The Franklin Parish School Board met for its regular scheduled meeting on Monday, November 5, 2007 at 5:30 p.m. in the Franklin Parish School Board Complex board room.
Present for the meeting were Mr. Tim Eubanks, Mrs. Dorothy Brown, Mr. Eddie Ray Bryan, Mr. Ronnie Hatton, Mr. Jesse Young and Mr. Richard Kelly.
Mrs. Louise Johnson was absent from the meeting.
President Eddie Ray Bryan called the meeting to order, Chaplain Richard Kelly led in prayer and President Bryan led in the Pledge of Allegiance.

AGRICULTURE EXTENSION OFFICE SPEAKER
Ms. Carol Pinnell-Alison gave an update on the projects and activities of the Agriculture Extension Office.
GUICE AWARD RECOGNITION, WILEY MCCLARY
Mr. Wiley McClary introduced Mr. Johnny Guice to present the 2007 Guice Award. Mr. Guice said that his family came up with this award in memory of two of his family members. This award is in memory of Dr. W. M. Guice who was the first superintendent of the Franklin Parish School Board and Miss Rebecca Guice, retired school teacher. The Guice Award was established in 1991. This year’s award went to Mrs. Dixie Cureington, teacher at Winnsboro Elementary School. Mrs. Cureington graciously accepted this award.
RECOGNITION OF ILEAP, LEAP, & GEE STUDENTS - DELAYNE DONNELL
Mrs. Delayne Donnell recognized students for their advanced scores on iLEAP, LEAP, and GEE test for 2006. Progressive Bank, Winnsboro State Bank, Franklin State Bank, and Citizens Progressive Bank helped supply the plaques presented to these students. Students recognized for iLEAP advanced scores from Baskin School: Ellen Lee, Logan Parks, Jeremiah Schoonover, Shelby Tibbit, Patrick Todd, Zachary Waller, and Cody Williams. PAM MCBROOM, HEAD START REPORT
Mrs. Pam McBroom gave an update of the activities and projects of the Head Start Program, Mrs. McBroom gave each board member a financial report for September.

MOTION TO CONSDIER UPDATE OF PARISH TRAVEL POLICY
ORDINANCE # 2007-11-0004
BE IT ORDAINED, ETC., that the Franklin Parish School Board approve to update the parish Travel Policy to follow state rates for meal reimbursement.
Travel
All out of town travel must be approved in advance by the immediate supervisor, Grant Supervisor (if paid by a grant) and Superintendent or Assistant Superintendent in his/her absence.
By signing out of town authorization, Grant Supervisor states that funds are available.
For in parish travel, daily log is to be recorded.
Uncompleted travel reimbursement will be returned for completion.
Completed travel reimbursement forms are to be signed by the Supervisor, Business Manager and Superintendent or Assistant Superintendent before payment is made.
Totals are verified by Supervisor and Business Manager before reimbursement is made. Travel guidelines adopted by the Franklin Parish School Board are followed for reimbursement rates.
Check writing procedures are to be followed for reimbursement.

TRAVEL REGULATIONS
Reimbursement for Travel, Sustenance and other Expenses
Transportation
A mileage allowance of $0.40 cents per mile shall be reimbursable to authorized travelers using personally owned vehicles while in the conduct of official Franklin Parish School Board business. The mileage chart is to be used for most frequented locations.
Meals are not eligible for reimbursement on single day travel of less than 24 hours.
Meals in-state/out of state travel for purposes of reimbursement, the following shall apply:
1. Meals only (including tips): Employees, while on in-state/out-of-state travel, may be allowed up to the following amount for meals:
Breakfast $7.00; Lunch $10.00; Dinner $14.00: Total $31.00
Reimbursement for meals will be based on:
Breakfast when travel begins before 6:00 a.m. and extends beyond 9:00 a.m.
Lunch when travel begins before 10:00 a.m. and extends beyond 2:00 p.m.
Dinner when travel begins before 4:00 p.m. and extends beyond 8:00 p.m.
Meals in high cost areas for purposes of reimbursement, the following rates shall apply:
Meals only (including tips): Employees while on in-state/out-of-state travel may be allowed up to the amounts for meals:
Breakfast $8.00; Lunch $12.00; Dinner $17.00: Total $37.00
Reimbursement for meals will be based on :
Breakfast when travel begins before 6:00 a.m. and extends beyond 9:00 a.m.
Lunch when travel begins before 10:00 a.m. and extends beyond 2:00 p.m.
Dinner when travel begins before 4:00 p.m. and extends beyond 8:00 p.m.
D. Lodging for purpose of reimbursement, the following shall apply:
1. Government rates shall be requested when making lodging arrangements.
2. Employees shall be reimbursed actual expenses for lodging at single occupancy rate when receipts for lodging are attached to the travel voucher. Telephone calls, state, federal and local taxes are not reimbursable.

