The following resolution was offered by Ricky Campbell and seconded by Ray Young:
RESOLUTION
A resolution providing for canvassing the returns and declaring the results of the special election held in the Parish of Franklin, State of Louisiana, on Saturday, November 17, 2007, to authorize the levy of special taxes therein.
BE IT RESOLVED by the Police Jury of the Parish of Franklin, State of Louisiana (the “Governing Authority”), acting as the governing authority of the Parish of Franklin, State of Louisiana, that:
SECTION 1. Canvass. This Governing Authority does now proceed in open and public session to examine the official tabulations of votes cast at the special election held in the Parish of Franklin, State of Louisiana, on SATURDAY, NOVEMBER 17, 2007, to authorize the levy of special taxes therein, and said Governing Authority does further proceed to examine and canvass the returns and declare the results of the special election.
SECTION 2. ProcPs Verbal. A ProcPs Verbal of the canvass of the returns of said election shall be made and a certified copy thereof shall be forwarded to the Secretary of State, Baton Rouge, Louisiana, who shall record the same in his office; another certified copy thereof shall be forwarded to the Clerk of Court and Ex-Officio Recorder of Mortgages in and for the Parish of Franklin, who shall record the same in the Mortgage Records of said Parish; and another copy thereof shall be retained in the archives of this Governing Authority.
SECTION 3. Promulgation of Election Results. The results of said election shall be promulgated by publication in the manner provided by law.
This resolution having been submitted to a vote, the vote thereon was as follows:

PROCOS VERBAL AND PROCLAMATION OF THE CANVASS OF THE VOTES CAST AT THE SPECIAL ELECTION HELD IN THE PARISH OF FRANKLIN, STATE OF LOUISIANA, ON SATURDAY, NOVEMBER 17, 2007.
BE IT KNOWN AND REMEMBERED that on Thursday, December 13, 2007, at six o’clock (6:00) p.m., at its regular meeting place, the Police Jury Room of the Franklin Parish Courthouse, Winnsboro, Louisiana, the Police Jury of the Parish of Franklin, State of Louisiana (the “Governing Authority”), acting as the governing authority of the Parish of Franklin, State of Louisiana (the “Parish”), and being the authority ordering the special election held therein on Saturday, November 17, 2007, with the following members present:
Ricky Campbell, Buddy Parks, Ray Young, Troy Hendry, LeRoy Scott, Harvey Guimbellot and Jackie Johnson;
There being absent: None;
did, in open and public session, examine the official certified tabulations of votes cast at the said election, and did examine and canvass the returns of the said election, there having been submitted at said election the following propositions, to wit:
PROPOSITION NO. 1
(MILLAGE RENEWAL)
SUMMARY: 5 YEAR, 4.07 MILLS PARISH PROPERTY TAX RENEWAL FOR OPERATION AND MAINTENANCE OF THE PARISH COURTHOUSE.
Shall the Parish of Franklin, State of Louisiana (the “Parish”), levy a four and seven hundredths (4.07) mills tax on all property subject to taxation in the Parish (an estimated $213,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of five (5) years, beginning with the year 2008 and ending with the year 2012, for the purpose of operation and maintenance of the Parish Courthouse?
PROPOSITION NO. 2
(MILLAGE RENEWAL)
SUMMARY: 5 YEAR, 11.17 MILLS PARISH PROPERTY TAX RENEWAL FOR CONSTRUCTION, MAINTENANCE AND OPERATION OF, AND THE PURCHASE OF EQUIPMENT FOR, THE DRAINAGE SYSTEM IN THE PARISH.
Shall the Parish of Franklin, State of Louisiana (the “Parish”), levy an eleven and seventeen hundredths (11.17) mills tax on all property subject to taxation in the Parish (an estimated $583,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of five (5) years, beginning with the year 2008 and ending with the year 2012, for the purpose of construction, maintenance and operation of, and the purchase of equipment for, the drainage system in the Parish?
PROPOSITION NO. 3
(MILLAGE RENEWAL)
SUMMARY: 5 YEAR, 8.12 MILLS PARISH PROPERTY TAX RENEWAL FOR MAINTAINING, OPERATING AND PURCHASING PARISH EQUIPMENT.
Shall the Parish of Franklin, State of Louisiana (the “Parish”), levy an eight and twelve hundredths (8.12) mills tax on all property subject to taxation in the Parish (an estimated $424,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of five (5) years, beginning with the year 2008 and ending with the year 2012, for the purpose of maintaining, operating and purchasing Parish equipment?
PROPOSITION NO. 4
(MILLAGE RENEWAL)
SUMMARY: 5 YEAR, 4.26 MILLS PARISH PROPERTY TAX RENEWAL FOR THE PURCHASING, OPERATING AND MAINTAINING OF ROAD EQUIPMENT AND FOR SALARY ADJUSTMENTS FOR EMPLOYEES OF THE PARISH.
Shall the Parish of Franklin, State of Louisiana (the “Parish”), levy a four and twenty-six hundredths (4.26) mills tax on all property subject to taxation in the Parish (an estimated $223,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of five (5) years, beginning with the year 2009 and ending with the year 2013, for the purpose of the purchasing, operating and maintaining of road equipment and for the purpose of salary adjustments for employees of the Parish?
There was found by said count and canvass that the following votes had been cast at the said special election IN FAVOR OF and AGAINST, respectively, the propositions as hereinabove set forth at the following polling places, to-wit:

