TOWN OF WISNER
Regular Council Meeting
Nov. 8, 2007

The Mayor and Town Council of Wisner met in regular session on Thursday, November 8, 2007 at 6:30 p.m. at the Wisner Town Hall.
Present: Mayor Allyn Jean Luckett, Bobby Blount, Nettie B. Brown, Marc McCarty and Thomas Moore.
Also present: Town Clerk, Chief of Police, and guests.
There being a quorum the meeting was called to order by Mayor Luckett.
The invocation was led by Thomas Lemle and Pledge of Allegiance was led by Fred Murphy.
Motion by Marc McCarty to accept minutes from October's meeting. Seconded by Nettie Brown.
The financial reports and expenditure were provided for the month.
Bobby Blount made a motion to pay bills. Seconded by Nettie B. Brown.
NEW BUSINESS:
Tiney Ensminger gave an update on the Christmas Dinner that will be held after the December's Council meeting for the town's employees and their family.
Mayor Luckett announced that the Town Hall will be closed for Veteran's Day Monday, November 12, 2007.
Thomas Moore reported that he had spoken to several citizens who would be interested in being a volunteer firefighter.
Nettie B. Brown introduced an Ordinance for allowing a pool table in a place of business. The ordinance will be voted on at the December's council meeting.
DEPT. REPORTS:
Chief Cureington asked council to consider hiring an auxiliary officer.
OLD BUSINESS:
Mayor Luckett informed council of several concerns coming from citizens about the lights that are needed for the walking trail.
Mayor Luckett discussed cleaning up the property around the school and that work was already being done.
FURTHER BUSINESS:
With no further business Bobby Blount made a motion to adjourn.

Regular Council Meeting
12/13/07

The Village of Gilbert Mayor and Board of Alderman met in regular session on Thursday, December 13, 2007 at 6:30 p.m., at the Gilbert City Hall.
Those present were as follows: Mayor Mike Stephens, Clerk Diane Parker, Alderman Leo Miller, Lovie Ezell, and Kay Dunaway.
Also present was Chief of Police Ty Britt, Jerry Ensminger, JoAnn Evans, Bill McLemore, Brian Goodman and citizens.
CALL TO ORDER:
Mayor Mike Stephens called the meeting to order. Leo Miller led in opening prayer. Diane Parker led in the pledge of allegiance.
MINUTES:
Motion made by Leo Miller, second by Kay Dunaway to accept the minutes as presented. Motion carried.
FINANCIAL DOCUMENTS:
Motion made by Lovie Ezell, seconded by Leo Miller to accept the financial documents as presented. Motion carried.
PAY MONTHLY BILLS:
Motion made by Kay Dunaway, seconded by Leo Miller to pay the monthly bills. Motion carried.
WATER/SEWER DEPARTMENT: Jerry Ensminger gave monthly report for the water/sewer department.
FIRE DEPARTMENT:
Bill McLemore gave monthly report for the fire department.
POLICE DEPARTMENTS:
Chief Britt gave monthly report for the police department.
NEW BUSINESS:
ZOE MEEKS, CPA, spoke on behalf of the Village of Gilbert annual audit report.
DISCUSS WATER/SEWER SUPERINTENDENT APPLICATIONS:
EXECUTIVE SESSION: Possibly hiring public works supervisor. Motion made by Leo Miller, seconded by Lovie Ezell to amend the agenda, to move the executive session to last on the agenda. Motion carried.
DISCUSS CLEAN-OUT TREATMENT:
Motion made by Lovie Ezell, seconded by Kay Dunaway to purchase the clean-out treatment. Motion carried.
DISCUSS QUICKBOOKS COMPUTER 2008 PROGRAM:
Motion made by Kay Dunaway, seconded by Lovie Ezell to purchase QuickBooks Computer 2008 program for the clerk's computer. Motion carried.
SMOKE TEST UPDATE ON SEWER LINES:
Mayor Stephens advised that the smoke test had been completed. Action will be taken to correct the leaks.
DISCUSS STARTING PROJECTS TO BE DONE FOR 2008:
Mayor Stephens stated the renovations are scheduled to be done on the community center. Other projects were mentioned that would be consider for the year 2008.
INTRODUCE ORDINANCE #302-REMOVAL OF TRASH CAN FROM RIGHT-OF-WAY:
Discussion was held.
OLD BUSINESS:
INTRODUCE SAGGING PANTS INDECENT EXPOSURE ORDINANCE #301:
Discussion was held.
UPDATE ON DOG CATCHER STARTED:
Mayor Stephens informed everyone that Brandon Mason started catching dogs/cats on December 4. Mayor Stephens stated that the problems with dogs/cats around town have increased and if any dog or cat seen on street or anywhere other than on a chain or in a pen will be picked up .
EXECUTIVE SESSION:
Motion made by Lovie Ezell, seconded by Leo Miller to close regular meeting and enter into executive session. Motion carried.
Motion made by Lovie Ezell, seconded by Kay Dunaway to close executive session, and reopen the regular meeting. Motion carried.
Motion made by Leo Miller, seconded by Kay Dunaway to stop taking applications at this time for the water/sewer superintendent vacancy, and to schedule interviews for qualified applicants. Motion carried.

The Board of Aldermen of the City of Winnsboro, Louisiana, met in regular session on Monday, December 17, 2007, at 6:00 PM at the Winnsboro City Court, 1308 Cornell Street, Winnsboro, Louisiana, with Mayor Pro-Tem Betty Johnson presiding.

Chief Truman Welch gave a monthly activity report for the City of Winnsboro Fire Department. Motion by Mahoney, second by McCarthy to accept the report as given. Unanimously approved.
MONTHLY FINANCIAL REPORTS:
Motion by Dumas, second by Mahoney to accept the monthly financial reports. Unanimously approved.
ADJOURNMENT:
There being no more business to come before the board at this time, a motion was made by Gill, second by Mahoney and unanimously approved that the meeting be adjourned.
