Public Notices Published Tuesday, February 26th, 2008CITY OF WINNSBORO COUNCIL MEETING JANUARY 22, 2008 6:00 PM - CALL TO ORDER The Board of Aldermen of the City of Winnsboro, Louisiana, met in regular session on Tuesday, January 22, 2008, at 6:00 PM at the Winnsboro City Court, 1308 Cornell Street, Winnsboro, Louisiana, with Mayor Jack Hammons presiding. Pledge led by Jack Hammons Prayer led by John Dumas Aldermen present: Richard Mahoney, John Dumas, Betty Johnson, Craig Gill, Rex McCarthy Absent: None Motion by Johnson, second by Gill to approve the minutes of the regular session held on December 17, 2007. Unanimously approved. WES SHAFTO: Attorney Wes Shafto appeared before the board with information and procedures on bringing a 1/2 cent sales tax before voters of the City of Winnsboro. Motion by Johnson, second by McCarthy and unanimously approved to authorize Mayor Hammons to proceed with all necessary documents and procedures to bring a 1/2 cent sales tax before voters. This tax would be used for general fund expenses. Motion by Gill, second by Mahoney and unanimously approved to engage Wes Shafto to prepare the tax proposition and the necessary resolution and ordinance for an election. ADD TO AGENDA – HIRING OF POLICE OFFICER: Motion by Johnson, second by McCarthy to add the hiring of a new police officer to the agenda. Unanimously approved. HIRING OF POLICE OFFICER: Upon the recommendation of Police Chief Lester Thomas, Jr., a motion was made by McCarthy, second by Dumas and unanimously approved to hire Dexter Roberts as an uncertified police officer for the Winnsboro Police Department. Mahoney requested that before any future hiring of a police officers, the police committee have the opportunity to review the application and resume of the officer prior to the council meeting. POLICE CHIEF MONTHLY REPORT: Chief Lester Thomas gave a monthly activity report for the City of Winnsboro Police Department. Motion by McCarthy, second by Mahoney to accept the report as given. Unanimously approved. FIRE CHIEF MONTHLY REPORT: Chief Truman Welch gave a monthly activity report for the City of Winnsboro Fire Department. Motion by Gill, second by McCarthy to accept the report as given. Unanimously approved. MONTHLY FINANCIAL REPORTS: Motion by Dumas, second by Mahoney to accept the monthly financial reports. Unanimously approved. ADJOURNMENT: There being no more business to come before the board at this time, a motion was made by Gill, second by Dumas and unanimously approved that the meeting be adjourned. Present: Mayor Billy Joe Cupp, and Council Members Theo Martin and Larry LaBorde. Also present: Town Clerk and guests. Absent: Council member Mike Ballard. There being a quorum the meeting was called to order. The pledge of allegiance and prayer were led by Mayor Billy Joe Cupp. The Town Clerk read minutes from the previous meeting. Theo Martin made a motion to accept minutes. Larry LaBorde seconded. 2 yeas; 0 nays; 1 absent. NEW BUSINESS: The cash flow report was provided for the month of January. Permission was granted to pay all bills. Theo Martin made a motion. Larry LaBorde seconded. 2 yeas. 0 nays. 1 absent. NOTE: Alderman Mike Ballard entered the meeting at approximately 5:15 p.m. OLD BUSINESS: Mayor Cupp announced that he is still checking into purchasing signs for the North and South entrances of Baskin. The maintenance truck has been ordered and should be in this week. POLICE DEPARTMENT: Assistant Chief Don Moore asked permission to purchase two new Tasers. Larry LaBorde made a motion. FIRE DEPARTMENT: Mary LaBorde asked permission to purchase cleaning supplies for the Fire Station and announced that she volunteered to clean the Fire Station once a week. Cleaning supplies not to exceed $250.00. Theo Martin made a motion. Mike Ballard seconded. 0 nays. 2 yeas. 1 abstain. Several members of the Fire Department recently attended a Pipeline Schooling. Present: Mayor Mike Stephens, and Alderman Kay Dunaway and Leo Miller. Also present Town Clerk and guests. There being a quorum the meeting was called to order. Pledge of Allegiance was led by clerk Diane Parker. Prayer was led by Alderman Leo Miller. Order of Business: To accept the resignation of Mayor Pro-Tem/Alderman Lovie Ezell as of January 31, 2008 and to appoint Marcus Louis Ezell to serve as Alderman of the Village of Gilbert until the Election held October 4, 2008, and to appoint Leo Miller to serve as Mayor Pro-Tem. Clerk Diane Parker read the resolution. Alderman Leo Miller made a motion to adopt the resolution. Kay Dunaway seconded the motion. Clerk Diane Parker read the Proclamation. Meeting adjourned. Those present were as follows: Mayor Mike Stephens, Clerk Diane Parker, Alderman Leo Miller, Kay Dunaway, and Louis Ezell. Also present was Chief of Police Ty Britt, Bruce Lofton, Brian Goodman, Joann Evans and citizens. CALL TO ORDER: Mayor Mike Stephens called the meeting to order. Leo Miller led in opening prayer. Diane Parker led in the pledge of allegiance. MINUTES: Motion made by Louis Ezell, seconded by Kay Dunaway to accept the minutes as presented. Motion carried. CENTER GRANT: Mayor Stephens stated that the papers came in on the grant, discussion was held on renovations to be done which will begin in the next few weeks. Motion made by Louis Ezell, seconded by Leo Miller for Mayor Stephens to have authorization to sign any paper work on the grant. Motion carried. CD PURCHASED: Mayor Stephens informed everyone that the Certificate of Deposit has been purchased. THE FAIR PROCEEDS: Discussion was held on the fair proceeds. DISCUSS EMPLOYEE BENEFIT PACKAGE: Discussion was held. Motion by Leo Miller, seconded by Louis Ezell to table for next month’s meeting. Mayor Stephens advised Kay Dunaway to check into for more information. Motion carried. ASSISTANT CLERK/FULL-TIME SALARY: Motion was made by Louis Ezell, seconded by Kay Dunaway to appoint Ms. JoAnn Evans full-time with a salary raise. Motion carried. JCP CONTRACT: Motion was made by Leo Miller, seconded by Louis Ezell for the Mayor to sign the contract with JCP of Harrisonburg. Motion carried. PRESIDENT’S DAY: Motion was made by Kay Dunaway, seconded by Leo Miller to close for President’s Day, and to include this day to the list of holidays observed by the town. Motion carried. Present: Mayor Allyn Jean Luckett, Bobby Blount, Nettie B. Brown, Marc McCarty, Thomas Moore and Thomas Lemle. Also present: Town Clerk, Chief of Police and guests. There being a quorum the meeting was called to order by Mayor Luckett. The invocation was led by Marc McCarty and the Pledge of Allegiance was led by Nettie B. Brown. Motion by Marc McCarty to accept minutes from previous meeting. Seconded by Bobby Blount. The financial reports and expenditure were provided for the month. Motion by Nettie B. Brown and seconded by Thomas Lemle. NEW BUSINESS: Thomas Moore announced that the pump on the parish fire truck is in need of repairs and will be taken to the Franklin Parish Police Jury. Marc McCarty made a motion to appoint Myles Kiper to the Fire Chief position due to the resignation of Jackie Jenkins. Seconded by Thomas Moore. DEPARTMENT REPORTS: Chief Billy Cureington informed council that the town has had an increase of criminal activity and asked permission to hire Vinecent Smith as a part time officer. Nettie B. Brown made a motion to hire Vinecent Smith as a part time officer. Seconded by Marc McCarty. The Personnel Committee announced their decision to hire Don Beaube as the Water Supervisor. Motion by Thomas Lemle and seconded by Bobby Blount. With no further business Bobby Blount made a motion to adjourn. Following immediately after the Public Meeting, the Local Workgroup will have their meeting. The purpose of the public meeting is to voice concerns, provide comments, and help to identify conservations issues. The meeting is open to the public.
