VILLAGE OF BASKIN
REGULAR COUNCIL MEETING
JANUARY 8, 2008
The Mayor and Council of the Village of Baskin met in a regular session on Tuesday, January 8, 2008 at 5:00 p.m. at the Village of Baskin Town Hall.
Present: Mayor Billy Joe Cupp, and Council Members Theo Martin and Larry LaBorde.
Also present: Town Clerk and guests.
Absent: Council Member Mike Ballard.
There being a quorum the meeting was called to order.
The pledge of allegiance and prayer were led by Mayor Billy Joe Cupp.
The Town Clerk read minutes from the previous meeting.
Theo Martin made a motion to accept minutes. Larry LaBorde seconded. 2 yeas. 0 nays. 1 absent.
NEW BUSINESS:
The cash flow report was provided for the month of January.
Permission was granted to pay all bills.
Theo Martin made a motion. Larry LaBorde seconded. 2 yeas. 0 nays. 1 absent.
Mayor Billy Joe Cupp announced that we purchased an upgrade of financial software.
OLD BUSINESS:
Alderman Larry LaBorde mentioned the welcome signs being placed at the North and South entrances of Baskin.
POLICE DEPARTMENT:
No report.
FIRE DEPARTMENT:
Chief Fife reported a need for a couple of more smoke detectors and a DVD player to be used for training videos.
With no further business Theo Martin made a motion to adjourn. Larry LaBorde seconded. Meeting adjourned.

VILLAGE OF GILBERT
REGULAR MEETING
JAN. 10, 2008
The Village of Gilbert Mayor and Board of Alderman met in regular session on Thursday, January 10, 2008 at 6:30 p.m., at the Gilbert City Hall. Those present were as follows: Mayor Mike Stephens, Clerk Diane Parker, Alderman Leo Miller, Lovie Ezell, and Kay Dunaway. Also present was Chief of Police Ty Britt, Jerry Ensminger, Bill McLemore and citizens.
CALL TO ORDER:
Mayor Mike Stephens called the meeting to order. Leo Miller led in opening prayer. Diane Parker led in the pledge of allegiance.
MINUTES:
Motion made by Leo Miller, seconded by Kay Dunaway to accept the minutes as presented. Motion carried.
FINANCIAL DOCUMENTS:
Motion made by Leo Miller, seconded by Kay Dunaway to accept the financial documents as presented. Motion carried.
PAY MONTHLY BILLS:
Motion made by Kay Dunaway, seconded by Lovie Ezell to pay the monthly bills. Motion carried.
FIRE DEPARTMENT:
Bill McLemore gave monthly report for the fire department. Mr. McLemore stated that the fire department had received information that it was Village of Gilbert’s time to be rated on fire classification.
POLICE DEPARTMENT:
Chief Britt gave monthly report for the police department.
WATER/SEWER DEPARTMENT:
Jerry Ensminger gave monthly report for the water/sewer department.
OLD BUSINESS:
Zoe Meeks, CPA spoke on behalf of the Village of Gilbert annual audit report.
ADOPT ORDINANCE #301-SAGGING PANTS:
Motion was made by Kay Dunaway, seconded by Leo Miller, to adopt ordinance #301, Sagging Pants, and will be effective February 1, 2008. Motion carried.
TRASH CAN REMOVAL:
Discussion was to put an article in paper asking citizens in the Village of Gilbert to please remove the trash cans from right of way within 24 hours after pick-up.
DISCUSS DOG CATCHER:
Discussion was held. Motion was made by Kay Dunaway, seconded by Leo Miller to hire Robert Daniels to be the animal catcher.
DISCUSS WATER/SEWER APPLICANTS:
Motion was made by Kay Dunaway, seconded by Lovie Ezell to hire Bruce Lofton.
UPDATE ON COMMUNITY CENTER GRANT:
The clerk stated that the paper work is expected at anytime, for the Mayor to sign the cooperative endeavor agreement.
THE FAIR:
Mayor Stephens stated that the Fair would be coming to Gilbert on February 21-24. The flyers would be issued out at a later date.
DISCUSS EMPLOYEE BENEFIT PACKAGE:
Motion was made by Lovie Ezell, seconded by Leo Miller to check on further information and to table to next month meeting. Motion carried.
CHECK ORDER:
Motion was made by Lovie Ezell, seconded by Leo Miller for the clerk to order checks for the general fund account. Motion carried.
DISCUSS BUYING CD WITH SALES TAX FUNDS:
motion was made by Kay Dunaway, seconded by Leo Miller to purchase a 1 year CD with sales tax funds and for the Mayor to have authorization to sign. Motion carried.
RESOLUTION FOR DRA 2008 FEDERAL GRANT FOR WATER TOWER:
Motion was made by Leo Miller, seconded by Lovie Ezell to adopt resolution for the DRA 2008 federal grant for water tower.
CLERKS SCHOOL:
Motion made by Kay Dunaway, seconded by Lovie Ezell, for the clerk to attend the upcoming Louisiana Municipal Clerks Association Conference.
DISCUSS ANY OTHER BUSINESS:
Discussion was held on the clerk to attend a two day computer seminar.
CITIZENS PARTICIPATION:
None available.
ADJOURNMENT:
Lovie Ezell made motion to adjourn. Leo Miller seconded the motion. Motion carried.

VILLAGE OF GILBERT
ORDINANCE NO. 301
EFFECTIVE FEBRUARY 1, 2008
AN ORDINANCE TITLED “INDECENT EXPOSURE” RELATIVE TO WEARING OF PANTS BELOW THE WAIST IN PUBLIC AND TO OTHERWISE PROVIDE WITH RESPECT THERETO.
BE IT THEREFORE ORDAINED, by the Mayor and Board of Aldermen of the Village of Gilbert, convened in regular session on January 10, 2008, to adopt Ordinance No. 301, to read as follows:
ORDINANCE NO. 301: INDECENT EXPOSURE.
a). It shall be unlawful for any person to appear in public wearing pants below the waist which exposes the skin or undergarments.
b). If a juvenile is determined to be in violation of this ordinance a citation shall be issued to a parent or legal guardian, who has care and control of the minor; or if an adult is determined to be in violation of this ordinance a citation shall be issued to the person and the person shall be punished by a fine as follows:
1) Any person convicted of first offense violating the provisions of this ordinance shall be punished by a fine of $25.00.
2) Any person convicted of second offense violating the provisions of this ordinance shall be punished by a fine of $50.00.
3) Any person convicted of third offense violating the provisions of the Ordinance shall be punished by a fine of $75.00.
BE IT FURTHER ORDAINED that this ordinance shall become effective February 1, 2008.
Any ordinance or parts of ordinance in conflict with this ordinance, to the extent of that conflict, are hereby repealed.
After a public hearing was held on the above ordinance, the title having been read and the ordinance considered, a motion was made by Kay Dunaway, seconded by Leo Miller to adopt Ordinance No. 301, a recorded vote was taken and the following result was had:
