The Ward III Community Center Management Cooperation will be accepting sealed bids on the air conditioning/heating work to be done on the Old Ward III School Gym and Cafeteria.

The Franklin Parish Police Jury will hold a Public Hearing during the Regular Public Meeting on Thursday, January 10, 2008, at 6 p.m. in the Police Jury Meeting Room, Franklin Parish Courthouse, Winnsboro, LA for the following:
To discuss and set the salary, by Ordinance, of the Police Jurors for the four-year term to begin January 2008 and end December 2011 as required by law.

PROCLAMATION NO. 99 KBB 2007
SPECIAL ELECTION - PARISH OF FRANKLIN
WHEREAS, a vacancy exists in the office of alderman, town of Wisner, Parish of Franklin, due to the resignation of the Honorable Allyn Jean Luckett; and
WHEREAS, R.S. 18:602 mandates that the governor shall call a special election to fill the vacancy in an office where the unexpired terms exceeds one (1) year, in accordance with the provisions of R.S. 18:602(E)(2)(a) and/or the dates for elections set forth in R.S. 18:402;
NOW THEREFORE I, KATHLEEN BABINEAUX BLANCO, Governor of the state of Louisiana, by virtue of the authority vested by the Constitution and laws of the state of Louisiana, do hereby order and direct as follows:
SECTION 1: A special primary and a special general election shall be held throughout the jurisdiction of the town of Wisner, parish of Franklin, for the purpose of electing an alderman to fill a vacancy in the office.
SECTION 2: Any qualified person desiring to become a candidate for said office shall file a notice of candidacy, accompanied either by a qualifying fee or a nominating petition, as required or authorized by law, with the appropriate election official in the manner and form, and under the procedures and conditions, provided by R.S.. 18:461, et seq., and all other applicable provisions of the Louisiana Election Code, R.S. 18:1, et. seq., during the period commencing on Wednesday, July 9, 2008, and ending at 5:00 p.m. on Friday, July 11, 2008.
SECTION 3: The special elections shall be held and conducted under the applicable provisions of the Louisiana Election Code, R.S. 18:1, et. seq.
SECTION 4: The primary election shall be held on Saturday, October 4, 2008, and the general election shall be held on Tuesday, November 4, 2008, at the times and places, and in the manner, prescribed by law.
SECTION 5: The secretary of state, commissioner of elections, parish board of supervisors, clerk of court, registrar of voters, and all other persons charged with any power, function, right, duty or responsibility in conducting elections in the jurisdiction of the town of Wisner, parish of Franklin, are hereby authorized, requested, directed and empowered to exercise every lawful function and to do every act necessary to conduct said special elections, to cause the returns thereof to be made, to canvass and promulgate the results thereof, and to perform all related and incidental functions thereto.
IN WHITENESS WHEREOF, I have set my hand officially and caused to be affixed the Great Seal of Louisiana, at the Capitol, in the city of Baton Rouge, on this 13th day of December, 2007.