The polling places above specified being the only polling places designated at which to hold the said election, it was therefore shown that
(i) there was a total of 2,905 votes cast IN FAVOR OF Proposition No. 1 and a total of 1,677 votes cast AGAINST Proposition No. 1, as hereinabove set forth, and that there was a majority of 1,228 votes cast IN FAVOR OF Proposition No. 1 as hereinabove set forth;
(ii) there was a total of 2,930 votes cast IN FAVOR OF Proposition No. 2 and a total of 1,625 votes cast AGAINST Proposition No. 2, as hereinabove set forth, and that there was a majority of 1,305 votes cast IN FAVOR OF Proposition No. 2 as hereinabove set forth; and
(iii) there was a total of 2,832 votes cast IN FAVOR OF Proposition No. 3 and a total of 1,714 votes cast AGAINST Proposition No. 3, as hereinabove set forth, and that there was a majority of 1,118 votes cast IN FAVOR OF Proposition No. 3 as hereinabove set forth.
and (iv) there was a total of 2,840 votes cast IN FAVOR OF Proposition No. 3 and a total of 1,687 votes cast AGAINST Proposition No. 3, as hereinabove set forth, and that there was a majority of 1,153 votes cast IN FAVOR OF Proposition No. 3 as hereinabove set forth.
Therefore, the Governing Authority did declare and proclaim and does hereby declare and proclaim in open and public session that Proposition No. 1, Proposition No. 2, Proposition No. 3 and Proposition No. 4 as hereinabove set forth were each duly CARRIED by a majority of the votes cast by the qualified electors voting at the said special election held in the Parish on Saturday, November 17, 2007.
THUS DONE AND SIGNED at Winnsboro, Louisiana, on this, the 13th day of December, 2007.

I, the undersigned President of the Police Jury of the Parish of Franklin, State of Louisiana, the governing authority of the Parish of Franklin, State of Louisiana (the “Parish”), do hereby declare, proclaim and announce that Proposition No. 1, Proposition No. 2, Proposition No. 3 and Proposition No. 4 submitted at the special election held in the Parish on Saturday, November 17, 2007, were each CARRIED by a majority of the votes cast at the said special election, all as described and set out in the above ProcPs Verbal.

Dec. 11, 2007
The Mayor and council of the Village of Baskin met in a regular session on Tuesday, December 11, 2007 at 5:00 p.m. at the Village of Baskin Town Hall.
Present: Mayor Billy Joe Cupp, and council members Theo Martin, Larry LaBorde, and Mike Ballard.
Also present; Town Clerk and guests.
There being a quorum the meeting was called to order. The pledge of allegiance and prayer were led by Mayor Billy Joe Cupp. The Town Clerk read minutes from the previous meeting. Theo Martin made a motion to accept the minutes. Larry LaBorde seconded. 3 yeas. 0 nays. 0 absent.

BUDGET RESOLUTION
A resolution adopting an Operation Budget of Revenues and Expenditures for the fiscal year Beginning January 1, 2008 and ending December 31, 2008
BE IT RESOLVED BY THE POLICE JURY OF FRANKLIN PARISH, in regular session convened that:
SECTION 1: The attached detailed estimate of Revenues for the fiscal year beginning January 1, 2008, and ending December 31, 2008, be and the same is hereby adopted to serve as an Operating Budget of revenues for the Jury during the same period.
SECTION 2: The attached estimates of expenditures by funds for the fiscal year beginning January 1, 2008, and ending December 31, 2008, be and the same is hereby adopted to serve as a budget of expenditures for the Jury during the same period.
SECTION 3: The adoption of this budget of expenditures by and the same is hereby declared to operate as an appropriation of the amount herein set forth within the terms of the budget classification.
SECTION 4: Amounts are available for expenditures only to the extent included within the 2008 budget. Amendments requiring increases for decreases in total amounts budget for any function shall require approval of the Police Jury.
