young seconded to discuss the 403 B’s for payroll deduction. Mrs. Whitten stated that the IRS has put restrictions on business for all 403B’s. The new regulations for 403B’s will be put in place January 2009. MOTION TO AMEND PREVIOUS 403B MOTION, NOT TO ALLOW NEW ENROLLMENT INTO 403B’S ORDINANCE # 2008-02-0006 BE IT ORDAINED, ETC., that the Franklin Parish School Board approve not to allow any new enrollment into 403B’s for payroll deduction as of February 5, 2008. MOTION: Mr. Richard Kelly SECOND: Mrs. Louise Johnson All members present approved. MOTION TO RAISE DEDUCTIBLE ON BUS AND TRUCK INSURANCE ORDINANCE # 2008-02-0007 BE IT ORDAINED, ETC., that the Franklin Parish School Board approve to raise the deductible for bus and truck insurance from $100.00 to $500.00. MOTION: Mr. Richard Kelly SECOND: Mrs. Louise Johnson All members present approved. MOTION TO APPROVE TESTING SECURITY POLICY ORDINANCE # 2008-02-0008 BE IT ORDAINED, ETC., that the Franklin Parish School Board approve the Testing Security Policy set by the State Department of Education. MOTION: Mr. Jesse Young SECOND: Mrs. Louise Johnson All members present approved. MOTION TO CONSIDER APPROVAL TO ADVERTISE FOR BIDS FOR FPHS, CROWVILLE SCHOOL, AND RESTROOMS PROJECTS IN SELECTED SCHOOLS ORDINANCE # 2008-02-0009 BE IT ORDAINED, ETC., that the Franklin Parish School Board give approval to advertise for bids on Franklin Parish High School, Crowville School and restrooms projects in selected schools. This motion will save time in giving approval just to advertise for bids when these projects become available. The Board will come back when bids are in and approve to award the different bids. MOTION: Mr. Richard Kelly SECOND: Mrs. Dorothy Brown All members present approved. Superintendent’s REPORT Dr. Lanny Johnson reported to Board Members that the J-Parent computer program for parents may in be place by end of March. Paper work will be sent home to parents. Dr. Johnson wanted the news media to let parents know that this program will be available soon. Dr. Johnson wanted the Board to be aware that reading textbooks are being adopted this year. A different textbook is adopted each year and the adoption period is for seven years. Dr. Johnson wanted the Board to be aware that the emergency preparedness people are predicating severe weather for February 5th around 2:00 p.m. Dr. Johnson will be monitoring the weather and if it looks bad he will notify Mr. Bryan and let school out early. PRESIDENT’S REPORT Mr. Eddie Ray Bryan reported about the J-Parents program where parents can monitor their student’s progress on-line. Mr. Bryan said he had some parents to let him know that a bus driver was observed using a cell phone while students are on the bus. Mrs. Fay Philips said this could be handy if you have a lost student. Mr. Bryan brought the Board up to date on the progress of Ogden School campus. MOTION TO DISCUSS POLICY CHANGE FOR DONATION OF SICK LEAVE DAYS ORDINANCE # 2008-02-0012 BE IT ORDAINED, ETC., that the Franklin Parish School Board approve to discuss policy changes in Donation of Sick Leave Days Policy. The Board wanted Dr. Johnson look into the legality of changing policy without a 30 day lay over. Mrs. Louise Johnson said that the previous Board had a hard time coming up with this policy. Dr. Johnson said that the catastrophic illness or injury limits the donation of days. Mrs. Louise Johnson she just wanted to make sure that the policy was being followed fully. Mr. Young asked about changing it from 36 months to 18 months? Mrs. Johnson said it could be changed to 1 month if it is legal. Mr. Kelly said that the employee seeking the days will be contacted and told that the Board is looking into changing the length of employment allowed to receive donated days.