MOTION TO CONSIDER POLICY FOR EMPLOYEE TIME RECORDS
ORDINANCE # 2007-11-0005
BE IT ORDAINED, ETC., that the Franklin Parish School approve the policy for Employee Time Records.
Employee Time Records
Employees at each school and at the central office must either sign in or clock in with a time card, which ever is selected by the administration. If sign in sheet is used, each individual is to sign in and out for themselves only. If using the time clock, each person is responsible for clocking in and out on their individual cards. Personnel are required to sign in and out or clock in and out each day upon arrival and when leaving in the afternoon as well as when leaving for any reason at any other time of the day. These sign in sheets and time cards are to be kept in the office of each respective location.
If teachers are suing the time clock, a daily sign in sheet is to be used for substitutes for teachers or other positions in which a substitute is needed. The sign in sheet should indicate a space for time in, time out and person for who the substitute is for. The principal or designated other is to initial each page to assure approval. The substituteνs sheets are to be kept on file in the office of each respective location. Copies of these sheets are to be sent to the payroll office on the 1st of each month as payroll information is submitted.
Long term day to day substitutes are to either sign in or clock in daily. They must also provide a time sheet signed by the principal for payroll purposes.

MOTION TO CONSIDER POLICY FOR OVERTIME COMPENSATION
ORDINANCE # 2007-11-0006
BE IT ORDAINED, ETC., that the Franklin Parish School Board approve the Overtime Compensation Policy.
Overtime Compensation
The Franklin Parish School Board shall require any eligible employee to be paid for any work beyond their contracted work week, if work is approved prior to work being done and does not exceed amount of time approved.
Normal work days for support personnel are listed on the approved salary schedule. Hours worked shall mean the actual hours worked during the work week, excluding vacation, holiday and sick leave.
Overtime for eligible employees whose positions are 35 to 37.5 hours per week may be approved for up to a 40 hour work week when working in an approved after school program, if approved by the Superintendent. If overtime for more than 40 hours a week is needed due to staffing shortages, Superintendent must approve.
Overtime for any 40 hour/week position must be approved by the immediate supervisor as well as the Superintendent beforehand.
Emergencies will be approved as needed.
Eligible employees are defined as those employees who have been classified as non exempt for purposes of overtime compensation in accordance with the Fair Labor Standards Act.

PRESIDENT’S REPORT
President Bryan reported that on the Ogden Campus, federal funds are being sought to renovate campus for a veteranνs home. Mr. Moore has spoken to the National Guard to tear down and bury building as a back up plan for Ogden Campus. Winnsboro Elem. kindergarten, Head Start, and cafeteria wing is without heat. The boiler is down and in the process of being repaired or replaced.

Present for the meeting were Mr. Tim Eubanks, Mrs. Dorothy Brown, Mr. Eddie Ray Bryan, Mr. Ronnie Hatton, Mr. Jesse Young and Mr. Richard Kelly.
Absent from the meeting was Mrs. Louise Johnson.
President Eddie Ray Bryan called the meeting to order, Chaplain Richard Kelly led in Prayer and President Bryan led in the Pledge of Allegiance.

MOTION TO APPROVE RESOLUTION PERTAINING TO HORACE G. WHITE LEARNING CENTER
ORDINANCE # 2007-11-0013
BE IT ORDAINED, ETC., that the Franklin Parish School Board approve the resolution for the Horace G. White Learning Center with changes as listed.
RESOLUTION
Whereas, Horace G. White was a respected Franklin Parish educator, and
Whereas, Horace G. White served as principal of Franklin Parish Training School for 35 years, and
Whereas, Horace G. White believed that a better education was the key to a better life, and
Whereas, Horace G. White served as a teacher, role model, friend and mentor to entire generations of Franklin Parish youth, and
Whereas, Horace G. White earned the respect from all who knew him, and
Whereas, Horace G. White dedicated his entire life to bettering the educational opportunities available to children and young people in Franklin Parish, now
Therefore, Be it Resolved, on this 26th day of November, 2007, that members of the Franklin Parish School Board, meeting in special session, do hereby salute Horace G. White for a lifetime of meritorious service in the field of education and dedicate the Horace G. White Learning Center, trusting that the students who attend this school will draw inspiration and sustenance from his personal example of discipline, dedication and perseverance.
